R. 7778</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20260303">March 3, 2026</action-date><action-desc><sponsor name-id="S001230">Mr. Subramanyam</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend title XIX of the Social Security Act to increase under the Medicaid program the minimum monthly personal needs allowance for institutionalized individuals and couples.</official-title></form><legis-body id="H094B4C99263840ED81EA1FB8B36B9ACF" style="OLC"><section id="HD49E486965A4480EBE1EA44C6FD52B45" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Medicaid Personal Needs Allowance Modernization Act</short-title></quote> or the <quote><short-title>Medicaid PNA Modernization Act</short-title></quote>.</text></section><section id="H08554F233D3644AAB44E9FF018EF1A3E" section-type="subsequent-section"><enum>2.</enum><header>Increasing under the Medicaid program the minimum monthly personal needs allowance for institutionalized individuals and couples</header><text display-inline="no-display-inline">Section 1902(q)(2) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1396a">42 U.S.C. 1396a(q)(2)</external-xref>) is amended—</text><paragraph id="HFC3F58DC868442D195BF706403CBEE8D"><enum>(1)</enum><text>by inserting after <quote>$30</quote> the following: <quote>(or, beginning January 1, 2026, $60)</quote>;</text></paragraph><paragraph id="H0E9AD503E71744DA9893E60C81A80F2B"><enum>(2)</enum><text>by inserting after <quote>and $60</quote> the following: <quote>(or, beginning January 1, 2026, $120)</quote>; and</text></paragraph><paragraph id="H67E30C282BAD40069F0F610710F1D4CA"><enum>(3)</enum><text>by adding at the end the following new sentence: <quote>Whenever benefit amounts under title II of the Social Security Act are increased by any percentage effective with a month after November 2026 as a result of a determination made under section 215(i) of such Act, each of the dollar amounts in effect under the previous sentence for the month before such month shall be increased by the same percentage.</quote>.</text></paragraph></section></legis-body></bill>
