R. 7843</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20260305">March 5, 2026</action-date><action-desc><sponsor name-id="P000605">Mr. Perry</sponsor> (for himself, <cosponsor name-id="M001212">Mr. Moore of Alabama</cosponsor>, <cosponsor name-id="R000614">Mr. Roy</cosponsor>, <cosponsor name-id="H001077">Mr. Higgins of Louisiana</cosponsor>, <cosponsor name-id="G000603">Mr. Gill of Texas</cosponsor>, <cosponsor name-id="H001102">Mr. Harris of North Carolina</cosponsor>, and <cosponsor name-id="S001213">Mr. Steil</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HPW00">Committee on Transportation and Infrastructure</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend title 49, United States Code, to prohibit universal free fare policies on public transportation, and for other purposes.</official-title></form><legis-body id="HDC7737B20A004668B965431FBA5134A0" style="OLC"><section id="H582C5AD48DB847FC8262821D2B05B252" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>No Free Rides Act of 2026</short-title></quote>.</text></section><section id="HEDB3E14955E3463ABA65F3273CE2A655" section-type="subsequent-section"><enum>2.</enum><header>Prohibition on universal fare free policies</header><text display-inline="no-display-inline">Section 5323 of title 49, United States Code, is amended by adding at the end the following:</text><quoted-block style="USC" id="HE4DD5F65285A492A9A77982E5FADED97" display-inline="no-display-inline"><subsection id="HC48C1FBA31E84A03A48422420CE5AD6A"><enum>(w)</enum><header>Prohibition on universal fare free policies</header><paragraph id="H0FD8EAB9E53843F0B8B8B9EC2EB3203E"> <enum>(1)</enum> <header>In general</header> <text display-inline="yes-display-inline">A recipient of assistance under this chapter may not provide a universal fare free policy that allows all users of a public transportation service provided by or on behalf of such recipient from using such service without paying a fare.</text>
 </paragraph><paragraph id="H5DAD28E1EDC5494F8A33EB5AFC728B86"><enum>(2)</enum><header>Exception</header><text>Nothing in this subsection shall prevent an recipient described in paragraph (1) from providing a targeted fare policy that allows a certain group of riders to ride for free or reduced charge including for—</text><subparagraph id="HB7BF71D95C49434ABDFDA1222551D49A"><enum>(A)</enum><text>seniors;</text></subparagraph><subparagraph id="HA0B587F0C2AA48079C6B2B9DE41BB226"><enum>(B)</enum><text>low-income riders;</text></subparagraph><subparagraph id="HCE77F82D357A41F4AC60C015885BEB93"><enum>(C)</enum><text>students; or</text></subparagraph><subparagraph id="H6D973EF2F0A840FEADF0D825E90DFF56"><enum>(D)</enum><text>employees or members of an organization whereby use of such public transportation is paid for through an agreement between an entity and the designated recipient.</text></subparagraph></paragraph><paragraph id="H1196FB44BC964EAB9A0FFC3C78AA1467"><enum>(3)</enum><header>Waiver</header><text display-inline="yes-display-inline">The Secretary of Transportation may waive the requirements of paragraph (1) if a recipient of assistance under this chapter is able to identify a dedicated source of operating revenue for such a universal fare free policy from a non-Federal source.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
