<section id="HD2D88DF98AE941CFA6CF24A20D23D20B" section-type="section-one"> <enum>1.</enum> <header>Short title</header> <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>9–8–8 Connect Act</short-title></quote>.</text> </section> <section id="HBD8147E8D3F441F0A1271757E9A5A3D5"> <enum>2.</enum> <header>Grants for follow-up services to individuals receiving suicide prevention and crisis intervention services</header> <text display-inline="no-display-inline">Title V of the Public Health Service Act is amended by inserting after section 520E–4 (<external-xref legal-doc="usc" parsable-cite="usc/42/290bb-36d">42 U.S.C. 290bb–36d</external-xref>) the following:</text> 
<quoted-block style="OLC" display-inline="no-display-inline" id="H58FCEC88BF66413E86198DF7163AEFFE"> 
<section id="H7D27BC3F3FDD4D51BFFEA26AED7C3433"> <enum>520E–5.</enum> <header>Follow-up services to individuals receiving suicide prevention and crisis intervention services</header> 
<subsection id="HCD62F01154374A0B8CCC80C97D52C46D"> <enum>(a)</enum> <header>In general</header> <text display-inline="yes-display-inline">The Secretary, acting through the Assistant Secretary, shall award grants to eligible crisis centers to provide follow-up services to individuals receiving suicide prevention and crisis intervention services.</text> </subsection> <subsection id="H608F643C68FD4593BC8A26599B60C67B"> <enum>(b)</enum> <header>Eligibility</header> <text>To be eligible to seek a grant under this section, a crisis center shall be a member of the network of crisis centers coordinated under section 520E–3(b)(1).</text> </subsection> 
<subsection id="HB39514B4D52F4E1B90BE1D14E00E7AC3"> <enum>(c)</enum> <header>Selection</header> <text display-inline="yes-display-inline">The Secretary shall select recipients of grants under this section based on the relative needs, including capacity and service gaps, of the eligible crisis centers applying for such grants.</text> </subsection> <subsection id="H9828019C7C8D43A4A3B563F986C6D0D0"> <enum>(d)</enum> <header>Technical assistance</header> <text>The Secretary shall provide technical assistance to recipients of grants under this section regarding best practices for the implementation of services through such grants.</text> </subsection> 
<subsection id="H9E1E2755C5EA40398AA3F556980873DA"> <enum>(e)</enum> <header>Use of funds</header> 
<paragraph id="HE3BE0E4A965C44008E7C300000B31074"> <enum>(1)</enum> <header>In general</header> <text>A crisis center receiving a grant under this section shall use the grant to provide follow-up services to individuals receiving suicide prevention and crisis intervention services such as—</text> <subparagraph id="H6DDEDEC2251F4831B2985FCB038F6BE0"> <enum>(A)</enum> <text>individuals who were callers at risk of, or on behalf of someone at risk of, suicide or a mental health or suicidal crisis; and</text> </subparagraph> 
<subparagraph id="H71EB7888248F4BA3BC29BFAD6EB6DD6D"> <enum>(B)</enum> <text>to the extent possible, individuals who—</text> <clause id="H4DDE1EAEA01C4C1F95B499771E41288F"> <enum>(i)</enum> <text>received a response from a mobile crisis team; or</text> </clause> 
<clause id="HB1B4F1341FC6463CA81E186C6B63DE59"> <enum>(ii)</enum> <text>made a visit to an urgent behavioral health clinic, a crisis receiving and stabilization facility, an emergency department, an inpatient unit, or another short-term crisis care site.</text> </clause> </subparagraph> </paragraph> <paragraph id="HD78A863B731A4B78B9D21A45542E1FF8"> <enum>(2)</enum> <header>Follow-up services</header> <text>Follow-up services referred to in paragraph (1) may include—</text> 
<subparagraph id="H52AAB7E3495C4AC8B7D40E29000CB1AC"> <enum>(A)</enum> <text display-inline="yes-display-inline">check-ins to assess well-being and level of risk;</text> </subparagraph> <subparagraph id="HDB4254B1D0874C73A836C57B9BB07F6A"> <enum>(B)</enum> <text display-inline="yes-display-inline">outreach to ensure engagement in services and supports, in coordination with mobile crisis service providers if involved;</text> </subparagraph> 
<subparagraph id="H8E7DCEFDB5534BD69982F1DD73BD707B"> <enum>(C)</enum> <text>collaboration with family, caregivers, and natural social supports; and</text> </subparagraph> <subparagraph id="HD11AC2DD9272406E970194ABC379F5F1"> <enum>(D)</enum> <text>referrals based on the needed level of care.</text> </subparagraph> </paragraph> </subsection> 
<subsection id="HCFFF75146976484694F6A40557D9733C" commented="no" display-inline="no-display-inline"> <enum>(f)</enum> <header>Authorization of appropriations</header> <text>To carry out this section, there is authorized to be appropriated $30,000,000 for fiscal year 2027, to remain available until expended.</text> </subsection> </section> <after-quoted-block>.</after-quoted-block> </quoted-block> </section> <section id="H43258B8F2DDD4DE78828FDE6F67B4599"> <enum>3.</enum> <header>9–8–8 Improvement</header> <subsection id="H61155222DE2E4A1F888A7C7BB7FBD489"> <enum>(a)</enum> <header>Definitions</header> <text>In this section:</text> 
