<section id="H21E7DE11D4EC4EE0B9DC456C94530561" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Stabilization to Prevent Suicide Act</short-title></quote> or the <quote><short-title>STOP Suicide Act</short-title></quote>.</text></section> <section id="HD38FEBDE89C94DB88AB7732A7F00FA94"><enum>2.</enum><header>Grants to implement models for providing stabilization services</header><text display-inline="no-display-inline">Title V of the Public Health Service Act is amended by inserting after section 520N (<external-xref legal-doc="usc" parsable-cite="usc/42/290bb-45">42 U.S.C. 290bb–45</external-xref>) the following:</text>

<section id="HA24D1671DFF64A728D934CFFFED74F1C"><enum>520O.</enum><header>Grants to implement models for providing stabilization services</header>
<subsection id="H15113DBDA2A14BDF86E9EAEA0DC39D43"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Assistant Secretary shall award grants, on a competitive basis, to eligible entities to implement models for providing stabilization services to individuals with serious thoughts of suicide.</text></subsection> <subsection id="H8937AA1D9453485EB46F5038E33A64D2" commented="no" display-inline="no-display-inline"><enum>(b)</enum><header>Applications</header> <paragraph id="H028CFFDCAF5445928D7935C66F15206D" commented="no"><enum>(1)</enum><header>In general</header><text>To be eligible to receive a grant under this section, an eligible entity shall submit to the Assistant Secretary an application at such time, in such manner, and containing such information as the Assistant Secretary determines is appropriate, which shall include the plan described in paragraph (2).</text></paragraph>
<paragraph id="HD7BD0EEAB2FE461AABC940C6108DB369" commented="no"><enum>(2)</enum><header>Continuity plan</header><text display-inline="yes-display-inline">An application described in paragraph (1) shall include a plan for how an eligible entity will continue to finance the provision of stabilization services supported by a grant awarded under this section following the end of the grant period of such grant.</text></paragraph></subsection> <subsection id="HAB3E8141D5FB417AA495A4C4C541FCB3"><enum>(c)</enum><header>Eligible uses</header><text display-inline="yes-display-inline">A grant awarded under this section—</text>
<paragraph id="HCF94EDC755AF478AA89A8207DD407B9E"><enum>(1)</enum><text display-inline="yes-display-inline">shall be used to provide or support the provision of stabilization services that are—</text> <subparagraph id="HB56938E0338543ECBDD5B2994CE5479E"><enum>(A)</enum><text display-inline="yes-display-inline">suicide-specific;</text></subparagraph>
<subparagraph id="HDDDAF953692047B586245C5CE9002D0B"><enum>(B)</enum><text display-inline="yes-display-inline">evidence-based or evidence-informed; and</text></subparagraph> <subparagraph id="H491FF05B494942969D4C4FC866B548F1"><enum>(C)</enum><text display-inline="yes-display-inline">provided in the least-restrictive setting that is appropriate for the needs of the individual to whom such services are provided; and</text></subparagraph></paragraph>
<paragraph id="H3790196046574982A31A380F43F1DA50"><enum>(2)</enum><text display-inline="yes-display-inline">may be used to provide or support the provision of stabilization services that take the form of outpatient care, virtual care, or other technology-related innovations, which may include peer support services.</text></paragraph></subsection> <subsection id="HA6F62B4100F34E57B721FE3B7A7C3233"><enum>(d)</enum><header>Grant period</header><text display-inline="yes-display-inline">The term of a grant awarded under this section shall not exceed 5 years. Such term is not renewable.</text></subsection>
<subsection id="H81D73435CE294104AE88EA1D3A3363E3"><enum>(e)</enum><header>Evaluations, training, and technical assistance</header><text display-inline="yes-display-inline">The Assistant Secretary shall—</text> <paragraph id="HAC7F70B9648242B9B383897F202217AA"><enum>(1)</enum><text display-inline="yes-display-inline">conduct an evaluation of the activities supported by the grants awarded under this section and disseminate, as appropriate, the findings of such evaluation;</text></paragraph>
