bill; which was referred to the Committee on Natural Resources, and in 
     addition to the Committee on Agriculture, for a period to be 
subsequently determined by the Speaker, in each case for consideration 
  of such provisions as fall within the jurisdiction of the committee 
                               concerned

                                 A BILL


 
 To amend the Agricultural Act of 2014 and the EXPLORE Act to provide 
     for long-term Good Neighbor Authority, and for other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Long-Term Good Neighbor Authority 
Act''.

SEC. 2. GOOD NEIGHBOR AUTHORITY.

    (a) Agricultural Act of 2014.--
            (1) Definitions.--Section 8206(a) of the Agricultural Act 
        of 2014 (16 U.S.C. 2113a(a)) is amended--
                    (A) in paragraph (1)(B), by striking ``Governor'' 
                and inserting ``Governor, Indian tribe,'';
                    (B) in paragraph (5), by striking ``Governor'' and 
                inserting ``Governor, Indian tribe,''; and
                    (C) in paragraph (6), by striking ``or Indian 
                tribe''.
            (2) GNA.--Section 8206(b) of the Agricultural Act of 2014 
        (16 U.S.C. 2113a(b)(1)) is amended--
                    (A) in paragraph (1), by amending subparagraph (A) 
                to read as follows:
                    ``(A) In general.--The Secretary may enter into a 
                good neighbor agreement with a Governor, Indian tribe, 
                or county--
                            ``(i) to carry out authorized restoration 
                        services in accordance with this section; and
                            ``(ii) for a term not to exceed 20 
                        years.''; and
                    (B) in paragraph (3), by striking ``Governor'' and 
                inserting ``Governor, Indian tribe,''.
            (3) Technical amendment.--Section 8206(b)(2)(C)(i) of the 
        Agricultural Act of 2014 (16 U.S.C. 2113a(b)(2)(C)(i)) is 
        amended--
                    (A) in subclause (I), by striking ``on''; and
                    (B) in subclause (II)--
                            (i) by striking ``clause (i)'' and 
                        inserting ``subclause (I)''; and
                            (ii) in item (bb), by striking ``the Good 
                        Neighbor Authority for Recreation Act'' and 
                        inserting ``section 351 of the EXPLORE Act (16 
                        U.S.C. 8571)''.
    (b) EXPLORE Act.--Section 351(b)(1) of the EXPLORE Act (16 U.S.C. 
8571(b)(1)) is amended--
            (1) by striking ``county'' and inserting ``county--''; and
            (2) by striking ``to carry out authorized recreation 
        services in accordance with this title.'' and inserting the 
        following:
                    ``(A) to carry out authorized recreation services 
                in accordance with this title; and
                    ``(B) for a term not to exceed 20 years.''.
