Short title

This Act may be cited as the Highways First Act.

2.

Transfer of highway and transit funds

Section 104(f) of title 23, United States Code, is amended— (1)by striking paragraph (1); and (2)by redesignating paragraphs (2) and (3) as paragraphs (1) and (2), respectively.

Transfer of amounts and non-Government share

Section 5334(i) of title 49, United States Code, is amended by striking (1) Amounts and all that follows through the enumerator for paragraph (2).
