R. 7760</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20260303">March 3, 2026</action-date><action-desc><sponsor name-id="B001323">Mr. Begich</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HWM00">Committee on Ways and Means</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Internal Revenue Code of 1986 to exclude from gross income payments from funds established by a State for purposes of the welfare of the individual residents of such State.</official-title></form><legis-body id="HAE7603C86CFC4D77ADF9D7A6B6C9FE21" style="OLC"><section id="H9F6DE4D607364D28B6829C398C1F0ADB" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Protect Future Dividends Act</short-title></quote>.</text></section><section id="H57634505D81447CB9B1B801C557CA33B"><enum>2.</enum><header>Exclusion of payments from State sovereign wealth funds</header><subsection id="HC271B471F44843B8AA102BC0CBCFC7F1"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Part III of subchapter B of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/26/1">chapter 1</external-xref> of the Internal Revenue Code of 1986 is amended by inserting before section 140 the following new section:</text><quoted-block style="OLC" id="HE6EE50322A7349E587DA14E7FF73669C" display-inline="no-display-inline"><section id="H39A50EC7DA264FCEBDB8FFEF52178236"><enum>139M.</enum><header>Payments from State sovereign wealth funds</header><subsection id="H61C38BBA8B0440F7B2E61DE5BF5E877C"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Gross income does not include any payment received by an individual from a State sovereign wealth fund.</text></subsection><subsection id="H2F18C2D6594E4FCCB93777C5FC169732"><enum>(b)</enum><header>State sovereign wealth fund</header><text>For purposes of this section, the term <quote>State sovereign wealth fund</quote> means a permanent fund—</text><paragraph id="HB08FDE64F1F34126A44F2232F9A8C528"><enum>(1)</enum><text>which is established and maintained by a State solely for the benefit of individual residents of such State,</text></paragraph><paragraph id="HD7F8594B408C4448BA08400A861FC532"><enum>(2)</enum><text>to which amounts of State revenue designated under State law are directed,</text></paragraph><paragraph id="H7F5E3D5D18A944AB8F5B26C36BAE9A63"><enum>(3)</enum><text>the principal of which is invested in a manner prescribed under State law, and</text></paragraph><paragraph id="H6FBAA30A4CF9467F86C88BA1E39024E2"><enum>(4)</enum><text>from which periodic payments are made under State law to individuals based primarily on residency within the State and not in consideration for anything.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="HE47EA24BACB74B99A3F522A84B7C1EF9"><enum>(b)</enum><header>Clerical amendment</header><text>The table of sections for subchapter B of chapter 1 of such Code is amended by inserting before the item relating to section 140 the following new item:</text><quoted-block style="OLC" id="H3002D37307D3433F821E6457DECD38FB" display-inline="no-display-inline"><toc regeneration="no-regeneration"><toc-entry level="section">Sec. 139M. Payments from State sovereign wealth funds.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H8059195888224A1BA0E7119119F25100"><enum>(c)</enum><header>Effective date</header><text>The amendments made by this section shall apply to payments received after the date of the enactment of this Act.</text></subsection></section></legis-body></bill>
