<section id="HE34D983485B5433AA9725B150B0B8CF9" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Combating Chinese Communist Party Influence Act</short-title></quote>.</text></section> <section id="HDA6876973FD343129671716BA30D8596"><enum>2.</enum><header>Intelligence community assessment on foreign malign influence activities undertaken outside the United States by the Chinese Communist Party</header> <subsection id="HFB9BA72725E54CA1901D04A9F8BEDC53"><enum>(a)</enum><header>Intelligence community assessment</header> <paragraph id="HB5E0AD12555F4779B969BB602F49158C"><enum>(1)</enum><header>Requirement</header><text display-inline="yes-display-inline">The Director of National Intelligence, in consultation with other heads of elements of the intelligence community, and acting through the National Intelligence Council, shall produce an intelligence community assessment that addresses foreign malign influence activities undertaken outside the United States by the Chinese Communist Party during the three-year period beginning January 1, 2023.</text></paragraph> 
<paragraph id="H2F618FC714C04AFB90F06226E325BB00"><enum>(2)</enum><header>Matters included</header><text>The assessment under paragraph (1) shall address, with respect to the period covered by the report, the following:</text> <subparagraph id="H2047BDB61A9643DD8135B9C47977F51D"><enum>(A)</enum><text>Foreign malign influence activities undertaken outside the United States by the Chinese Communist Party in key regions at the expense of the United States and allies of the United States.</text></subparagraph> 
<subparagraph id="H8744EFE4AD2C406A8C766B6B3034DAC7"><enum>(B)</enum><text>The effect of such foreign malign influence activities by the Chinese Communist Party on United States alliances and on perceptions of the United States in key regions.</text></subparagraph> <subparagraph id="HC506F9513F63460BBFBB8F30993FE8EA"><enum>(C)</enum><text display-inline="yes-display-inline">The effect of increased foreign malign influence activities undertaken outside the United States by the Chinese Communist Party.</text></subparagraph> 
<subparagraph id="HB5B34D5DCC30446CAB64F3DF106E186C"><enum>(D)</enum><text>The effect of foreign malign influence activities by the Chinese Communist Party on global and localized financial systems in key regions.</text></subparagraph> <subparagraph id="H499A57C4D9F34898993227C07F301934"><enum>(E)</enum><text>Trends in foreign malign influence activity by the Chinese Communist Party in key regions.</text></subparagraph> 
<subparagraph id="HA094B0F1F7664803A6E1D7242EF3B09D"><enum>(F)</enum><text>Any other national security implications of such increased foreign malign influence activities by the Chinese Communist Party that affect interests of the United States and allies of the United States, as determined relevant by the Director.</text></subparagraph></paragraph> </subsection> <subsection id="HEBF004812DB7420891A7D894B04FA45F"><enum>(b)</enum><header>Reports</header> <paragraph id="HA7500BC1316843FEB1546AFB2808E922"><enum>(1)</enum><header>Initial report</header><text>Not later than 90 days after the date of the enactment of this Act, the Director of National Intelligence shall submit to the appropriate congressional committees a report containing the initial findings of the intelligence community assessment under subsection (a).</text></paragraph> 
<paragraph id="H8A8901715D3447228AB214A9FF9A6B69"><enum>(2)</enum><header>Final report</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this Act, the Director of National Intelligence shall submit to the appropriate congressional committees the intelligence community assessment under subsection (a).</text></paragraph> <paragraph id="HDF2B5F3C1CC24F8D9B13DB76B5171C58"><enum>(3)</enum><header>Form of reports</header><text>The reports under paragraphs (1) and (2) shall be submitted in unclassified form, but may contain a classified annex.</text></paragraph></subsection> 
<subsection id="H734E54C118EC482692F5911A7542E12B"><enum>(c)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this Act:</text> <paragraph id="HB6D76680216F4092B0D875048C70FADB"><enum>(1)</enum><text>The term <term>appropriate congressional committees</term> means the following:</text> 
<subparagraph id="H6562DA7B3FC7477FA428E0A38AAB4F13"><enum>(A)</enum><text display-inline="yes-display-inline">The Select Committee on Intelligence, the Committee on Armed Services, the Committee on Foreign Relations, and the Committee on Homeland Security and Governmental Affairs of the Senate.</text></subparagraph> <subparagraph id="HE5C19E5170774DBF99AAF711F6AE73FE"><enum>(B)</enum><text display-inline="yes-display-inline">The Permanent Select Committee on Intelligence, the Committee on Armed Services, the Committee on Foreign Affairs, the Committee on Homeland Security, and the Select Committee on the Strategic Competition Between the United States and the Chinese Communist Party of the House of Representatives.</text></subparagraph></paragraph> 
<paragraph id="HF6DED98CFEB04A07BBE94CDA20B10ED1"><enum>(2)</enum><text>The term <term>foreign malign influence</term> has the meaning given that term in section 119C(f) of the National Security Act of 1947 (<external-xref legal-doc="usc" parsable-cite="usc/50/3059">50 U.S.C. 3059(f)</external-xref>).</text> </paragraph> <paragraph id="H58BAE2C0717745AC98131AAB200D4E0A"><enum>(3)</enum><text>The term <term>key regions</term> means—</text> 
<subparagraph id="HA3FC25FC6AD341E5B15DA71C5098337E"><enum>(A)</enum><text>the Indo-Pacific;</text></subparagraph> <subparagraph id="H286483BF6DEF4C22A990B7C8334056FB"><enum>(B)</enum><text>the African continent;</text></subparagraph> 
<subparagraph id="H04169975C98D43FF9F12715E2FFB9466"><enum>(C)</enum><text>Latin America; and</text></subparagraph> <subparagraph id="HFCBE23305A0C47D18B624C6105CBFC9E"><enum>(D)</enum><text>Europe.</text></subparagraph></paragraph></subsection></section>
