<section id="H55FC7E25EE0C465E92D9F511CCA2FDE3" section-type="section-one"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Securing Our Streets Act of 2026</short-title></quote> or the <quote><short-title>SOS Act of 2026</short-title></quote>.</text></section> 
<section id="HCA1037634F504760A790B91E3E2A2006"><enum>2.</enum><header>Grant program</header><text display-inline="no-display-inline">Title I of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/34/10101">34 U.S.C. 10101 et seq.</external-xref>) is amended by adding at the end the following:</text> <quoted-block style="OLC" id="H368228667E69496E8D1ED38A82073EB7" display-inline="no-display-inline"> <part id="H99948359798E4307BA7FD330B00B1FAD"><enum>PP</enum><header>Repeat Offenders</header> <section id="HB971E97A94D34B0BA939A17CF7615AF5"><enum>3061.</enum><header>Grant to discourage repeat offenders</header> <subsection id="H5D498398193F422BBA60850814B26749"><enum>(a)</enum><header>In general</header><text>Beginning not later than 180 days after the date of enactment of this part, the Attorney General shall carry out a program under which the Attorney General makes grants to States to.</text></subsection> 
<subsection id="H0EDEDFBBA77A4858A87B0FEAAFDF7B95"><enum>(b)</enum><header>Applications</header><text display-inline="yes-display-inline">A State seeking a grant under this part shall submit to the Attorney General an application at such time, in such manner, and containing such information as the Attorney General may require.</text></subsection> <subsection id="H105AAF6E2E10463EA168D1FA3D3F54B3"><enum>(c)</enum><header>Eligibility</header><text>To be eligible to receive a grant under this part, a State shall have in effect a law or policy that requires—</text> 
<paragraph id="H290D354646E141F7AC171EC1C30B58D8"><enum>(1)</enum><text>repeat offenders to serve at least 85 percent of the sentenced imposed;</text></paragraph> <paragraph id="H407D3CD2D8B44734B3A0334DECA7622F"><enum>(2)</enum><text>pretrial detention of individuals charged with a crime of violence who pose a clear threat to public safety; and</text></paragraph> 
<paragraph id="H997B30E9814C4082B10BBAAD31F405D2"><enum>(3)</enum><text>life imprisonment for individuals convicted of 3 distinct offenses, arising out of different conduct occurring at different times, that constitute crimes of violence.</text></paragraph></subsection> <subsection id="H13D67D4307574FB8BBCDE24E6992215F"><enum>(d)</enum><header>Uses of funds</header><text display-inline="yes-display-inline">A State that receives a grant under this part shall use such grant to—</text> 
<paragraph id="HB9EE885AFCFF48A7AFAB2DE218DE2F2C"><enum>(1)</enum><text>construct secure correctional facilities;</text></paragraph> <paragraph id="HDEA99B20613E4B2D8C2266EEE2068BC9"><enum>(2)</enum><text>expand operational capacity to incarcerate offenders who have committed crimes of violence; and</text></paragraph> 
<paragraph id="H74E884D8476E491486318A8D75E0084A"><enum>(3)</enum><text>train and support correctional staff.</text> </paragraph></subsection> </section> <section id="H35AC6BA1AA5C4F91B6ABD53DF32DEE5C"><enum>3062.</enum><header>Authorization of appropriations</header><text display-inline="no-display-inline">There is authorized to be appropriated to carry out this part $10,000,000,000 for fiscal years 2027 through 2031.</text></section></part><after-quoted-block>.</after-quoted-block></quoted-block> </section>
