R. 7780</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20260303">March 3, 2026</action-date><action-desc><sponsor name-id="T000165">Mr. Tiffany</sponsor> (for himself and <cosponsor name-id="R000614">Mr. Roy</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To prohibit the Secretary of Homeland Security from admitting to the United States any national of the People’s Republic of China without a valid visa, and for other purposes.</official-title></form><legis-body id="H8ACDB09B6A1644EF840E3DD892F32931" style="OLC"><section id="H6C62F2E485BF48418B1B2538207EE91A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>One Nation, One Visa Policy Act</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="H9E203540AC41428B8F7F01FC719B9580"><enum>2.</enum><header>Prohibition on visa-free admission of Chinese nationals</header><subsection commented="no" display-inline="no-display-inline" id="HB5B0678DB0B64AEA8EDE77EC0867F75C"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text>The Secretary of Homeland Security shall not admit any national of the People's Republic of China, or any individual bearing a passport issued by the People's Republic of China, who is not in possession of a valid visa.</text></subsection><subsection id="HF8DA7E612B8045DB8EE08943CEF56340" commented="no" display-inline="no-display-inline"><enum>(b)</enum><header>Prohibition on use of funds</header><text>No funds appropriated or otherwise made available to the Department of Homeland Security may be used to allow the participation of any national of the People's Republic of China in the Guam and Commonwealth of the Northern Mariana Islands Visa Waiver Program authorized by section 212(l) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1182">8 U.S.C. 1182(l)</external-xref>), including the Economic Vitality &amp; Security Travel Authorization Program, or any other program that authorizes the admission of nationals of the People's Republic of China without a valid visa.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="H616F1AD9461D4FC4B8890F7CFB63E73B"><enum>(c)</enum><header>Definitions</header><text>In this section:</text><paragraph commented="no" display-inline="no-display-inline" id="HA422411F1CE1468BB120DE586E7AFC99"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Except as otherwise explicitly provided, a term used in this section shall have the meaning given such term in the immigration laws.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H690A0A05C72946EE8558478334FB66E2"><enum>(2)</enum><header>Immigration laws</header><text>The term <term>immigration laws</term> has the meaning given the term in section 101(a) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1101">8 U.S.C. 1101(a)</external-xref>).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H920C535BFE274290A5156E51DF6B8128"><enum>(3)</enum><header>People's Republic of China</header><text display-inline="yes-display-inline">The term <term>People's Republic of China</term> includes the Special Administrative Unit of Hong Kong and the Special Administrative Unit of Macau.</text></paragraph></subsection></section></legis-body></bill>
