<section id="H7150964A38B94D85BB5458388D5388CB" section-type="section-one"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Federal Enhancement for Tactical Canine Help Act of 2026</short-title></quote> or the <quote><short-title>FETCH Act of 2026</short-title></quote>.</text></section> 
<section id="H19D5205286C84F60B6C98B4CBEB47EA2"><enum>2.</enum><header>Use of Byrne grants for K9 units</header><text display-inline="no-display-inline">Section 501(a)(1) of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/34/10152">34 U.S.C. 10152(a)(1)</external-xref>) is amended by adding at the end the following:</text> <quoted-block style="OLC" id="H088D77DECD9C4020A914CB4C5ABBC191" display-inline="no-display-inline"> <subparagraph id="HD1E2A83A0BC24C0493E4AFF01DDE7ACB"><enum>(J)</enum><text display-inline="yes-display-inline">Police dog programs, including the following:</text> 
<clause id="H7E7ADCEEB1EE4EE984B3EA17ABFA516C"><enum>(i)</enum><text display-inline="yes-display-inline">Acquiring police dogs.</text></clause> <clause id="HBFED01E243EF408FA6457BBCEF9F2322"><enum>(ii)</enum><text>Training directly related to law enforcement duties involving police dogs, including on-duty general obedience training, and conditioning for the detection of narcotics, contraband, and explosives.</text></clause> 
<clause id="H12F1F849E5AC42219DFE2C17BCB34238"><enum>(iii)</enum><text>Medications and dietary supplements for the wellness or service readiness of police dogs.</text></clause> <clause id="H85D827207DF34B918D2335355C178F60"><enum>(iv)</enum><text>Veterinary care for police dogs, including emergency services.</text></clause> 
<clause id="HC360026C908B4618B8A53B5FB842CB59"><enum>(v)</enum><text>Insurance for veterinary, injury, death, replacement costs, or liability coverage related to police dogs.</text></clause> <clause id="H02A12643F7D14A47A1930B491FE31B63"><enum>(vi)</enum><text>Dog food, including accommodations for special diets directly related to the service readiness or overall health of police dogs.</text></clause> 
<clause id="H6351010BB6314241AA9DFB7334203F7B"><enum>(vii)</enum><text>Costs for equipment and supplies, including protective vests, identification collars, and first aid kits for police dogs.</text></clause> <clause id="HE92CA6B793D546F899372AC2DD493938"><enum>(viii)</enum><text>Costs related to housing needs for police dogs, including the creation or maintenance of kennels inside of a physical police department facility, or home-care stipends for law enforcement officers who care for police dogs at their home.</text></clause> 
<clause id="HC644D387B8354729BF49E397A164FB40"><enum>(ix)</enum><text>Other costs related to routine care for police dogs.</text></clause> <clause id="H3431340B0D8F4ED19F7101F10AFB3CBA"><enum>(x)</enum><text>Costs associated with police dogs after the dogs retire from service, including coverage for service-related injuries and chronic conditions, final veterinary care, formal adoption by the handling officer after the dog concludes its service, and the retrieval and delivery of administrative documents and certificates.</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block> </section>
