R. 7931</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20260312">March 12, 2026</action-date><action-desc><sponsor name-id="V000133">Mr. Van Drew</sponsor> (for himself and <cosponsor name-id="C001136">Mr. Conaway</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HED00">Committee on Education and Workforce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Employee Retirement Income Security Act of 1974 to exempt from preemption certain State laws related to dental benefits.</official-title></form><legis-body id="HD0A7BE2A852D4AF8BBE243E7ABB7949B" style="OLC"><section id="HA7EC81E6B8C94C588B7BC43AA6FB6703" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Improving Dental Administration Act of 2026</short-title></quote> or the <quote><short-title>IDA Act of 2026</short-title></quote>.</text></section><section id="H7C8D994C4F1B4B4F90A2F8468FBE8101"><enum>2.</enum><header>Exempting certain State laws related to dental benefits from preemption</header><text display-inline="no-display-inline">Section 514(b) of the Employee Retirement Income Security Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/29/1144">29 U.S.C. 1144(b)</external-xref>) is amended by adding at the end the following new paragraph:</text><quoted-block style="OLC" id="HB3529E62742C49FFBBE5E00B9FC89088" display-inline="no-display-inline"><paragraph id="HFD094DE7B9CB45C7807A00DB058588A8" indent="up1"><enum>(10)</enum><text display-inline="yes-display-inline">Beginning 18 months after the date of the enactment of this paragraph, subsection (a) shall not apply to any State law related to dental benefits, including any State law related to the administration of such benefits, that does not conflict with the provisions of this title and title IV.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
