R. 7949</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20260316">March 16, 2026</action-date><action-desc><sponsor name-id="R000622">Mr. Riley of New York</sponsor> (for himself and <cosponsor name-id="B001307">Mr. Baird</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HSY00">Committee on Science, Space, and Technology</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the National Science Foundation Authorization Act of 2002 to provide for grants to support plant and microbial biology research with potential relevance to agriculture, food, or biotechnology, and for other purposes.</official-title></form><legis-body id="HD5C2DFCEBFEA441F87A0BA6133D0A28B" style="OLC"><section id="HACE07111AC8C405DB0C2D070A3F5FFF0" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Plant Biological Research at the National Science Foundation Act</short-title></quote> or the <quote><short-title>NSF Plant Biology Act</short-title></quote>.</text></section><section id="HCBD8D8D0C94140FF886EBC1C3BF8AB31"><enum>2.</enum><header>Fundamental plant biology research</header><subsection id="H0F04D495453D4CA1925FFA2C81526157"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The National Science Foundation Authorization Act of 2002 is amended by adding at the end the following new section:</text><quoted-block style="OLC" id="H0EB5E914894D455693D47E09EC8BC808" display-inline="no-display-inline"><section id="H18D55FDCAD114AC08175E5248F346B94"><enum>27.</enum><header>Fundamental plant biology research</header><subsection id="HB000B8639C4F461DA9B0A7A7E892F35F"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Director may award grants on a competitive, merit-reviewed basis to institutions of higher education, nonprofit organizations, private sector entities, and Federal, State, local, or Tribal governments, or a consortia of such institutions, entities, or governments, to support plant and microbial biology research with potential relevance to agriculture, food, or biotechnology, including relating to the following:</text><paragraph id="H8ED7280350A1407C8BD3FE1927B003BC"><enum>(1)</enum><text>Fundamental research regarding plant biology.</text></paragraph><paragraph id="HC9F6CCB2543747389EB69442B2EA90EF"><enum>(2)</enum><text>Tools, resources, and technology that further enable plant biology.</text></paragraph></subsection><subsection id="H58432B0937704198BDE727092CA5E56F"><enum>(b)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There is authorized to be appropriated to the Director $150,000,000 for each of fiscal years 2026 through 2031 to carry out this section.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H8B67A361E4F54CF8BF5266C980D9B374"><enum>(b)</enum><header>Definition amendment</header><text display-inline="yes-display-inline">Section 4 of the National Science Foundation Authorization Act of 2002 is amended by—</text><paragraph id="HC7DCB4EB5708497B80DB3E832A68D648"><enum>(1)</enum><text display-inline="yes-display-inline">redesignating paragraphs (13) through (16) as paragraphs (14) through (17), respectively; and</text></paragraph><paragraph id="HE378006BD7B64AF2B1F455774D253ACB"><enum>(2)</enum><text>by inserting after paragraph (12) the following new paragraph:</text><quoted-block style="OLC" id="H3354EAFAC7DE4A74ADCEEE86E46F4ACE" display-inline="no-display-inline"><paragraph id="H45A8B8AB5D774A688485ABA898FD89C0"><enum>(13)</enum><header>Nonprofit organization</header><text display-inline="yes-display-inline">The term <quote>nonprofit organization</quote> means an organization described in <external-xref legal-doc="usc" parsable-cite="usc/26/501">section 501(c)(3)</external-xref> of the Internal Revenue Code of 1986 and exempt from tax under section 15 501(a) of such Code. </text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection></section></legis-body></bill>
