which was referred to the <committee-name committee-id="HJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To revise administrative procedures relating to public safety officers’ death benefits, and for other purposes.</official-title></form><legis-body id="H263381FB39114299BFDABBD7C604A660" style="OLC"><section commented="no" display-inline="no-display-inline" id="H3487D642DFF44E4585D3FF5429652B8E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Officer John Barnes and Chief Michael Ansbro Public Safety Officers’ Benefits Program Expansion Act of 2026</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="H517E4C97204A4A64BDAE1CF2FDD8EFA7"><enum>2.</enum><header>Eligibility determination for public safety officer benefits</header><subsection id="H3C2886C7B361492EB1E94666B5A49840"><enum>(a)</enum><header>In general</header><text>Section 1205 of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/34/10285">34 U.S.C. 10285</external-xref>) is amended—</text><paragraph id="HFF9FB39CAB034AD58AFBA5BAF763837C"><enum>(1)</enum><text>in subsection (e)(2)(E), by inserting <quote>, including whether the delay is due to the inaction of the claimant or the failure to cooperate of an agency from which information is required</quote> after <quote>basis for delay</quote>; and</text></paragraph><paragraph id="H04973544BC834AEA92F75ABE675B2BC1"><enum>(2)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H209262F8FCF647CFAF6755447D959502"><subsection id="H3460E83F2FB4474DB68C3A9B37CD76D6"><enum>(f)</enum><header>Notice and interim benefits</header><paragraph commented="no" display-inline="no-display-inline" id="H1AD994B4FBAF435CA486F083A5B72108"><enum>(1)</enum><header>Notice of missing information</header><text display-inline="yes-display-inline">Not later than 90 calendar days after receiving a claim filed under this subpart, the Bureau shall notify the claimant or the relevant agency of any missing information required to process the claim. </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H22DFC9087CE54E75AF9B91391130892C"><enum>(2)</enum><header>Notice of determination</header><subparagraph commented="no" display-inline="no-display-inline" id="H4C4060A0A7A64F62A44FBFC0465A5DE7"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 270 calendar days after receiving a complete claim, the Bureau shall inform the claimant of the Bureau’s determination as to the claimant’s benefit eligibility. </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H4613C46221E8453C9C60BC604A6AD892"><enum>(B)</enum><header>Interim benefits as notice</header><text>Provision of interim benefits under section 1201(d) shall be deemed to be notice under subparagraph (A).</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H7D9EBBC3E51042299B396EE4B13F619D"><enum>(3)</enum><header>Interim benefits</header><subparagraph commented="no" display-inline="no-display-inline" id="H3EF890A1EDF24CD2AA87805E4404674E"><enum>(A)</enum><header>Entitlement</header><text display-inline="yes-display-inline">If the Bureau fails to inform a claimant of the Bureau's determination on or before the date that is 270 calendar days after receiving a complete claim, the Bureau shall issue a single interim benefit payment with respect to the claim, payable only to—</text><clause commented="no" display-inline="no-display-inline" id="HE78F730AF66C4DFFAA8D67E13717652A"><enum>(i)</enum><text display-inline="yes-display-inline">a claimant whose status as an eligible beneficiary is undisputed; or</text></clause><clause commented="no" display-inline="no-display-inline" id="H884A1A7081394107BF83D67DE9E9E575"><enum>(ii)</enum><text display-inline="yes-display-inline">if beneficiary status remains unresolved, an escrow or fiduciary account, pending final determination under section 1201. </text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H74A3CECBC1B148B799FDEAF05FA0B5CF"><enum>(B)</enum><header>Rescission or repayment</header><text display-inline="yes-display-inline">Any interim benefits paid under this subsection—</text><clause commented="no" display-inline="no-display-inline" id="H5F8D5B1D02A54E0C8C7D2EE8629F1873"><enum>(i)</enum><text display-inline="yes-display-inline">shall be credited against any final benefit determination made under section 1201;</text></clause><clause commented="no" display-inline="no-display-inline" id="H550CC127DF1F4644937DBD1622B2704D"><enum>(ii)</enum><text display-inline="yes-display-inline">shall not be subject to recoupment or affirmative repayment by the Bureau, except in cases of fraud or material misrepresentation; and</text></clause><clause commented="no" display-inline="no-display-inline" id="HE04AACEACBF549BEB884BF2B425B4822"><enum>(iii)</enum><text display-inline="yes-display-inline">shall not be construed to create an entitlement to benefits if the claimant or decedent is determined to be ineligible under this part.