which was referred to the <committee-name committee-id="HSY00">Committee on Science, Space, and Technology</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the National Quantum Initiative Act to make certain additions relating to quantum modeling and simulation, and for other purposes.</official-title></form><legis-body id="H9D8DD3B386864920A3CC4FAE53830DA9" style="OLC"><section id="H089531787EB94508AC37216A5F031769" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Quantum in Practice Act</short-title></quote>. </text></section><section id="H5E12E8E31726422DA7F75B1ED8FB8FE0"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text><paragraph id="H4CAF2E07480844448B049309D4316138"><enum>(1)</enum><text display-inline="yes-display-inline">Quantum computing has the potential to spur advancements in molecular modeling and simulation that will benefit Americans.</text></paragraph><paragraph id="HEAAF87BB5D164DE388EA7F17AE281964"><enum>(2)</enum><text>Quantum molecular simulations and modeling will enable scientists to study chemical elements and reactions with accuracy and speed that is far beyond the abilities of existing supercomputers.</text></paragraph><paragraph id="HE26C40A293DF4E3094C975BB1DA6CB5E"><enum>(3)</enum><text display-inline="yes-display-inline">Advances in molecular simulations and modeling would give researchers tools that could lead to breakthroughs across industries and sectors, including—</text><subparagraph id="H54FE7D1852C44C08AF55D50C594A1755"><enum>(A)</enum><text display-inline="yes-display-inline">modeling the nitrogen fixation process utilized by bacteria, which could be used to develop synthetic fertilizers without the high energy and material costs of current methods, creating the next generation of fertilizers;</text></subparagraph><subparagraph id="H15C5EF0EAD724B2B869CF5B71A6552B4"><enum>(B)</enum><text>creating more effective medications and reducing harmful interactions or side effects;</text></subparagraph><subparagraph id="HACB48882D6B947AE91CF519BE977C1EF"><enum>(C)</enum><text>developing new materials to increase energy storage capacity and create more powerful battery technologies;</text></subparagraph><subparagraph id="H92C1897F748642AEBA981F25619F601F"><enum>(D)</enum><text>developing lighter, stronger metals;</text></subparagraph><subparagraph id="HF9A8268AAEA54DCB8EB9D5B6BC36D9FF"><enum>(E)</enum><text>creating materials for more durable protective gear for law enforcement and military; and</text></subparagraph><subparagraph id="HF49826C848844C698D8601E62924D9E0"><enum>(F)</enum><text>developing new types of superconductors.</text></subparagraph></paragraph></section><section id="HB16DD77D77824E8AAA66BB8086B856B9"><enum>3.</enum><header>Quantum modeling and simulation</header><subsection id="HF5AD34D1B47F4416961775F1E6984406"><enum>(a)</enum><header>Definition of quantum information science</header><text display-inline="yes-display-inline">Section 2(6) of the National Quantum Initiative Act (<external-xref legal-doc="usc" parsable-cite="usc/15/8801">15 U.S.C. 8801(6)</external-xref>) is amended by inserting <quote>modeling, simulation,</quote> after <quote>computing</quote>.</text></subsection><subsection id="H621D0DD33EF84D2AAB37006C428E5370"><enum>(b)</enum><header>Quantum information science research program</header><text display-inline="yes-display-inline">Section 401(b)(3) of the National Quantum Initiative Act (<external-xref legal-doc="usc" parsable-cite="usc/15/8851">15 U.S.C. 8851(b)(3)</external-xref>) is amended—</text><paragraph id="H1D90165E967E4C01819FD6D59D0B7833"><enum>(1)</enum><text>in subparagraph (F), by striking <quote>and</quote> at the end;</text></paragraph><paragraph id="HF0AF2D5ED3674742B26245BD38A8469A"><enum>(2)</enum><text>in subparagraph (G), by adding <quote>and</quote> after the semicolon; and</text></paragraph><paragraph id="HB78642FAA31644A3828B5D3DCFC138F6"><enum>(3)</enum><text>by adding at the end the following new subparagraph:</text><quoted-block style="OLC" id="H1EE4BC3454DC4CFB9028912B37D76D33" display-inline="no-display-inline"><subparagraph id="HFB9B275CA45D4CD0BD7BA2A8557BF3FE"><enum>(H)</enum><text display-inline="yes-display-inline">quantum molecular modeling or simulation;</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection></section></legis-body></bill>
