which was referred to the <committee-name committee-id="HED00">Committee on Education and Workforce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Elementary and Secondary Education Act of 1965 to expand access to school-wide arts and music programs, and for other purposes.</official-title></form><legis-body id="H70FAEFC90D1D49F383465D3200B41898" style="OLC"><section section-type="section-one" id="H47A857194B3E4210992C583B22293F8B"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Guarantee Access to Arts and Music Education Act of 2026</short-title></quote> or the <quote><short-title>GAAME Act of 2026</short-title></quote>.</text></section><section id="HE4E2834C83AA4B29A0D978F0D652F141"><enum>2.</enum><header>School-wide access to arts education</header><text display-inline="no-display-inline">Section 1114 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/6314">20 U.S.C. 6314</external-xref>) is amended—</text><paragraph id="HE82110D8969148C380CA51C7A184E3AB"><enum>(1)</enum><text>in subsection (b)(7)(A)(iii)—</text><subparagraph id="H34024FA704A64FC0BF77984DDA7A68A5"><enum>(A)</enum><text>in subclauses (IV) and (V), by striking <quote>; and</quote> and inserting a semicolon; and</text></subparagraph><subparagraph id="H6A7A5E047FE24F2BA255543DAB22E0D8"><enum>(B)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H4AE8F1424997480793AD326D2118192F"><subclause id="H8FCAF0CBC5144A9C9709240C9C9DC958"><enum>(VI)</enum><text display-inline="yes-display-inline">sequential, standards-based arts education taught by certified arts educators (as defined by the State) and community arts providers to meet the challenging State academic standards; and</text></subclause><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="H89E75929872E4229A57DB77748B537C6"><enum>(2)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="HCD6782FFF04F43C0AABF8D421340E067"><subsection id="HA149FC2FAA6F4D699732BF7AE5C47128"><enum>(f)</enum><header>Definition of arts</header><text>For purposes of subsection (b)(7)(A)(iii)(VI), the term <term>arts</term> means dance, media arts, theater, and visual arts. </text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="H3D2C709ED03446B083B2DBECCBA01FAB"><enum>3.</enum><header>School-wide access to music education</header><text display-inline="no-display-inline">Section 1114(b)(7)(A)(iii) of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/6314">20 U.S.C. 6314(b)(7)(A)(iii)</external-xref>), as amended by section (2), is further amended by inserting after subclause (VI) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H72DA9BDDC8824B18928A45466A04FB36"><subclause id="H8DD70450B61A4DD79BF789BBB853CC65"><enum>(VII)</enum><text display-inline="yes-display-inline">sequential, standards-based music education that is aligned to challenging State academic standards and is taught by certified music educators (as defined by the State); and</text></subclause><after-quoted-block>.</after-quoted-block></quoted-block></section><section id="H7A7B74F51B2E44449F740243B0E72962"><enum>4.</enum><header>Targeted assistance schools for arts education</header><text display-inline="no-display-inline">Section 1115 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/6315">20 U.S.C. 6315</external-xref>) is amended—</text><paragraph id="H9D7E701425B846758ED8FCD5D2CC7182"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (b)(2)(A), by striking <quote>well-rounded education;</quote> inserting the following:</text><quoted-block style="OLC" display-inline="yes-display-inline" id="H7BB736C4FDBD409FA5A9E31BEF2887AF"><text>well-rounded education, such as—</text><clause id="H99BB69A8BD5B48FBB0FB041252BEAC84"><enum>(i)</enum><text display-inline="yes-display-inline">programmatic assistance for students to participate in arts programs that address their academic needs (including support for certified arts educators (as defined by the State), arts educator professional development, supplies, and other expenses associated with instruction in the arts); and</text></clause><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph id="H4AA013D8DAB346CA813F8ABCC18FBC04"><enum>(2)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H6BDFA2F94DA74B05B6662F9A5769A44A"><subsection id="HEE2FB974301944B9B803CC1111E7886E"><enum>(i)</enum><header>Definition of arts</header><text>For purposes of subsection (b)(2)(A)(i), the term <term>arts</term> means dance, media arts, theater, and visual arts. </text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="HE7FBA2B6F1AC4F1B9E578961A15FD342"><enum>5.</enum><header>Targeted assistance schools for music education</header><text display-inline="no-display-inline">Section 1115(b)(2)(A) of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/6315">20 U.S.C. 6315(b)(2)(A)</external-xref>), as amended by section 4, is further amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H595FADEEEC5D42DFA6C2CA244E8414C9"><clause id="HDB4420CEC26B4050B1408ED2C1397ABB"><enum>(ii)</enum><text display-inline="yes-display-inline">programmatic assistance for students to participate in music programs that address their academic needs (including support for certified music educators, music educator professional development, instruments, sheet music, music technology, and other expenses associated with music instruction);</text></clause><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
