which was referred to the <committee-name committee-id="HED00">Committee on Education and Workforce</committee-name></action-desc></action><action display="yes"><action-date date="20260629">June 29, 2026</action-date><action-desc>Additional sponsor: <cosponsor name-id="F000450">Ms. Foxx</cosponsor></action-desc></action><action display="yes"><action-date date="20260629">June 29, 2026</action-date><action-desc>Reported with an amendment, committed to the Committee of the Whole House on the State of the Union, and ordered to be printed</action-desc><action-instruction>Strike out all after the enacting clause and insert the part printed in italic</action-instruction><action-instruction>For text of introduced bill, see copy of bill as introduced on March 12, 2026</action-instruction><action-desc><pagebreak></pagebreak></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Elementary and Secondary Education Act of 1965 to exclude certain instructional approaches from comprehensive literacy instruction, to prioritize certain funds to promote the use of evidence-based literacy instruction and supports aligned to the science of reading, and for other purposes.<pagebreak></pagebreak></official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause" changed="added" style="OLC" committee-id="HED00" reported-display-style="italic" id="HCA4DA5D522E742E8ACA6BB0D27B2970D"><section id="HBC390990B3F745F0B27EAF3DD1F0827F" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Science of Reading Act of 2026</short-title></quote>.</text></section><section id="H2D65C52233874CB3B9DCC7F6EB074460" commented="no"><enum>2.</enum><header>Promoting reading instruction aligned to the science of reading</header><subsection id="HCE49ECDB12204F1E9FD23B127AAA2FB6" commented="no"><enum>(a)</enum><header>Comprehensive literacy instruction</header><text display-inline="yes-display-inline">Section 2221(b) of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/6641">20 U.S.C. 6641(b)</external-xref>) is amended—</text><paragraph id="H6BC171F3A2004885974FCFEEA7411E9B"><enum>(1)</enum><text>in paragraph (1)—</text><subparagraph id="H8FE4E24B94394DB0BF28EACF5AF8F2DA" display-inline="no-display-inline"><enum>(A)</enum><text display-inline="yes-display-inline">in subparagraph (K), by striking <quote>; and</quote> and inserting a semicolon;</text></subparagraph><subparagraph id="H5BB7920EA63644F8AEDAC66D9423A9DB"><enum>(B)</enum><text>in subparagraph (L), by striking the period and inserting <quote>; and</quote>; and</text></subparagraph><subparagraph id="HF688D1215CDC4C128151FA888D29A92F"><enum>(C)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H74F2860F39254A63B4B20D45CFEFA1A7" changed="added" reported-display-style="italic" committee-id="HED00"><subparagraph id="H0093ABB1807D4003974257E1A1765054"><enum>(M)</enum><text display-inline="yes-display-inline">does not include the use of a three-cueing model. </text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="HAEC6FB349E0D45DE8DBAA4CF91153764"><enum>(2)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" id="H78F86660D0F347C8B7D7FE00451BEAC2" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HED00"><paragraph id="H5AD3A1157E15458E99D664765852558F" commented="no"><enum>(4)</enum><header>Science of reading</header><text display-inline="yes-display-inline">The term <term>science of reading</term> means an interdisciplinary body of evidence-based research about reading and issues related to reading and writing that—</text><subparagraph id="H9F58F4E0C0564258833ABE8ED318B6BD" commented="no"><enum>(A)</enum><text>identifies instruction in phonemic awareness, phonics, vocabulary, fluency, comprehension, and writing as essential components to skilled reading;</text></subparagraph><subparagraph id="H095521625385480E8C65C48CC6B60866"><enum>(B)</enum><text>demonstrates the importance of background knowledge, oral language, the connection between reading and writing, and strong writing instruction;</text></subparagraph><subparagraph id="HA7DB040852A445BC86B49A4D5499FB2E" commented="no"><enum>(C)</enum><text>explains why some students have difficulty with reading and writing; and</text></subparagraph><subparagraph id="HB2F80D024B3347ACAB46551D2FF186A1" commented="no"><enum>(D)</enum><text>does not use a three-cueing model.</text></subparagraph></paragraph><paragraph id="H5C012118CD914C3B9A28852D0B26D4E2"><enum>(5)</enum><header>Three-cueing model</header><text>The term <term>three-cueing model</term> means an instructional approach or model that—</text><subparagraph id="H6A1E115CEE4A45F79DC6994D59C7A7B6"><enum>(A)</enum><text>uses meaning drawn from context, pictures, or syntax as the primary basis for teaching word recognition (commonly referred to as <quote>meaning, structure and syntax, and visual cues</quote> or <quote>MSV</quote>); or</text></subparagraph><subparagraph id="HFDF7F0FE285A49FA94F1FBFB7805D648"><enum>(B)</enum><text>teaches visual memory as the primary basis for word recognition.