<section id="H728AF9DE433543628A214477B0723D04" section-type="section-one"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Biotechnology for All High School Students Act</short-title></quote>.</text></section> 
<section id="H1C7EBEB43F194A6CA3030C203A6B2FE0"><enum>2.</enum><header>Biotechnology for all secondary school students</header> 
<subsection id="H10B8034AD8C5475B96661E75CABCB662"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Subtitle B of title III of the Research and Development, Competition, and Innovation Act (enacted as division B of <external-xref legal-doc="public-law" parsable-cite="pl/117/167">Public Law 117–167</external-xref>; popularly referred to as the <quote>CHIPS and Science Act</quote>) is amended by inserting after section 10311 (<external-xref legal-doc="usc" parsable-cite="usc/42/18991">42 U.S.C. 18991</external-xref>) the following new section:</text> <quoted-block style="OLC" id="HAD48E1BAC07042AF854B03C8C144488D" display-inline="no-display-inline"> <section id="HB7B94A0DB41243F39776F90E287AA47A"><enum>10311A.</enum><header>Biotechnology for all secondary school students</header> <subsection id="HCC87FF45701948A58FF93879D277B36A"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Director, in consultation with the Secretary of Education and the Consortium established pursuant to subsection (f), may make awards on a competitive, merit-reviewed basis to eligible entities to support the implementation of new and expansion of existing biotechnology education for secondary school students, including such education in informal learning environments.</text> </subsection> 
<subsection id="HFAF3A5E23C7F40AAB2E01EB278C95FE7"><enum>(b)</enum><header>Applications</header><text>An eligible entity that seeks an award under subsection (a) shall submit to the Director an application at such time, in such manner, and containing such information as the Director may require.</text></subsection> <subsection id="HC2168EAD85B64EB787CE65B2C9BF9502"><enum>(c)</enum><header>Use of funds</header><text>An award under subsection (a) may be utilized for any of the following purposes:</text> 
<paragraph id="H07F1D60DC522464ABA83C7CC07DC1A9B"><enum>(1)</enum><text display-inline="yes-display-inline">Professional development and training in biotechnology education for teachers of secondary school students, including with respect to the following:</text> <subparagraph id="HB8960D282B2E43B28DBF8D845F7EED9B"><enum>(A)</enum><text>Education instruction in a laboratory setting.</text></subparagraph> 
<subparagraph id="HF49352EA9E02439EA650572EA58BA72C"><enum>(B)</enum><text>Curriculum design.</text></subparagraph> <subparagraph id="HCE696D5CC7174B9F8961A51A7B5C5E53"><enum>(C)</enum><text>Pedagogy.</text></subparagraph></paragraph> 
<paragraph id="H8D12031120624E40AD9A6A24E7ABFD0A"><enum>(2)</enum><text display-inline="yes-display-inline">Development and distribution of curricula and instructional materials related to biotechnology education.</text></paragraph> <paragraph id="H8F963B81F8C14C6CB4EFCB918BF36D92"><enum>(3)</enum><text>Acquisition of laboratory and instructional equipment for biotechnology education.</text></paragraph> 
<paragraph id="HE7214C0177E64B9FBE1AE205D2C42D16"><enum>(4)</enum><text>Establishment of partnerships between institutions of higher education, private sector entities, and eligible nonprofit organizations to facilitate biotechnology education.</text></paragraph> <paragraph id="H3FCF1100845E48D095B7D9F2457D7C71"><enum>(5)</enum><text>Development of transferrable and stackable biotechnololgy credentials for such students.</text></paragraph> 
<paragraph id="H47D4157D95CA4C7DA7E6B3B5B8E029DF" commented="no"><enum>(6)</enum><text display-inline="yes-display-inline">Any other purpose the Director determines appropriate.</text></paragraph></subsection> <subsection id="H1A61EFA741C44B75B83C903427A2BE81"><enum>(d)</enum><header>Priority</header><text>The Director may prioritize awards under subsection (a) to eligible entities that demonstrate a need for, or limited access to, educational resources relating to biotechnology education.</text></subsection> 
<subsection id="HC5201E69EDA64A239DBD7F66AA8A7F00"><enum>(e)</enum><header>Other activities</header><text display-inline="yes-display-inline">The Director, in consultation with the Secretary of Education and the Consortium established pursuant to subsection (f), may carry out the following:</text> <paragraph id="H1661C6B247434C2D904B5D5737EC0467"><enum>(1)</enum><text>Support coordination between Federal, State, and local efforts regarding the implementation of new and expansion of existing biotechnology education programs for secondary school students.</text></paragraph> 
