which was referred to the <committee-name committee-id="HED00">Committee on Education and Workforce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To establish the White House Council on Fathers and Sons, and for other purposes.</official-title></form><legis-body id="HE9E123EC74134B9DB5732B7F9E9F7C74" style="OLC"><section id="H4786FD206197450C8DC21CF75A269305" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>White House Council on Fathers and Sons Act of 2026</short-title></quote>.</text></section><section id="H263F49C257F34D84B098BEBCE084EF67"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text><paragraph id="HFA32BD5D6FA447338EA08E2D6592EF28"><enum>(1)</enum><text>Since the 1970s, men have received fewer college degrees than women.</text></paragraph><paragraph id="H5511745C04CE4FFAAF881977BBB755E1"><enum>(2)</enum><text>The wages of most men are lower today than they were in 1979, while women’s wages have risen.</text></paragraph><paragraph id="H8E5ECA7279DC433DA7DD2312B33DBEAF"><enum>(3)</enum><text>One out of 5 fathers does not live with his children.</text></paragraph><paragraph id="H02F86E2BBBE047BFB22BEFF37808D9C4"><enum>(4)</enum><text>Men have a 3 to 4 times greater risk of dying from suicide or an overdose compared to women.</text></paragraph><paragraph id="H069C1FA775CD4D6DBA459693FF3A1CFE"><enum>(5)</enum><text display-inline="yes-display-inline">Gendered policies have resulted in the minimization of the importance of the role of fathers in the institution of the family.</text></paragraph><paragraph id="HDA39A50DDDCC41F4A4C7A7E73C1AA405"><enum>(6)</enum><text display-inline="yes-display-inline">Sons raised without fathers are 4 times as likely to experience poverty and twice as likely to spend time in prison by age 30, and the number of sons raised without fathers who are neither employed nor in school has tripled in the past 5 years.</text></paragraph><paragraph id="HC93DAE89AA444312BB71972A967946E8"><enum>(7)</enum><text>The Executive Office of the President is in a unique position to—</text><subparagraph id="HD1CCF34B6549416C8ADD09DAEA01ECE4"><enum>(A)</enum><text>endorse efforts to address problems facing fathers and sons;</text></subparagraph><subparagraph id="H50669E5D06754276BD5FF29816FE0F7D"><enum>(B)</enum><text display-inline="yes-display-inline">spread awareness of such problems; and</text></subparagraph><subparagraph id="HDDA9F84D12C644B796DC717E18E0287E"><enum>(C)</enum><text>ensure that Federal agencies address such problems through a <quote>whole of government</quote> response.</text></subparagraph></paragraph></section><section id="H729A19CFBB8F4B4E914C8E1E4FD74405"><enum>3.</enum><header>Statement of policy</header><text display-inline="no-display-inline">It is the policy of Congress that the head of each Federal agency should seek to develop programs and initiatives that—</text><paragraph id="H4D7319D144C946079BD661843837F455"><enum>(1)</enum><text display-inline="yes-display-inline">promote the roles of fathers and sons in families in the United States;</text></paragraph><paragraph id="H4EEB18EA9C654FCFA0B35EFB92C923E9"><enum>(2)</enum><text display-inline="yes-display-inline">combat the rise in deaths of despair among fathers and sons; and</text></paragraph><paragraph id="H13F8FB488C104687B850D2A4A8712B4E"><enum>(3)</enum><text display-inline="yes-display-inline">promote the biological differences between men and women.</text></paragraph></section><section id="HE2EDBF45D7BB435D9AF969D1CE750AC0"><enum>4.</enum><header>White House Council on Fathers and Sons</header><subsection id="H03DCBBA4AF804E54A462262D6B0E2E73"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">There is established within the Executive Office of the President the White House Council on Fathers and Sons (in this section referred to as the <quote>Council</quote>).</text></subsection><subsection id="HDB418B348A0F4F14B5F84D41B9D4E947"><enum>(b)</enum><header>Duties</header><paragraph id="H8F87A381912B43CA86C0B790AB31B132"><enum>(1)</enum><header>In general</header><text>The Council shall—</text><subparagraph id="H6EC2EE6C2FBE49BD85EDEB8CE8EAFC92"><enum>(A)</enum><text display-inline="yes-display-inline">promote the roles of fathers and sons in families in the United States;</text></subparagraph><subparagraph id="H1CC64CA3F9DF468882BE0A8FE47CC450"><enum>(B)</enum><text display-inline="yes-display-inline">combat the rise in deaths of despair among fathers and sons;</text></subparagraph><subparagraph id="H0C578643EB1B4292BED87001E360CBAB"><enum>(C)</enum><text