Termination of All-domain Anomaly Resolution Office

(a)

Termination

(1)

Requirement

Not later than 60 days after the date of the enactment of this Act, the Secretary of Defense shall— (A)terminate the All-domain Anomaly Resolution Office; and (B)transfer the functions of the Office to other elements of the Department of Defense as the Secretary determines appropriate. (2)

Prohibition

The Secretary may not establish within the Department of Defense, and the Director of National Intelligence may not establish within the Office of the Director of National Intelligence, a single office or other entity similar to the All-domain Anomaly Resolution Office that exercises comprehensive or centralized authority over matters relating to unidentified anomalous phenomena. (3)

Repeal

Section 1683 of the National Defense Authorization Act for Fiscal Year 2022 (50 U.S.C. 3373) is repealed. (b)

Conforming amendments

(1)

Accounting of security classification guides

Section 1673 of the National Defense Authorization Act for Fiscal Year 2026 (Public Law 119–60; 50 U.S.C. 3373 note) is repealed. (2)

Records

Section 1673 of the James M. Inhofe National Defense Authorization Act for Fiscal Year 2023 (50 U.S.C. 3373b) is amended— (A)in subsection (a), by striking acting through the head of the Office and each place it appears; and (B)in subsection (b)(3)— (i)in subparagraph (A), by striking the Office and inserting the Secretary; and (ii)in subparagraph (B), by striking The head of the Office and inserting The Secretary; and (C)in subsection (d), by striking paragraph (6). (3)

National Archives

Section 1842(c) of the National Defense Authorization Act for Fiscal Year 2024 (Public Law 118–31; 44 U.S.C. 2107 note) is amended— (A)in paragraph (2), by striking , including the All-domain Anomaly Resolution Office, each place it appears; and (B)in paragraph (3), by striking the All-domain Anomaly Resolution Office and inserting the Secretary of Defense. (c)

Effective date

The amendments made by this section shall take effect 60 days after the date of the enactment of this Act. (d)

Definitions

In this section: (1)The term transmedium objects or devices means objects or devices that are— (A)observed to transition between space and the atmosphere, or between the atmosphere and bodies of water; and (B)not immediately identifiable. (2)The term unidentified anomalous phenomena means— (A)airborne objects that are not immediately identifiable; (B)transmedium objects or devices; and (C)submerged objects or devices that are not immediately identifiable and that display behavior or performance characteristics suggesting that the objects or devices may be related to the objects described in subparagraph (A).
