To amend title 18, United States Code, to increase the penalties for terrorists.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
This Act may be cited as the “No Mercy for Terrorists Act of 2026”.
SEC. 2. Increased penalties for terrorists.
(a) Providing material support to terrorists.—Section 2339A of title 18, United States Code, is amended—
(1) by striking “imprisoned not more than 15 years” and inserting “imprisoned not less than 20 years or for life”;
(2) by striking “for any term of years or”; and
(3) by inserting “or punished by death” after “for life”.
(b) Providing material support or resources to designated foreign terrorist organizations.—Section 2339B(a)(1) of title 18, United States Code, is amended—
(1) by striking “imprisoned not more than 20 years” and inserting “imprisoned not less than 20 years or for life”;
(2) by striking “for any term of years or”; and
(3) by inserting “or punished by death” after “for life”.
