<section id="HA954FAE18E6F43D7A03549944DC0AB2B" section-type="section-one"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Clean Water for All Life Act</short-title></quote>.</text></section> 
<section id="H8A08E7FBB0474AF398E580B18BF211BC"><enum>2.</enum><header>Chemical abortions prohibited without a health care provider physically present</header> 
<subsection id="H7EE5748655514626B4E7A61852C8FC56"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/18/74">Chapter 74</external-xref> of title 18, United States Code, is amended—</text> <paragraph id="H5D6E807A5DB041D6BC9B948D076A7CEE"><enum>(1)</enum><text>in the header by striking <quote><header-in-text level="chapter" style="OLC">Partial-Birth Abortions</header-in-text></quote> and inserting <quote><header-in-text level="chapter" style="OLC">Abortion Crimes</header-in-text></quote>; and</text></paragraph> 
<paragraph id="HC9B77A0B2B664AA1A7657C9A74F2ACA4"><enum>(2)</enum><text>by inserting at the end the following:</text> <quoted-block style="USC" display-inline="no-display-inline" id="H792EA34735B94EE5BCB890F335D2AF62"> <section id="H3353264078FB4F05A4AD0EE7BFFA046F"><enum>1532.</enum><header>Chemical abortions prohibited without a health care provider physically present</header> <subsection id="HEDFFFEF54F5B4BDFB053AE4EB6B17DC3"><enum>(a)</enum><header>Offense</header><text>Whoever, in or affecting interstate commerce, provides or attempts to provide abortion through a chemical abortion drug—</text> 
<paragraph id="H36A3B04CD9D74047B8C49DC01BA93A25"><enum>(1)</enum><text>without physically examining the patient;</text></paragraph> <paragraph id="H4C35568E786A41BBBDA9A751F1769753"><enum>(2)</enum><text>without being physically present at the location of the chemical abortion; and</text></paragraph> 
<paragraph id="H0719172B371C4A5089C8FBCB42FECAFB">
                                    <enum>(3)</enum>
 <text>without providing a catch kit and red bag medical waste, including instructions for the patient to bring such kit and bag to the healthcare provider for proper disposal;</text>
                                </paragraph><continuation-text continuation-text-level="subsection">shall be imprisoned not more than 5 years, fined not more than $50,000, or both, per occurrence.</continuation-text></subsection> 
<subsection id="H66B2BEAF97EE41B7BF4343496A636DE7"><enum>(b)</enum><header>Definitions</header><text>In this section:</text> <paragraph id="H193535E1A1624FB19F5B38DBF4D8E638"><enum>(1)</enum><header>Abortion</header><text display-inline="yes-display-inline">The term <term>abortion</term>—</text> 
<subparagraph id="H39774E05C04E47DBB8AD82ED1806F72C"><enum>(A)</enum><text display-inline="yes-display-inline">means the act of using, prescribing, administering, procuring, or selling of any instrument, medicine, drug, or any other substance, device, or means with the purpose to terminate the pregnancy of a woman, with knowledge that the termination by any of those means will with reasonable likelihood cause the death of the unborn child; and</text></subparagraph> <subparagraph id="H8C0245A199CA4355876B7552E4BEEED7"><enum>(B)</enum><text>does not mean an act described under subparagraph (A) if the act is performed with the purpose to—</text> 
<clause id="H47F410693BE94629BCEE6A136860CAC5"><enum>(i)</enum><text>save the life or preserve the health of the unborn child;</text></clause> <clause id="H83497AC13B3E4165AEFE62239E25680A"><enum>(ii)</enum><text>remove a dead unborn child caused by spontaneous abortion; or</text></clause> 
<clause id="H3F7133BD6FC5469994F7E0339DC75DCD"><enum>(iii)</enum><text>remove an ectopic pregnancy.</text></clause></subparagraph> </paragraph> <paragraph id="HB7786DBE52AD4CAA979608E164000DD5"><enum>(2)</enum><header>Catch kit</header><text>The term <term>catch kit</term> means a collection container designed to catch and hold medical waste or infectious waste, often used for collecting samples for testing.</text></paragraph> 
<paragraph id="HD248073D5CDD43FA82D43D4C264609BB"><enum>(3)</enum><header>Chemical abortion drug</header><text display-inline="yes-display-inline">The term <term>chemical abortion drug</term> means—</text> <subparagraph id="HA7BE336E3B6A407588D8B5FC0DBC4591"><enum>(A)</enum><text>mifepristone, misoprostol, mifeprex, mifegyne, or any substantially similar generic or non-generic drug or chemical dispensed for purposes of causing an abortion; or</text></subparagraph> 
<subparagraph id="HF7391B2D60F44DF6B0E05F07EDE9737A"><enum>(B)</enum><text>any drug developed, marketed, sold, or distributed for the purpose of causing an abortion.</text></subparagraph></paragraph> <paragraph id="HB04F505AC13D417DB76FEBDE93353E38"><enum>(4)</enum><header>Fertilization</header><text>The term <term>fertilization</term> means the fusion of a human spermatozoon with a human ovum.</text></paragraph> 
<paragraph id="H595720D6D21F4E21AD4607586D0A1FBB"><enum>(5)</enum><header>Red bag medical waste</header><text display-inline="yes-display-inline">The term <term>red bag medical waste</term> means a biohazardous waste container made to contain medical or biohazardous waste. The container must either—</text> <subparagraph id="H3C1FA81F14B849A3B4B0F500CDBFD12F"><enum>(A)</enum><text>be red with lettering and symbols in a contrasting color; or</text></subparagraph> 
<subparagraph id="HEF0C9325FFC448A7894AD0EBB8B48715"><enum>(B)</enum><text>include such required warning labels in fluorescent orange or orange-red, with lettering and symbols in a contrasting color.</text> </subparagraph></paragraph> <paragraph id="HA40F22EDE0C74FB393D013AECECF7129"><enum>(6)</enum><header>Unborn child</header><text>The term <term>unborn child</term> means an individual organism of the species homo sapiens from fertilization until live birth.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> 
<subsection id="H853B7065F0024AFCB13EB1E087AE83F7"><enum>(b)</enum><header>Clerical amendment</header><text>The table of sections for <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/18/74">chapter 74</external-xref> of title 18, United States Code, is amended by adding at the end the following:</text> <quoted-block style="USC" id="H17F23C5264864612B90B99227EE49D2A"> <toc regeneration="no-regeneration"> <toc-entry level="section">1532.
