<section id="H70072E4C9356435EB57B429E39DBC056" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Carlton H. Ingram Veterans’ Benefits Improvement Act</short-title></quote>.</text></section> <section id="H0391C3F3AF334C04A8F38CF86B9117CE" section-type="subsequent-section"><enum>2.</enum><header>Improvements to Department of Veterans Affairs schedule for rating disabilities</header><text display-inline="no-display-inline">Section 1155 of title 38, United States Code, is amended—</text> 
<paragraph commented="no" display-inline="no-display-inline" id="HEA4DEBE0ED564419B32627BF872DDB78"><enum>(1)</enum><text display-inline="yes-display-inline">in the first sentence, by striking <quote>The Secretary</quote> and inserting the following:</text> <quoted-block style="OLC" display-inline="no-display-inline" id="HAB8CEFC202714EB8B1610D3263B0D307"> <subsection commented="no" display-inline="no-display-inline" id="H39CAC12FF0194DCE8A60290E9E004EC6"><enum>(a)</enum><header>In general</header><text>The Secretary</text></subsection><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph> 
<paragraph commented="no" display-inline="no-display-inline" id="H206B7EE0060C4A7E9B02D89C2BC58B5D"><enum>(2)</enum><text>by adding at the end the following new subsection:</text> <quoted-block style="OLC" display-inline="no-display-inline" id="H66F28575A7564DF09A9E73EFD6134634"> <subsection id="HF4A3981746FB4DE5B0CD57F4AF271C92"><enum>(b)</enum><header>Beneficial effects of medication or treatment</header> <paragraph commented="no" display-inline="yes-display-inline" id="H0AA0A4C4A2CD439993686DB8EF90B63C"><enum>(1)</enum><text>The schedule of ratings adopted and applied under subsection (a) shall be constructed to discount the beneficial effects of medication or treatment, when evidence can be used to establish a baseline without those beneficial effects.</text></paragraph> 
<paragraph commented="no" display-inline="no-display-inline" id="H4107E29BFFC14468A6DFC109CF966504" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">Paragraph (1) shall not be construed to preclude a veteran from seeking compensation for additional disabilities resulting from medication or treatment for an underlying injury suffered or disease contracted in line of duty, or for aggravation of a preexisting injury suffered or disease contract in line of duty, in the active military, naval, air, or space service.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section> </legis-body></bill>