display-inline="yes-display-inline">foster mental, physical, spiritual, and economic prosperity for sons as they transition into manhood;</text></subparagraph><subparagraph id="H2A4143CC52E34AB89268C9657BDAC822"><enum>(D)</enum><text display-inline="yes-display-inline">facilitate a coordinated Federal response to problems of special importance to fathers and sons, including by reviewing and recommending changes to Federal programs and policies to ensure that such programs and policies adequately address problems of special importance to—</text><clause id="H34CFCF5D943A44F38E5AB03FC1C6EF44"><enum>(i)</enum><text>men generally;</text></clause><clause id="H6A0AEA0FE7E74213991E96944F742F53"><enum>(ii)</enum><text>boys; and</text></clause><clause id="H741EC328ADA6475C8E43F657C0DD354E"><enum>(iii)</enum><text>men in the Federal workforce;</text></clause></subparagraph><subparagraph id="HDD8C335D6C314657B02327A6B8C3FCF3"><enum>(E)</enum><text display-inline="yes-display-inline">report to the President on the effects that measures or matters reported by, or discharged from, a committee of either House of Congress will have on fathers and sons; and</text></subparagraph><subparagraph id="H413C2A38F5A14A5786C83E1DCE229EF5"><enum>(F)</enum><text display-inline="yes-display-inline">assist the President and Federal agencies in the development of legislation and policy proposals of special importance to fathers and sons.</text></subparagraph></paragraph><paragraph id="H0794606DE5DD4CE381B021B8F6A6192F"><enum>(2)</enum><header>Report</header><text>Not later than 150 days after the date of the enactment of this Act, and periodically thereafter as the Council determines appropriate, the Council shall submit to the President a report containing—</text><subparagraph id="HB34F3B31F133433DACF7751BED4CDCAE"><enum>(A)</enum><text display-inline="yes-display-inline">a review of the programs of special importance to fathers and sons administered by the head of each agency having a representative on the Council; and</text></subparagraph><subparagraph id="H1B452101D5344561B18FD37743B53D26"><enum>(B)</enum><text>plans for the future work of the Council.</text></subparagraph></paragraph></subsection><subsection id="HB7EA3D9FC3D64EF7A7FB76D6B441102E"><enum>(c)</enum><header>Consultation</header><text>In carrying out the duties described in subsection (b)(1), the Council shall consult with—</text><paragraph id="H66DED0E3519A4BF4873534FA3BD668F6"><enum>(1)</enum><text display-inline="yes-display-inline">Federal agencies (as defined in section 551 of title 5, United States Code, but excluding agencies described in paragraph (1)(B) of such section);</text></paragraph><paragraph id="HD87D742982F846ECA03E059DF6A95D5A"><enum>(2)</enum><text>nonprofit organizations, including faith institutions;</text></paragraph><paragraph id="H1B16F2B06CEC4B90B265B98A39EA03EB"><enum>(3)</enum><text>State and local governments; and</text></paragraph><paragraph id="H6BA06AB02EA9421F90DCB19FC06CF404"><enum>(4)</enum><text>other persons and entities as the Council determines appropriate.</text></paragraph></subsection><subsection id="HD14CA737EEA74CEFA6246E1CE8942751" display-inline="no-display-inline"><enum>(d)</enum><header>Membership</header><text>The Council shall be composed of—</text><paragraph id="H206176E15C6B4CCAA45B6B0D4CB470EC"><enum>(1)</enum><text display-inline="yes-display-inline">the Deputy Assistant to the President and Director of Intergovernmental Affairs;</text></paragraph><paragraph id="H6CB81BE98CE340B68EE4EFAB36BEC8B6"><enum>(2)</enum><text>the Secretary of State;</text></paragraph><paragraph id="H234B886CFB594507A0D9508603B3D0FE"><enum>(3)</enum><text>the Secretary of the Treasury;</text></paragraph><paragraph id="H0B4B5B5127284302A61316257A763283"><enum>(4)</enum><text>the Secretary of Defense;</text></paragraph><paragraph id="H4BC660A819D2423E814E18184DAF8A47"><enum>(5)</enum><text>the Attorney General;</text></paragraph><paragraph id="HA2EC5CE89AF4488D99C487C5A2667150"><enum>(6)</enum><text>the Secretary of the Interior;</text></paragraph><paragraph id="HA6C9E577EE1B4B5C94D16F9474BCDEED"><enum>(7)</enum><text>the Secretary of Agriculture;</text></paragraph><paragraph id="H8A7F480B278E4A14BF9AB0063212E1B8"><enum>(8)</enum><text>the Secretary of Commerce;</text></paragraph><paragraph id="HDCEC3E7FC5FD4A53B46A0102B3A65D12"><enum>(9)</enum><text>the Secretary of Labor;</text></paragraph><paragraph id="HBCF25770984F4B4FA6535ED5A0FD8DBC"><enum>(10)</enum><text>the Secretary of Health and Human Services;</text></paragraph><paragraph