</text></clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H2A8E695A6E3C4BA692D5BDE0A977403F"><enum>(4)</enum><header>Rule of construction</header><text display-inline="yes-display-inline">Nothing in this subsection shall be construed to—</text><subparagraph commented="no" display-inline="no-display-inline" id="H440D4E79CBAC4F6483B21A8A9A193B16"><enum>(A)</enum><text display-inline="yes-display-inline">limit the Bureau's authority to deny a claim for failure to meet statutory eligibility requirements;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H4AD2A1BB59BA4F518E3AB0C00B4EB670"><enum>(B)</enum><text>alter the determination of eligible beneficiaries under section 1201; or</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H771210A661DD4FC1A331E43835217A73"><enum>(C)</enum><text>require payment of interim benefits to multiple claimants if the statute authorizes payment to only 1 or more mutually exclusive beneficiaries.</text></subparagraph></paragraph></subsection><subsection id="HC4942F77E71B41FE9D5B5F58C8BF7437" commented="no"><enum>(g)</enum><header>Outreach</header><text>The Bureau shall—</text><paragraph commented="no" display-inline="no-display-inline" id="H7F2C688AAFA140068F51E1722E851234"><enum>(1)</enum><text display-inline="yes-display-inline">conduct outreach efforts on an ongoing basis to ensure that public safety officers and underserved public agencies are aware of the program under this part, including outreach efforts for disabled public safety officers; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H0A9B2D4A614B4A09BACC4E06AF4C8875"><enum>(2)</enum><text>include in the outreach efforts under paragraph (1) regular communications with national public safety organizations, public safety agencies, and organizations supporting disabled public safety officers and the families of fallen officers.</text></paragraph></subsection><subsection id="HC9381F1F74E64AB6ABC329B1BBEA5756"><enum>(h)</enum><header>Summary of backlogged claims</header><text>Not later than 30 days after publishing the report required under subsection (e)(2), the Bureau shall submit a summary of the information required to be reported under subsection (e)(2)(E) to the <committee-name committee-id="SSJU00">Committee on the Judiciary of the Senate</committee-name> and the <committee-name committee-id="HJU00">Committee on the Judiciary of the House of Representatives</committee-name>.</text></subsection><subsection id="H9E0584B6BBD148CB8DE8BFB38247ABF4"><enum>(i)</enum><header>Audit of backlogged claims</header><text>On an annual basis, the Comptroller General shall conduct an audit of any pending claims under this part that were submitted to the Bureau more than 1 year before the date on which the audit is commenced, to identify programmatic challenges to the timely processing of death, disability, and educational assistance claims. As part of the audit, the Comptroller General shall also review— </text><paragraph commented="no" display-inline="no-display-inline" id="H625ABEA72D6B4FDA8B8A0B3CD83914F8"><enum>(1)</enum><text display-inline="yes-display-inline">where the claim is in the determination process;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H477E2EAF6B3E4E5E84A0BDDEB3CEEAF3"><enum>(2)</enum><text display-inline="yes-display-inline">the reasons for delay, including any processes, such as legal review, that prevent timely processing of claims;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HEFC1719E0EB048939BC1D865C8639B15"><enum>(3)</enum><text display-inline="yes-display-inline">whether the agency has used its subpoena authority for the claims; </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H5248F6CD1E5E4E819CD8DC8DE999DE01"><enum>(4)</enum><text display-inline="yes-display-inline">the frequency of outreach to the claimant and efforts to evaluate and improve the effectiveness of outreach and claims assistance efforts;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H53EBF2D1CE3B418980D756F0A7E5952C"><enum>(5)</enum><text display-inline="yes-display-inline">the efforts of the Bureau of Justice Assistance to implement a claims processing manual to ensure consistency across staff in determining claims; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H0631DD8002F3485C8E24DA3FFB705FB6"><enum>(6)</enum><text display-inline="yes-display-inline">efforts to evaluate and improve the effectiveness of outreach and claims assistance efforts.