<paragraph id="H5954AAE834E34F4AAB8C43791645835A"><enum>(2)</enum><text display-inline="yes-display-inline">provide training and other information, as appropriate, to any eligible entity that is awarded a grant under this section; and</text></paragraph> <paragraph id="H33A42ED8015647B5915FB83A2DBB51DD"><enum>(3)</enum><text display-inline="yes-display-inline">provide technical assistance, as appropriate, to any eligible entity that is awarded a grant under this section.</text></paragraph></subsection>
<subsection id="H3E74A69D71134EB8B8A6A3181056C029"><enum>(f)</enum><header>Definitions</header><text>In this section:</text> <paragraph id="H45299C83D0784AC6BB6B857AE94E769D"><enum>(1)</enum><header>Eligible entity</header><text display-inline="yes-display-inline">The term <term>eligible entity</term> means—</text>
<subparagraph id="HC6B51562F9CF40888EEC9E998824BA73"><enum>(A)</enum><text>a community-based primary care or behavioral health care provider, including—</text> <clause id="H25B14C57AA014FC180DC4CB5B26418D2"><enum>(i)</enum><text>a school-based health center;</text></clause>
<clause id="H4AA4DA155DE54CE487A9D545EB38D977"><enum>(ii)</enum><text>a campus-based health center at an institution of higher education (as defined in section 101 of the Higher Education Act of 1965);</text></clause> <clause id="H0A9626C30DE5460392014EBB64C79B4B"><enum>(iii)</enum><text>a community health center;</text></clause>
<clause id="H5312704996794B47BCBC8A94E4364333"><enum>(iv)</enum><text>a rural health clinic (as defined in section 1861(aa) of the Social Security Act);</text></clause> <clause id="HDF61C59AC37E4AFCBE965DC11C650988"><enum>(v)</enum><text display-inline="yes-display-inline">a Federally qualified health center (as defined in such section 1861(aa));</text></clause>
<clause id="H0C6D535C4A2B4FF6ACFE73F4B6275110"><enum>(vi)</enum><text>a certified community behavioral health clinic; and</text></clause> <clause id="H898E2CC9E85D4C67AC473807D14B9D74"><enum>(vii)</enum><text>a children’s hospital;</text></clause></subparagraph>
<subparagraph id="HEB2CBFC6F96846B597FEFCD4955D595C"><enum>(B)</enum><text>a crisis center;</text></subparagraph> <subparagraph id="HF9CAD348C44E45A1BC9005ACB9FD5451"><enum>(C)</enum><text>a public health agency, including—</text>
<clause id="H9EA53D45E69B44E4AE61E5DD13F03A5D"><enum>(i)</enum><text>a State mental health agency; and</text></clause> <clause id="H51A02D59BC97439E9BB55040A1B7EDD1"><enum>(ii)</enum><text>a State health agency with mental or behavioral health functions;</text></clause></subparagraph>
<subparagraph id="H30EEBFCA807E4162843EF6A23819B896"><enum>(D)</enum><text>a territory of the United States; and</text></subparagraph> <subparagraph id="H3190B9A11C564A83A93F2276B0631E46"><enum>(E)</enum><text>an Indian tribe or tribal organization (as such terms are defined in section 4 of the Indian Self-Determination and Education Assistance Act).</text></subparagraph></paragraph>
<paragraph id="H37C7420173564CC39769CCD4064D3A64" commented="no"><enum>(2)</enum><header>Stabilization services</header><text>The term <term>stabilization services</term> means a clinical intervention or treatment that—</text> <subparagraph id="HCE7AB1D80338486A8E39AAF80E84CF4D" commented="no"><enum>(A)</enum><text>reduces or eliminates a state of acute emotional crisis;</text></subparagraph>
<subparagraph id="H09EB9DDF94E943EF868687609D86ACAC" commented="no"><enum>(B)</enum><text>reduces or eliminates clear and imminent suicide risk of the patient; or</text></subparagraph> <subparagraph id="HECFDC4124A1A49748E7B09B95E15F480" commented="no"><enum>(C)</enum><text>helps the patient establish behavioral control over acute impulsive states.</text></subparagraph></paragraph></subsection>
<subsection id="HF531B48AE3D243399E0CDE654A12EC8C"><enum>(g)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There is authorized to be appropriated to carry out this section $30,000,000 for each of fiscal years 2027 through 2031.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section> </legis-body></bill>
