<section id="H322CB5B28DEF4CBA837AB122EAAF7152" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Access to LARCs Act</short-title></quote>.</text></section> <section id="H1AFA7D7514E34581AA7DE25052410056"><enum>2.</enum><header>Study and report on access to range of contraceptive methods at community health centers</header> <subsection id="HD34BC006A2C54344A30AF2E53419F62C"><enum>(a)</enum><header>Study</header><text display-inline="yes-display-inline">The Secretary of Health and Human Services (in this section referred to as the <quote>Secretary</quote>) shall conduct a study on the access of women in need to a range of contraceptive methods at community health centers located in health care deserts. Such study shall—</text>
<paragraph id="H8594C3E7C2FE403FB6959DF814DB2938"><enum>(1)</enum><text>include analysis related to reimbursement, inventory stocking, provider training, patient education, and other barriers to community health centers providing a range of contraceptive methods; and</text></paragraph> <paragraph id="HCEBF6AF4D65B46D5933AAD3F9D2C6B2B"><enum>(2)</enum><text>indicate which community health centers are recipients of funding under title X of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300">42 U.S.C. 300 et seq.</external-xref>).</text></paragraph></subsection>
<subsection id="H66BDC8F441C14D528C2582ECC6E59395"><enum>(b)</enum><header>Report</header><text>Not later than 180 days after the date of enactment of this Act, the Secretary shall submit to Congress a report describing the results of the study under subsection (a).</text></subsection> <subsection id="H27619F2483A547B5A762C9F64A3852AA"><enum>(c)</enum><header>Definitions</header><text>In this section:</text>
<paragraph id="HDF5A096EA8B44C15A8940A9D670C5F2B"><enum>(1)</enum><header>Community health center</header><text display-inline="yes-display-inline">The term <term>community health center</term> means a health center (as defined in section 330(a) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254b">42 U.S.C. 254b(a)</external-xref>)).</text></paragraph> <paragraph id="HC8F6E1E2B327430391571B45E227A1EC"><enum>(2)</enum><header>Contraceptive method</header><text display-inline="yes-display-inline">The term <term>contraceptive method</term> means—</text>
<subparagraph id="HCCB0F8604DBE43198CF8A51C75007D27" display-inline="no-display-inline"><enum>(A)</enum><text>a drug or device (as such terms are defined in section 201 of the Federal Food, Drug, and Cosmetic Act (<external-xref legal-doc="usc" parsable-cite="usc/21/321">21 U.S.C. 321</external-xref>)), or combination product, approved for use under the Federal Food, Drug, and Cosmetic Act (<external-xref legal-doc="usc" parsable-cite="usc/21/321">21 U.S.C. 321 et seq.</external-xref>) as a method of contraception, except when such drug, device, or combination product is used on- or off-label as an emergency contraceptive;</text></subparagraph> <subparagraph id="HBC3E0F42D11A42119C1D143E3DC85770"><enum>(B)</enum><text>sexual risk avoidance education; and</text></subparagraph>
<subparagraph id="H68D48EABAF5D4DFCB14939CCC313F50E"><enum>(C)</enum><text>natural family planning or other fertility-based methods of family planning.</text></subparagraph></paragraph> <paragraph id="H9547F7DCBE2547B688885317111AD4BE"> <enum>(3)</enum> <header>Health care desert</header> <text>The term <term>health care desert</term> means a State or political subdivision thereof with less than 1 community health center for every 1,000 women in need.</text>
        </paragraph>
<paragraph id="H6312531436974FDBBB03CCDD3480B443"><enum>(4)</enum><header>Range of contraceptive methods</header><text>The term <term>range of contraceptive methods</term> means 2 or more contraceptive methods.</text></paragraph> <paragraph id="H7C5EAC94FC9C4A5FA7566EBF6065855B"><enum>(5)</enum><header>Women in need</header><text>The term <term>women in need</term> means women eligible for benefits under a Federal health care program (as defined in section 1128B(f) of the Social Security Act (42 U.S.C. 1320a–7b(f))).</text></paragraph></subsection></section>
