<section id="HC05B6DE37A35476B9DCC788A2BE9B076" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This act may be cited as the <quote><short-title>Streamline Upgrades for Veterans Act</short-title></quote>.</text></section> <section id="H3F379182B4B144CE8ACF4ABF51D89035"><enum>2.</enum><header>Prohibition on reduction in the number of personnel assigned to duty with a service review agency</header><text display-inline="no-display-inline">Section 1559(a) of title 10, United States Code, is amended by striking <quote>Before December 31, 2025</quote> and inserting <quote>During the period beginning on the date of the enactment of the <short-title>Streamline Upgrades for Veterans Act</short-title> and ending on December 31, 2030</quote>.</text> </section> 
<section id="H7010A919D4E04702B4942E31C65C5AD8"><enum>3.</enum><header>Report on time required for a board to consider a review of a discharge or dismissal from the Armed Forces based on matters relating to post-traumatic stress disorder or traumatic brain injury</header> 
<subsection id="HD8A5060FF4474C809E25E3D1EE5A53BE"><enum>(a)</enum><header>Report required</header> 
<paragraph id="H23E16FD174DA4E478A88E61B6AC048A7"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this Act, the Secretary of Defense, acting through the Under Secretary of Defense for Personnel and Readiness, in coordination with the Secretaries of the military departments, shall submit to the appropriate congressional committees a report regarding the periods required for a board established under section 1552 or 1553 of title 10, United States Code, to make a determination in a case involving liberal consideration.</text></paragraph> <paragraph id="H971ECDC6C99F4660A79E47331FFF6731"><enum>(2)</enum><header>Elements</header><text>The report under paragraph (1) shall include the following:</text> 
<subparagraph id="HF2854A45F24B491D92B3F6425BB130EB">
                        <enum>(A)</enum>
 <text>An analysis of the time of such periods, disaggregated by military department.</text>
                    </subparagraph> 
<subparagraph id="HA63DAAF8F7AB4863896FCAFB28BF3A75"><enum>(B)</enum><text display-inline="yes-display-inline">An explanation of the differences between such periods, disaggregated by military department.</text></subparagraph> <subparagraph id="H5232F4AA77A84F86B006B1A466A117FC"><enum>(C)</enum><text>The number of personnel assigned to review, process, and consider such cases.</text></subparagraph> 
<subparagraph id="H4FDED58AFDEF430389EB018AA1FCFAF6"><enum>(D)</enum><text display-inline="yes-display-inline">Recommendations of the Secretary of Defense, which the Secretary may develop in consultation with Federal entities that serve members of the Armed Forces or veterans, to expedite the consideration of such cases.</text></subparagraph></paragraph> <paragraph id="HB9765091EA204FABA7D7CDEFD1EC6C0F"><enum>(3)</enum><header>Form</header><text>The report shall be submitted in unclassified form.</text></paragraph> 
<paragraph id="HC33D153C84004ABB9C941E9C4A19FB54"><enum>(4)</enum><header>Publication</header><text>The executive summary of the report shall be published on a publicly accessible website of—</text> <subparagraph id="H63338DA80A2A4F63A83CDCD12FF34F7F"><enum>(A)</enum><text>the Department of Defense; and</text></subparagraph> 
<subparagraph id="H416BFD8F4D904123AC9F82943C8EDC7F"><enum>(B)</enum><text>the Department of Veterans Affairs.</text></subparagraph></paragraph></subsection> <subsection id="H09C0E1A787B1414690304D307D4798F2"><enum>(b)</enum><header>Briefing</header><text>Not later than 30 days after submitting the report under subsection (a), the Secretary of Defense shall provide to the appropriate congressional committees a briefing on the findings, conclusions, and recommendations of such report.</text></subsection> 
<subsection id="HFB710BFE904C4B6CB773A1D6FDFB3A59"><enum>(c)</enum><header>Definitions</header><text>In this section:</text> <paragraph id="H80AEC221C3EA444EBE47AA4039D5CF00"><enum>(1)</enum><text>The term <quote>appropriate congressional committees</quote> means—</text> 
<subparagraph id="HC402EAE2110C4DE1BE9BE8BACA1660A9"><enum>(A)</enum><text>the Committee on Armed Services of the House of Representatives;</text></subparagraph> <subparagraph id="H136D158F13494312BEADB451BDC3FF8A"><enum>(B)</enum><text display-inline="yes-display-inline">the Committee on Armed Services of the Senate;</text></subparagraph> 
<subparagraph id="HF54D04D8CABC49F385DD5547264700E4" display-inline="no-display-inline"><enum>(C)</enum><text>the Committee on Veterans’ Affairs of the House of Representatives; and</text></subparagraph> <subparagraph id="HDE2B539D9BFC4BFAB20E4CD691575744"><enum>(D)</enum><text display-inline="yes-display-inline">the Committee on Veterans’ Affairs of the Senate.</text></subparagraph></paragraph> 
<paragraph id="H6704D33C3C894CD7A134048D4AAE1EF8"><enum>(2)</enum><text>The term <quote>liberal consideration</quote> is used as such term is used in section 1552(h) and 1553(d) of title 10, United States Code.</text> </paragraph></subsection></section> </legis-body></bill>