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="HFF46492BC14F4B21A5FF1E25CD82EDB6"><enum>(b)</enum><header>State applications for comprehensive literacy State development grants</header><text>Section 2222(d)(2) of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/6642">20 U.S.C. 6642(d)(2)</external-xref>) is amended by inserting at the end—</text><quoted-block id="H4AB5012F6B464E11A1C31E4D4E8A646A" style="OLC" changed="added" reported-display-style="italic" committee-id="HED00"><subparagraph id="H14B2271B464C4CFE806F60F7EB118242"><enum>(F)</enum><text>A description of the extent to which the State comprehensive literacy instruction plan is aligned to the science of reading.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="HFD507ABF71C14AF0B68C20CB3CF2B2AF" commented="no"><enum>(c)</enum><header>Comprehensive literacy state development grant priority</header><text display-inline="yes-display-inline">Section 2222(e) of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/6642">20 U.S.C. 6642(e)</external-xref>) is amended by striking the period at the end and inserting <quote>, that are aligned to the science of reading.</quote>.</text></subsection><subsection id="HFC2823DBD4B1465A80C98ADFFC87C542" commented="no"><enum>(d)</enum><header>Comprehensive literacy state development subgrant priority</header><paragraph id="HA6BA863BFA5647468A8F83177521526B" commented="no"><enum>(1)</enum><header>Birth through kindergarten entry</header><text display-inline="yes-display-inline">Section 2223(c) of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/6643">20 U.S.C. 6643(c)</external-xref>) is amended—</text><subparagraph id="H8F03AF0A681B4E1BB2302A6E176E84C0" commented="no"><enum>(A)</enum><text>by striking <quote>grants</quote> and inserting <quote>subgrants</quote>;</text></subparagraph><subparagraph id="H5CAA16982F094088856A520E3A1B01DA" commented="no"><enum>(B)</enum><text>by striking <quote>grant</quote> and inserting <quote>subgrant</quote>; and</text></subparagraph><subparagraph id="HD7A03A79CF914510BCE812770E8ADB91" commented="no"><enum>(C)</enum><text>by striking the period at the end and inserting <quote>, that are aligned to the science of reading.</quote>.</text></subparagraph></paragraph><paragraph id="HC8D8C2A72B2742B08B27F1CA2B6F4EEE" display-inline="no-display-inline" commented="no"><enum>(2)</enum><header>Kindergarten through grade 12</header><text display-inline="yes-display-inline">Section 2224(b) of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/6644">20 U.S.C. 6644(b)</external-xref>) is amended—</text><subparagraph id="H3E3C2B20C57A40DBA900CBCD76D06D2B" commented="no"><enum>(A)</enum><text>by striking <quote>grants</quote> and inserting <quote>subgrants</quote>; and</text></subparagraph><subparagraph id="H7DDDD4F3582A45448F6D1599D2476D40"><enum>(B)</enum><text>by striking the period at the end and inserting <quote>that are aligned to the science of reading.</quote>.</text></subparagraph></paragraph></subsection></section><section id="H3B0580DD4827488B9B91308B3C0AE57E"><enum>3.</enum><header>General provisions</header><subsection id="HE8E96C618F7340BEA167DA246C85AFAD"><enum>(a)</enum><header>Applicability</header><text>This Act and the amendments made by this Act shall apply with respect to funds awarded under the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/6301">20 U.S.C. 6301</external-xref> note et seq.) on or after the date of the enactment of this Act.</text></subsection><subsection id="HF61CFA3CB7F94AC4A8B55879B8198E64"><enum>(b)</enum><header>Rules of construction</header><text display-inline="yes-display-inline">Nothing in this Act or the amendments made by this Act shall be construed to—</text><paragraph id="H395D332B652247D4BBCD8F0A547FC136" commented="no"><enum>(1)</enum><text display-inline="yes-display-inline">limit or alter the rights, protections, and individualized instructional requirements under the Individuals with Disabilities Education Act (<external-xref legal-doc="usc" parsable-cite="usc/20/1400">20 U.S.C. 1400 et seq.</external-xref>), section 504 of the Rehabilitation Act of 1973 (<external-xref legal-doc="usc" parsable-cite="usc/29/794">29 U.S.C. 794</external-xref>), or the Americans with Disabilities Act (<external-xref legal-doc="usc" parsable-cite="usc/42/12101">42 U.S.C. 12101 et seq.</external-xref>); or</text></paragraph><paragraph id="H0B5EA366C9C244D5AF5AFB1FDD328BF2"><enum>(2)</enum><text>authorize any officer or employee of the Federal Government to mandate, direct, or control a State, local educational agency, or school’s specific instructional content, academic standards and assessments, curricula, or program of instruction.</text></paragraph></subsection></section></legis-body><endorsement display="yes"><action-date>June 29, 2026</action-date><action-desc>Reported with an amendment, committed to the Committee of the Whole House on the State of the Union, and ordered to be printed</action-desc></endorsement></bill>
