<section id="H84A963FBAA4742188A4B7DE5BA3E43E1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>DPA Advanced Procurement Act of 2026</short-title></quote>.</text></section> <section id="H4E227BC252C94BF7B604082BE82DAC76"><enum>2.</enum><header>GAO study on stockpiling and long-lead items</header> <subsection id="HC7323D37CB3F4663AB51F1F7453D9F3F"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Comptroller General of the United States shall, not later than 1 year after the date of the enactment of this Act, submit to the Committee on Financial Services of the House of Representatives and the Committee on Banking, Housing, and Urban Affairs of the Senate a study on the efficacy of the current methods used by DPA agencies to address DPA-related long-lead items and related stockpiling challenges.</text></subsection> 
<subsection id="H75D76541F2A24F45B91564AF6A2501BD"><enum>(b)</enum><header>Requirements</header><text>When conducting the study required under subsection (a), the Comptroller General shall—</text> <paragraph id="HC6673C6649BE475184769FBD32EE873E"><enum>(1)</enum><text>examine how DPA-related long-lead items are currently procured and stockpiled by DPA agencies;</text></paragraph> 
<paragraph id="HFE9DD9D8977D45648B2B744D97AB324B"><enum>(2)</enum><text>identify ways in which Federal agencies can work together to better address procurement and stockpiling of DPA-related long-lead items; and</text></paragraph> <paragraph id="H37BAE186CBB048FDA507C42F5DF75B3D"><enum>(3)</enum><text>provide legislative recommendations, including amendments to the DPA, to address procurement of DPA-related long-lead items and the stockpiling of such items.</text></paragraph></subsection> 
<subsection id="H729E0F8183F14CAC9AA8614E9872879F"><enum>(c)</enum><header>Definitions</header><text>In this section:</text> <paragraph id="H63683272C5DD41EF82140302E85D6DB8"><enum>(1)</enum><header>DPA</header><text>The term <term>DPA</term> means the Defense Production Act of 1950 (<external-xref legal-doc="usc" parsable-cite="usc/50/4501">50 U.S.C. 4501 et seq.</external-xref>).</text></paragraph> 
<paragraph id="HE9E07B5117344CFEAEE5B6B314563CD0"><enum>(2)</enum><header>DPA agency</header><text>The term <term>DPA agency</term> means a Federal agency to which the President has delegated authority under the DPA.</text></paragraph> <paragraph id="H46FC53C229974450902591241190F155"><enum>(3)</enum><header>Long-lead item</header><text>The term <term>long-lead item</term> means components of a system or piece of equipment for which the times to design and fabricate are the longest, and therefore, to which an early commitment of funds may be desirable to complete the system by the earliest possible date.</text></paragraph></subsection></section> 
<section id="H3FED473B12C74E0BAAADB834C23D35AE" display-inline="no-display-inline" section-type="subsequent-section"><enum>3.</enum><header>Short title correction</header><text display-inline="no-display-inline">The first undesignated section of the Defense Production Act of 1950 is amended, effective on the date of enactment of such Act, by striking <quote>cited as <quote>the Defense</quote></quote> and inserting <quote>cited as the <quote>Defense</quote></quote>.</text></section> </legis-body></bill>
