<section id="HBC095F175D374949BB5BEBB5CA74AD7A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>DPA Emerging Technology Act of 2026</short-title></quote>.</text></section> <section id="HA4E917F9B5564618A24858A0178A855D" section-type="subsequent-section"><enum>2.</enum><header>Modifications to the Defense Production Act Committee</header><text display-inline="no-display-inline">Section 722 of the Defense Production Act of 1950 (<external-xref legal-doc="usc" parsable-cite="usc/50/4567">50 U.S.C. 4567</external-xref>) is amended—</text> 
<paragraph id="HEDCEED33409E403D8593067BDF7067D7"><enum>(1)</enum><text>by redesignating subsections (d) and (e) as subsections (g) and (h), respectively; and</text></paragraph> <paragraph id="H301777E793CD49D78CE0E2EC8395AE13"><enum>(2)</enum><text>by inserting after subsection (c) the following new subsections:</text> 
<quoted-block style="OLC" id="H18F19F1F1FCE465AAD8D48A2C28C1D0A" display-inline="no-display-inline"> 
<subsection id="H53865B6CCE11476BA6E2ECFEF9455A3D"><enum>(d)</enum><header>Meetings</header><text display-inline="yes-display-inline">The Committee shall meet at least twice per year, and at other such times as determined necessary by the Chairperson of the Committee.</text></subsection> <subsection id="HD23EB82CAFB34893B03D70624E3031C4"> <enum>(e)</enum> <header>Authority To establish subcommittees</header> <text display-inline="yes-display-inline">The Chairperson of the Committee may establish and convene such additional subcommittees of the Committee as the Chairperson determines appropriate to improve coordination among member agencies of the Committee regarding particular activities authorized under this Act.</text>
          </subsection> 
<subsection id="H77F3A33E3FF04760BC94B4FA924537E5"><enum>(f)</enum><header>Emerging technology subcommittee</header> 
<paragraph id="H7D4DF75191CB4F1B86E08C7B0FDE660F"><enum>(1)</enum><header>Establishment</header><text>There is established within the Committee a Subcommittee on Emerging Technology.</text></paragraph> <paragraph id="HAC99289340B4447FB2F3B99C3EFCF294"><enum>(2)</enum><header>Activities</header><text>The Subcommittee on Emerging Technology shall analyze—</text> 
<subparagraph id="H8176A2FECD434EC49AC09FEF508B4891"><enum>(A)</enum><text>the effects, including potential benefits, of covered technology on activities determined essential to meet national defense requirements; and</text></subparagraph> <subparagraph id="HBA54298B612246D19326478C49370A40"><enum>(B)</enum><text>how covered technology can be used within a single industry or Federal agency, or across industries and Federal agencies, to improve efficiencies, encourage innovation, and address supply chain gaps.</text></subparagraph></paragraph> 
<paragraph id="HD9280B0D7BBB4BD58970A94A74779AAF"><enum>(3)</enum><header>Covered technology</header><text>For purposes of this paragraph, the Subcommittee shall establish a definition for the term <term>covered technology</term> and, in establishing such definition, shall consider including technologies in the fields of—</text> <subparagraph id="H58AE27F4CA1949BEB7ACFE502D79426B"><enum>(A)</enum><text>artificial intelligence and robotics;</text></subparagraph> 
<subparagraph id="H2246D305A9FF4A43B7830B152EB847CF"><enum>(B)</enum><text>biotechnology;</text></subparagraph> <subparagraph id="HD08A53A97B81430D82BB7495D9304527"><enum>(C)</enum><text>cryptography and quantum computing;</text></subparagraph> 
<subparagraph id="HD78475CEC99648A3B07C3BFCA5CA77CC"><enum>(D)</enum><text>materials science;</text></subparagraph> <subparagraph id="HB2AE5C0D1D614D08AC9B9038B6413D0E"><enum>(E)</enum><text>semiconductors; and</text></subparagraph> 
<subparagraph id="HB5C38DD2512F4E398ED2438888EB436D"><enum>(F)</enum><text>space.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section> <section id="H7B53F4107D2B4FBE9B25FA7A411151CD"><enum>3.</enum><header>Report on potential strategic reserve of biological inputs</header><text display-inline="no-display-inline">Not later than 18 months after the date of the enactment of this Act, the Subcommittee on Emerging Technology of the Defense Production Act Committee (established under section 722 of the Defense Production Act of 1950 (<external-xref legal-doc="usc" parsable-cite="usc/50/4567">50 U.S.C. 4567</external-xref>), as amended by this Act) shall submit to Congress an evaluation of the potential benefits and drawbacks, and any resources required, in establishing a strategic reserve of critical biomanufacturing essential to meet national defense requirements under the Defense Production Act of 1950 (<external-xref legal-doc="usc" parsable-cite="usc/50/4501">50 U.S.C. 4501 et seq.</external-xref>).</text></section>
<section id="H3FB07FFDF2C941799680C107A79B6466"><enum>4.</enum><header>Short title correction</header><text display-inline="no-display-inline">The first undesignated section of the the Defense Production Act of 1950 is amended, effective on the date of enactment of such Act, by striking <quote>cited as ‘the Defense</quote> and inserting <quote>cited as the ‘Defense</quote>.</text></section>
