<section id="H7D867F88BC4E46A691D7A07078BB8A25" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Dream’s Caregiver Health and Wellness Act</short-title></quote>.</text></section> <section id="H7092E615CEA042C5876352325CE3252F"><enum>2.</enum><header>Dream Grants</header> <subsection id="H8FBB419223534DA582AACA8F7BB21586"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Health and Human Services, acting through the Administrator of the Administration for Community Living (in this section referred to as the <quote>Secretary</quote>), shall establish a program under which the Secretary will award grants to nonprofit organizations to carry out programs and activities intended to promote caregiver wellness, including by—</text> 
<paragraph id="H4C51D424C02645DEB28E96B60A2ED14A"><enum>(1)</enum><text display-inline="yes-display-inline">strengthening caregiver retention and reducing burnout;</text></paragraph> <paragraph id="H8227685526A846D1BA858376D17214FC"><enum>(2)</enum><text>improving mental health and wellness for caregivers;</text></paragraph> 
<paragraph id="HE9484A628995410E90633CBF27877516"><enum>(3)</enum><text>building a caregiver support network;</text></paragraph> <paragraph id="H6FF391A82DA2479CAF90716B275E874E"><enum>(4)</enum><text>strengthening community cohesion among caregivers and grant recipients; and</text></paragraph> 
<paragraph id="H2FD00C6D0115402BB7DBC29348663BD2"><enum>(5)</enum><text>sustaining the importance of layered, flexible, and sustainable caregiver supports that adapt to changing caregiver needs over time.</text></paragraph></subsection> <subsection id="H65519959E78C4911985C33B4F3FDBAD7"><enum>(b)</enum><header>Application</header><text>A nonprofit organization seeking a grant under this section shall submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may require. </text></subsection> 
<subsection id="H46EB73097C6A4B25949DA2023DABA232"><enum>(c)</enum><header>Use of funds</header><text display-inline="yes-display-inline">A nonprofit organization that receives a grant under this section may use funds received through the grant to provide caregivers with—</text> <paragraph id="HC2243672AF834DA3B8FBD985FAE34B11"><enum>(1)</enum><text display-inline="yes-display-inline">meals;</text></paragraph> 
<paragraph id="HDF669AF49D374C0B9A0A1B251966B438"><enum>(2)</enum><text>transportation to and from their place of work;</text></paragraph> <paragraph id="HFCDF6AAECF3C49D0A48CFFBD3A1811B7"><enum>(3)</enum><text>mental health services (including post-traumatic stress disorder services and supports);</text></paragraph> 
<paragraph id="H40CA9ED2CD7C40BBAD73BD37F0DF91E3"><enum>(4)</enum><text>holistic wellness programs; and</text></paragraph> <paragraph id="HD9963A1F4A174148913D8C1E2B5F35D7"><enum>(5)</enum><text>any other services determined appropriate by the Secretary.</text></paragraph></subsection> 
<subsection id="H67BDE8283E5949D08F0E1B9A6E39CB96"><enum>(d)</enum><header>Reports</header><text display-inline="yes-display-inline">Beginning not later than 90 days after the last day of the first year in which grants are awarded under this section, and annually thereafter, the Secretary shall submit to the Congress a report containing specifying—</text> <paragraph id="H6286C2B5100E4DAF8F6A01384F5557C2"><enum>(1)</enum><text display-inline="yes-display-inline">how each recipient used funds received through the grant;</text></paragraph> 
<paragraph id="H8B1F2CE7B9F14B17A43FFFF4B4E1DFE5"><enum>(2)</enum><text>the populations served by each recipient using such grant funds; and</text></paragraph> <paragraph id="HC51DDFE9DD43473D9C945404DAB28468"><enum>(3)</enum><text>any measurable outcomes achieved with respect to caregiver wellness and retention as a result of the award of such grants.</text></paragraph></subsection> 
<subsection id="H8417B2B24AF04C37A96EDDDA9F093B59"><enum>(e)</enum><header>Caregiver defined</header><text display-inline="yes-display-inline">In this section, the term <term>caregiver</term> means an individual who provides compensated or compensated care to a senior, an individual with an intellectual or developmental disability, or an individual with a chronic illness who needs supportive services.</text></subsection> <subsection id="HF4D8B8EC3C7D4E3F977ADB2F564DC95D"><enum>(f)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated to carry out this section $250,000,000 for each of fiscal years 2027 through 2031. </text> </subsection></section>