id="H1A41C73AAEEE4E20887C568C4392D086"><enum>(11)</enum><text>the Secretary of Housing and Urban Development;</text></paragraph><paragraph id="HA8F06642074743CE8432A88386E40BBA"><enum>(12)</enum><text>the Secretary of Transportation;</text></paragraph><paragraph id="H4E9FE232A38B490B9730F459F1A9EDD3"><enum>(13)</enum><text>the Secretary of Energy;</text></paragraph><paragraph id="H9BDDD9A0C17847CAB1F597C0F1AC922F"><enum>(14)</enum><text>the Secretary of Education;</text></paragraph><paragraph id="HA3B12B95AABE4870983299095D314B72"><enum>(15)</enum><text>the Secretary of Veterans Affairs;</text></paragraph><paragraph id="HD9FEB74A5DFD481A83ECC3ABF22B81AC"><enum>(16)</enum><text>the Secretary of Homeland Security;</text></paragraph><paragraph id="H979B7198D998423C9402B29472C5CA16"><enum>(17)</enum><text display-inline="yes-display-inline">the United States Ambassador to the United Nations;</text></paragraph><paragraph id="HA3EEEA259AD74C84AD04A0B8BDB3EB39"><enum>(18)</enum><text>the United States Trade Representative;</text></paragraph><paragraph id="H2357BB4C61DD4BDDA9F216E559F94A66"><enum>(19)</enum><text>the Director of the Office of Management and Budget;</text></paragraph><paragraph id="HB0943293DB0C4D17810D2765741C9FE8"><enum>(20)</enum><text>the Administrator of the Environmental Protection Agency;</text></paragraph><paragraph id="HEF0A1B2265C8448AAB9343FF0EAE976E"><enum>(21)</enum><text>the Chair of the White House Council of Economic Advisers;</text></paragraph><paragraph id="HBAA22F84729742D6861D59A61ECFD40C"><enum>(22)</enum><text>the Director of the Office of Personnel Management;</text></paragraph><paragraph id="H6F75ABF172DE4EAEA39049B3D79AA2FE"><enum>(23)</enum><text>the Administrator of the Small Business Administration;</text></paragraph><paragraph id="H4BAEE659C53046ED8411FE5104E2E311"><enum>(24)</enum><text>the Assistant to the President for Domestic Policy and Director of the Domestic Policy Council;</text></paragraph><paragraph id="H6167AE204410492481FD1FB9349CAD90"><enum>(25)</enum><text>the Assistant to the President for Economic Policy and Director of the National Economic Council;</text></paragraph><paragraph id="H2B824ECEE2CC44BAB9253C0933B270EC"><enum>(26)</enum><text display-inline="yes-display-inline">the Senior Advisor to the White House Faith Office;</text></paragraph><paragraph id="H6710FDF254164C3AB9133D11912F1857"><enum>(27)</enum><text>the heads of such other Federal agencies as the President may designate; and</text></paragraph><paragraph id="HAE607FE5B6CF47BCA6BCFE8118394D6A"><enum>(28)</enum><text display-inline="yes-display-inline">such representatives of the faith community as the President may designate.</text></paragraph></subsection><subsection id="H089D7F54EEB94CC2BD15FF858F7DEFC0"><enum>(e)</enum><header>Chairperson</header><text display-inline="yes-display-inline">The Deputy Assistant to the President and Director of Intergovernmental Affairs shall be the Chairperson of the Council and shall be responsible for—</text><paragraph id="HA04D1011DA4B4DD9A69E6C957B257A97"><enum>(1)</enum><text display-inline="yes-display-inline">convening regular meetings of the Council; and</text></paragraph><paragraph id="H6CF0A98CD965410BB737EC2F3D07B872"><enum>(2)</enum><text display-inline="yes-display-inline">establishing such subcommittees of the Council as the Chairperson determines appropriate.</text></paragraph></subsection><subsection id="H466B2E214FF74CB38DF74DF9AC0D11DB"><enum>(f)</enum><header>Director</header><text display-inline="yes-display-inline">The Council shall have a Director, who shall—</text><paragraph id="HB970C0C840F244A2A47131C81C821EAA"><enum>(1)</enum><text>be appointed by the Chairperson; and</text></paragraph><paragraph id="HB16D98DA1DE54381996FF79C220076FB"><enum>(2)</enum><text>be responsible for hiring and managing such personnel as the Director determines appropriate.</text></paragraph></subsection><subsection id="HCCEB3083590A43BFAF0A899BEB197299"><enum>(g)</enum><header>Funding</header><paragraph id="H39FBA7057351445DAEF950991AE4D0D2"><enum>(1)</enum><header>In general</header><text>This section shall be carried out using amounts otherwise authorized to be appropriated for the Department of Health and Human Services.</text></paragraph><paragraph id="HDC1A66D32F3D44889F307681F5D689E0"><enum>(2)</enum><header>Agencies to bear own expenses</header><text>Each Federal department and agency represented on the Council shall bear its own expense for such participation.</text></paragraph></subsection></section></legis-body></bill>
