<official-title display="yes">To require plain language and the inclusion of key words in covered notices that are clear, concise, and accessible to small business concerns, and for other purposes.</official-title>

<section id="H92A02A9B21624289B922340BF1057DC8" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Plain Language in Contracting Act</short-title></quote>.</text></section> <section id="H3B2593F0CCD341439BFDF700E4B842BD"><enum>2.</enum><header>Accessibility and clarity in covered notices for small business concerns</header> <subsection id="HD988EE2BE94D4527BA34B91D7628D469"><enum>(a)</enum><header>In general</header><text>Each covered notice shall be written—</text> 
<paragraph id="HE104F8DCC7314C0BA3D0E699D1D528D2"><enum>(1)</enum><text display-inline="yes-display-inline">in a manner that is clear, concise, and accessible to a small business concern; and</text></paragraph> <paragraph id="H54C646CE09724A4683A8DF5609847403"><enum>(2)</enum><text display-inline="yes-display-inline">in a manner consistent, to the extent practicable, with the Federal plain language guidelines established pursuant to the Plain Writing Act of 2010 (<external-xref legal-doc="usc" parsable-cite="usc/5/301">5 U.S.C. 301</external-xref> note).</text></paragraph></subsection> 
<subsection id="HAF069B7D045F48EE877F2689AE817FC3"><enum>(b)</enum><header>Inclusion of key words in covered notices</header><text display-inline="yes-display-inline">Each covered notice shall, to the maximum extent practicable, include key words in the description of the covered notice such that a small business concern seeking contract opportunities using the single Government-wide point of entry described under section 1708 of title 41, United States Code, can easily identify and understand such covered notice.</text></subsection> <subsection id="H9EAFCD4934A641AFBEB49F0C7D7747B9"><enum>(c)</enum><header>Rulemaking</header><text>Not later than 90 days after the date of the enactment of this Act, the Administrator of the Small Business Administration shall issue rules to carry out this section.</text></subsection> 
<subsection id="HB56F94A819874A5588AD25939AC91618"><enum>(d)</enum><header>Definitions</header><text>In this section:</text> <paragraph id="HBFFB037529CE4F61B2C64082C9583398"><enum>(1)</enum><header>Covered notice</header><text display-inline="yes-display-inline">The term <term>covered notice</term> means a notice pertaining to small business concerns published by a Federal agency on the single Government-wide point of entry described under section 1708 of title 41, United States Code.</text></paragraph> 
<paragraph id="HD02651234A5949FC9D63BADD704B351C"><enum>(2)</enum><header>Small Business Act definitions</header><text>The terms <term>Federal agency</term> and <term>small business concern</term> have the meanings given those terms, respectively, in section 3 of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/632">15 U.S.C. 632</external-xref>).</text></paragraph></subsection></section> <section id="HA15A0900E69E4EC1819FD4DA321BCF3F"><enum>3.</enum><header>Compliance with CUTGO</header><text display-inline="no-display-inline">No additional amounts are authorized to be appropriated to carry out this Act or the amendments made by this Act.</text></section>