<paragraph id="HADE5635A5DC6486980FE60D5F71CC386"><enum>(2)</enum><text display-inline="yes-display-inline">Promote collaboration between public sector entities and private sector entities regarding such implementation and expansion.</text></paragraph> <paragraph id="H6EF6376992E240A1BBF19B6AD2A73AEA"><enum>(3)</enum><text>Identify and share best practices regarding such implementation and expansion.</text></paragraph> 
<paragraph id="H10D66101DE1145608E41ED7A96FF370E"><enum>(4)</enum><text>Support professional development and training referred to in subsection (c)(1) by means other than an award under subsection (a).</text></paragraph> <paragraph id="HD6E932E7169B44E98950DD2258A36E84"><enum>(5)</enum><text>Facilitate access to curricula, resources, and digital learning tools with respect to such programs.</text></paragraph> </subsection> 
<subsection id="H765D1C6759A54FC59B0D1FE284D9AF08"><enum>(f)</enum><header>National Biotechnology Education Consortium</header> 
<paragraph id="H9F121B44076C4013837C032D444E132A"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this section, the Director, in consultation with the Secretary of Education, shall establish a consortium, to be known as the <quote>National Biotechnology Education Consortium</quote> (in this section referred to as the <quote>Consortium</quote>), to provide support and recommendations to the Director with respect to biotechnology education programs for secondary school students.</text></paragraph> <paragraph id="HC2A291FD73AF4A4989E05D17885B91E2"><enum>(2)</enum><header>Membership</header><text>The Consortium shall be composed of not fewer than six members. The Director shall seek to appoint members of the Consortium from the following:</text> 
<subparagraph id="HB92B1E37F20444E1BAFE42FEF30289D9"><enum>(A)</enum><text>Relevant Federal departments or agencies.</text></subparagraph> <subparagraph id="HADD728CEF5BD45A38521EFACC943B4CB"><enum>(B)</enum><text>Eligible entities.</text></subparagraph> 
<subparagraph id="HE7D49E37C8B6415387FEA46713A83E4C"><enum>(C)</enum><text>Stakeholders in biotechnology.</text></subparagraph></paragraph> <paragraph id="H63873562C46743249EA6A64B1D2270BF"><enum>(3)</enum><header>Sunset</header><text display-inline="yes-display-inline">The Consortium shall terminate on the date that is five years after the date on which the Consortium is established under paragraph (1).</text></paragraph></subsection> 
<subsection id="HE2F581F6BC374207B544E45A8063741E"><enum>(g)</enum><header>Definitions</header><text>In this section:</text> <paragraph id="HC5E471F2BBB54CD3B0F0E16A1ABA946A"><enum>(1)</enum><header>Eligible entity</header><text>The term <term>eligible entity</term> means any of the following entities:</text> 
<subparagraph id="H14B542AD0A29478DA8B26DFE8355191E" commented="no"><enum>(A)</enum><text>A State educational agency (as such term is defined in section 4 of the National Science Foundation Authorization Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/42/1862n">42 U.S.C. 1862n</external-xref> note)).</text></subparagraph> <subparagraph id="H07FEAAB20DE9430D963399698C44AB31"><enum>(B)</enum><text>A local educational agency (as such term is defined in such section).</text></subparagraph> 
<subparagraph id="HB9BDE146280D4B1A83B9917948608D43"><enum>(C)</enum><text>An institution of higher education.</text></subparagraph> <subparagraph id="H0115A6EE16E5443E96E7DF4DBB3F2655"><enum>(D)</enum><text>An eligible nonprofit organization (as such term is defined in such section).</text></subparagraph> 
<subparagraph id="H1C189981D9B4429CB3BE98A91A78DA1B"><enum>(E)</enum><text>A consortium of any of the entities described in subparagraphs (A) through (D).</text></subparagraph></paragraph> <paragraph id="HFB15C94619394B4398CC16242606D56D"><enum>(2)</enum><header>Secondary school</header><text display-inline="yes-display-inline">The term <quote>secondary school</quote> has the meaning given such term in section 8101 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>).</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="H5898FACE3CF641B6A7E85873E1C37F1F"><enum>(b)</enum><header>Clerical amendment</header><text display-inline="yes-display-inline">Public Law 117–167 is amended in the table of contents in sections 1 and 10000 by inserting after the items relating to section 10311 the following new items:</text> <quoted-block style="OLC" id="HDB06E70421F546C391C08F58A1F5F7C9" display-inline="no-display-inline"> <toc regeneration="no-regeneration"> <toc-entry level="section">Sec. 10311A.
