which was referred to the <committee-name committee-id="HED00">Committee on Education and Workforce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Workforce Innovation and Opportunity Act to provide to States and local areas information on the best practices for addressing the effects that substance use disorder has on the workforce, and to provide local areas with grants to provide training activities related to the treatment and prevention of substance use disorder.</official-title></form><legis-body id="H142D6030737F4DC68264EA1D6FED3BA4" style="OLC"><section id="H0735CBF9862445FBB4837001701A05D4" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Workforce Recovery and Resilience Act</short-title></quote> .</text></section><section id="H21B42A008C88469BA2B9CC308454D324"><enum>2.</enum><header>Technical assistance</header><text display-inline="no-display-inline">Section 168 of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3223">29 U.S.C. 3223</external-xref>) is amended by adding at the end the following:</text><quoted-block id="HE4003689CA0C420D953AC9DA807C00E7" style="OLC"><subsection id="HFE9A5A9C5CA446E296668FA911F33D6C"><enum>(d)</enum><header>Communities impacted by substance use disorders</header><text>The Secretary shall, as part of the activities described in subsection (c)(2), evaluate and disseminate to States and local areas information regarding evidence-based and promising practices for addressing the economic and workforce impacts associated with high rates of substance use disorders, which information shall—</text><paragraph id="H9F5CB2D933C541598D1262CACEEA8C40"><enum>(1)</enum><text>be updated annually to reflect the most recent and available research; and</text></paragraph><paragraph id="H04146DFB14A64D448E447129E654A35A"><enum>(2)</enum><text>include information—</text><subparagraph id="H4EADD53ADBD54C6DAE14986F42375723"><enum>(A)</enum><text>shared by States and local areas regarding effective practices for addressing such impacts; and</text></subparagraph><subparagraph id="H985C117B5369488AB7A671FFC9C8ACFA"><enum>(B)</enum><text>on how to apply for any funding that may be available under section 170(b)(1)(E).</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section><section id="HC5ED28FFB7FF4AFE8E07D535CCCCCD05"><enum>3.</enum><header>National dislocated worker grants</header><text display-inline="no-display-inline">Section 170 of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3225">29 U.S.C. 3225</external-xref>) is amended—</text><paragraph id="H890FE9416DE6479DA4FC26BA8B11E3A6"><enum>(1)</enum><text>in subsection (b)(1)—</text><subparagraph id="H806CD93E41894560837B425AF5C5BE9A"><enum>(A)</enum><text>in subparagraph (C), by striking <quote>and</quote> at the end;</text></subparagraph><subparagraph id="HDF7B5B3ADD4F401DACB4B695C3443E71"><enum>(B)</enum><text>in subparagraph (D)(ii), by striking the period at the end and inserting <quote>; and</quote>; and</text></subparagraph><subparagraph id="H6E9973D9EB7E45EC88E9057132AF0105"><enum>(C)</enum><text>by adding at the end the following:</text><quoted-block id="HC13C5406E67A40AF9B0989374E9EF572" style="OLC"><subparagraph id="H79C4825577A94D79827A577A342B0E21"><enum>(E)</enum><text>to an entity described in subsection (c)(1)(B) to provide employment and training activities related to the prevention and treatment of substance use disorders, including addiction treatment, mental health treatment, and pain management, in an area that, as a result of widespread substance use, addiction, and overdoses, has higher-than-average demand for such activities that exceeds the availability of State and local resources to provide such activities.</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="HE6C4A78002114527A83686D704F4EBF9"><enum>(2)</enum><text>in subsection (c)(2)—</text><subparagraph id="HC963A417F8DB4086AF345D462FBA62B4"><enum>(A)</enum><text>in subparagraph (A)—</text></subparagraph><subparagraph id="HE073B431A7E241D0B4E3364E3F8FD347"><enum>(B)</enum><text>by redesignating subparagraphs (C) and (D) as subparagraphs (D) and (E), respectively; and</text></subparagraph><subparagraph id="HE73FDADA2B114BBF9414D053C5A8BC0F"><enum>(C)</enum><text>by inserting after subparagraph (B) the following:</text><quoted-block id="H633AB3E00E04416B8A2224CBA3CC5A03" style="OLC"><subparagraph id="HF0562D9B693046A8984DFACF9B68D8E2"><enum>(C)</enum><header>Substance use related grants</header><text>In order to be eligible to receive employment and training assistance under a national dislocated worker grant awarded pursuant to subsection (b)(1)(E), an individual shall be—</text><clause id="H10390C6BC7574172A18EDFCB992802E2"><enum>(i)</enum><text>a dislocated worker;</text></clause><clause id="H02CC9B3065D44E3F98E20C39A712467A"><enum>(ii)</enum><text>a long-term unemployed individual;</text></clause><clause id="HD1B21379A7FE4476AB455E0A909EAB4E"><enum>(iii)</enum><text>an individual who is unemployed or significantly underemployed as a result of widespread substance use in the area; or</text></clause><clause id="HDCE4DCA2E42D417D97802DE74CB7EEC3"><enum>(iv)</enum><text>an individual who is employed or seeking employment in a health care profession involved in the prevention and treatment of substance use disorders, including such professions that provide addiction treatment, mental health treatment, or pain management.</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></section></legis-body></bill>
