R. 8000</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20260319">March 19, 2026</action-date><action-desc><sponsor name-id="B001257">Mr. Bilirakis</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name>, and in addition to the Committee on <committee-name committee-id="HJU00">the Judiciary</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Controlled Substances Act to schedule synthetic 7-hydroxymitragynine as a Schedule I controlled substance.</official-title></form><legis-body id="HBC1FFB0BA2B84793923FF06890706035" style="OLC"><section id="H12F91BD2618948B3A571F822F3A2DB77" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>End Needless Distribution of 7-OH Act</short-title></quote> or the <quote><short-title>END 7-OH Act</short-title></quote>.</text></section><section id="H0F00581C0C1C4FF899661ED21B9606EC"><enum>2.</enum><header>Scheduling of 7-hydroxymitragynine</header><text display-inline="no-display-inline">Schedule I, as set forth in section 202(c) of the Controlled Substances Act (<external-xref legal-doc="usc" parsable-cite="usc/21/812">21 U.S.C. 812(c)</external-xref>), is amended by adding at the end of subsection (b) of such schedule the following:</text><quoted-block style="OLC" id="H662BD53829154A728923DAB94304588A" display-inline="no-display-inline"><paragraph id="H7BE2CF759DF04F959DD542B73923BADA"><enum>(23)</enum><text display-inline="yes-display-inline">7-hydroxymitragynine—</text><subparagraph id="H3C588F59C1D14462B980FC12E554C34D"><enum>(A)</enum><text>including its synthetic equivalents; but</text></subparagraph><subparagraph id="H7C6A7345474A4E2D8C95B8240E71E8BC"><enum>(B)</enum><text display-inline="yes-display-inline">not including 7-hydroxymitragynine naturally contained in the plant of the genus and species name: Mitragyna speciosa Korth, also known as kratom.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