<paragraph id="H1187F0C64E7B4A9FB1B9A658E9A1DC18"> <enum>(1)</enum> <header> <enum-in-header>9–8–8</enum-in-header> </header> <text display-inline="yes-display-inline">The term <term>9–8–8</term> means 9–8–8, as designated as the universal telephone number within the United States for the purpose of the national suicide prevention and mental health crisis hotline system under section 251(e)(4) of the Communications Act of 1934 (<external-xref legal-doc="usc" parsable-cite="usc/47/251">47 U.S.C. 251(e)(4)</external-xref>).</text> </paragraph> <paragraph id="H0764FA6D0CDA4A69A795C6CABFD48B8B"> <enum>(2)</enum> <header>Commercial mobile service</header> <text display-inline="yes-display-inline">The term <term>commercial mobile service</term> has the meaning given the term in section 332(d) of the Communications Act of 1934 (<external-xref legal-doc="usc" parsable-cite="usc/47/332">47 U.S.C. 332(d)</external-xref>).</text> </paragraph> 
<paragraph id="H734E5D9CEBEA4703AED7332ED052B687" commented="no" display-inline="no-display-inline"> <enum>(3)</enum> <header>Non-service-initialized handset</header> <text display-inline="yes-display-inline">The term <term>non-service-initialized handset</term> has the meaning given the term in section 9.10(o)(3)(i) of title 47, Code of Federal Regulations, or any successor regulation.</text> </paragraph> </subsection> <subsection id="H77239C05D8A04CE2AFF7C59D769F2230"> <enum>(b)</enum> <header>Transmission of all calls and texts</header> <paragraph id="H44672E4076264C68AF6F2D71484E1F97" commented="no" display-inline="no-display-inline"> <enum>(1)</enum> <header display-inline="yes-display-inline">In general</header> <text display-inline="yes-display-inline">Not later than 270 days after the date of enactment of this Act, the Federal Communications Commission shall promulgate regulations to ensure that each provider of commercial mobile service transmits all calls and text messages made or sent to 9–8–8, including a call or text message that originates from a non-service-initialized handset (if the call or text message originates on a phone using a compliant radio frequency protocol of the provider).</text> </paragraph> 
<paragraph id="H5EB8B38788274F958D4115FA53DF952B" commented="no" display-inline="no-display-inline"> <enum>(2)</enum> <header>Implementation</header> <text>A provider of commercial mobile service shall comply with the regulations promulgated under paragraph (1) not later than 1 year after the date on which the regulations are promulgated.</text> </paragraph> </subsection> <subsection id="H2D32540FF31B403DAC900CD67D772211"> <enum>(c)</enum> <header>Configuration of multi-Line telephone systems for direct dialing</header> <paragraph id="HFDEA42A90F9E495EAB30A9D668CCCC8A"> <enum>(1)</enum> <header>In general</header> <text>Section 721 of the Communications Act of 1934 (<external-xref legal-doc="usc" parsable-cite="usc/47/623">47 U.S.C. 623</external-xref>) is amended—</text> 
<subparagraph id="H526321C0356044BCBB610FE55085DBC3"> <enum>(A)</enum> <text>in the section heading, by inserting <quote><header-in-text level="section" style="OLC">and 9–8–8</header-in-text></quote> after <quote><header-in-text level="section" style="OLC">9–1–1</header-in-text></quote>;</text> </subparagraph> <subparagraph id="HE122C2423DF7406094B550AFEDDC7CC8"> <enum>(B)</enum> <text>in subsection (a), by inserting <quote>or 9–8–8</quote> after <quote>9–1–1</quote>; and</text> </subparagraph> 
<subparagraph id="H42E441328B624280B34CCAC2AF316AB2"> <enum>(C)</enum> <text display-inline="yes-display-inline">in subsection (b), by inserting <quote>or 9–8–8</quote> after <quote>9–1–1</quote>.</text> </subparagraph> </paragraph> <paragraph id="H3D25A72BC69548098E089C1DA6216D1B"> <enum>(2)</enum> <header>Applicability</header> <subparagraph id="H90C94E74979D4F48947E5B764ECB7660"> <enum>(A)</enum> <header>In general</header> <text>The amendments made by paragraph (1) shall apply to actions occurring on and after the date that is 2 years after the date of enactment of this Act.</text> </subparagraph> 
<subparagraph id="H9042B1FF46FC482AB8924A042B5C9363" commented="no" display-inline="no-display-inline"> <enum>(B)</enum> <header>Exception</header> <text display-inline="yes-display-inline">The amendment made by paragraph (1)(C) shall not apply to the management or operation of a multi-line telephone system installed before the date that is 2 years after the date of enactment of this Act, if the system is not able to be configured to satisfy the requirements of the amendment, without an improvement to the hardware or software of the system.</text> </subparagraph> </paragraph> </subsection> </section> </legis-body></bill>
