R. 8350</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20260416">April 16, 2026</action-date><action-desc><sponsor name-id="R000622">Mr. Riley of New York</sponsor> (for himself and <cosponsor name-id="V000133">Mr. Van Drew</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HWM00">Committee on Ways and Means</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Internal Revenue Code of 1986 to allow the deduction of taxes and State-mandated surcharges included on gas or electric utility bills.</official-title></form><legis-body id="H158AE9C6DB2B488493E046748C70908D" style="OLC"><section id="H0DA1C586C0524F6D9E0EE8DBAA237979" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>No Taxes on Utility Bills Act</short-title></quote>. </text></section><section id="H84EC4A9EEE91465C92603FB2C2D4CB8A"><enum>2.</enum><header>Deduction for taxes and State-mandated surcharges included on gas or electric utility bills</header><subsection id="HF8D1066D2C544F42AE062CEB1AF0FFFC"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/26/164">Section 164(a)</external-xref> of the Internal Revenue Code of 1986 is amended by adding at the end the following new paragraph:</text><quoted-block style="OLC" id="H4B2494190C2246CB9AFC713BB823C7E7" display-inline="no-display-inline"><paragraph id="H0F933742954E4525B1A51525454EB335"><enum>(5)</enum><text display-inline="yes-display-inline">All taxes, and State-mandated surcharges, included on the taxpayer’s gas or electric utility bills.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H00396C008ECA44BB82F67572F85E02B0"><enum>(b)</enum><header>Conforming amendment</header><text>Section 164(a) of such section is amended by inserting <quote>(and State-mandated surcharges described in paragraph (5))</quote> after <quote>the following taxes</quote>.</text></subsection><subsection id="HBF2A565A6D4B471592549A5414C9539F"><enum>(c)</enum><header>Effective date</header><text>The amendments made by this section shall apply to taxable years beginning after the date of the enactment of this Act.</text></subsection></section></legis-body></bill>