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="HEF9CE62ACEA54D0CB68EB881439CB4B0"><enum>(b)</enum><header>Subpoena requirement</header><text>Section 1206(b) of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/34/10288">34 U.S.C. 10288(b)</external-xref>) is amended—</text><paragraph id="HC1A82C6D33724A00B92CC266C3552329"><enum>(1)</enum><text>in paragraph (1)(B), by striking <quote>and</quote> at the end;</text></paragraph><paragraph id="H33E78625F8A649D190FAB8A02D45269B"><enum>(2)</enum><text>in paragraph (2), by striking the period at the end and inserting <quote>; and</quote>; and</text></paragraph><paragraph id="H5FB202B8981348BF8B2025E063ED06CC"><enum>(3)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H4DAD3C23FEF5460AA708E13BC8238DC1"><paragraph id="H21D576E7E2B9498F89A10154EB96C258" commented="no"><enum>(3)</enum><text>with respect to information or documentation in the possession of a public agency that the Bureau has determined is necessary to adjudicate the claim that the public agency has failed to provide by the date that is 30 days after the date of the Bureau's or the claimant's request to provide the information or documentation, shall issue a subpoena to the public agency to obtain the information or documentation, unless the Bureau has approved an extension not exceeding 60 days.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H94C8AEE97E094394AD1BDAA53E0EA346"><enum>(c)</enum><header>Definitions</header><paragraph commented="no" display-inline="no-display-inline" id="H5FF35CF0FD5B4DCCA81E5212DDA6A3A9"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Section 1204 of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/34/10284">34 U.S.C. 10284</external-xref>) is amended—</text><subparagraph commented="no" display-inline="no-display-inline" id="HC4DF0C377A7C40899FC78457C4C9B464"><enum>(A)</enum><text display-inline="yes-display-inline">in paragraph (4)—</text><clause commented="no" display-inline="no-display-inline" id="H4642D32805DA4126A2C231574856BD56"><enum>(i)</enum><text display-inline="yes-display-inline">in the matter preceding subparagraph (A), by inserting <quote>or gainful work as a public safety officer</quote> after <quote>including sedentary work</quote> each place it appears; and</text></clause><clause commented="no" display-inline="no-display-inline" id="H1B1453A354AE4EDBBEA0D02A3D5547FB"><enum>(ii)</enum><text>in subparagraph (B)(ii), by striking <quote>parapalegic</quote> and inserting <quote>paraplegic</quote>;</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H6748B14A942C41898CF4AF614287AC74"><enum>(B)</enum><text display-inline="yes-display-inline">by redesignating paragraph (7) as paragraph (8) and paragraphs (8) through (14) as paragraphs (10) through (16), respectively;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HAB54A61DE79E4B0EBAFAE23F8FE82666"><enum>(C)</enum><text>by inserting after paragraph (6) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H18C5BF78FDEA4F9FBB1B04378D436042"><paragraph commented="no" display-inline="no-display-inline" id="HA2A1FFEA4EE045B3ABE5FAE8DD4851FA"><enum>(7)</enum><text><quote>complete claim</quote> means any claim that—</text><subparagraph commented="no" display-inline="no-display-inline" id="H25C0910DC0624A528AAE5DAEFC2D9078"><enum>(A)</enum><text display-inline="yes-display-inline">contains all required documents from the claimant and the relevant agency for processing; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HA2BB9D4CC43B485DA150D56B0A05DC61"><enum>(B)</enum><text display-inline="yes-display-inline">has been assigned a claim number by the Bureau;</text></subparagraph></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HA8201813EC0841F48319A099566F4295"><enum>(D)</enum><text>by inserting after paragraph (8), as so redesignated, the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H2E896C4EF98941D788D4050AA4789940"><paragraph commented="no" display-inline="no-display-inline" id="HA91D21AB9C154EFC97FBDF17D5FBC04A"><enum>(9)</enum><text><quote>gainful work</quote> means gainful work activity, as defined in section 416.972 of title 20, Code of Federal Regulations, or successor regulation;</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H4660D9CCF18240DD9B8F6FD3E1A71A69"><enum>(2)</enum><header>Conforming amendments</header><subparagraph commented="no" display-inline="no-display-inline" id="H12F8C14FE8944463989B23C566E5159B"><enum>(A)</enum><header>Internal Revenue Code</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/26/402">Section 402(l)(4)(C)</external-xref> of the Internal Revenue Code of 1986 is amended by striking <quote>(9)(A)</quote> each place it appears.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H2D4B0087B2DE47C69E4465FB1B2574E8"><enum>(B)</enum><header>Title 28</header><text>Section 1863(b)(5)(B) of title 28, United States Code, is amended by striking <quote>section 1203(6)</quote> and inserting <quote>section 1204</quote>.</text></subparagraph></paragraph></subsection></section><section id="HA809DC1C92F940A28CA2EFA1A2EEBF52"><enum>3.</enum><header>Benefits for permanent and partial disability</header><subsection commented="no" display-inline="no-display-inline" id="H25E3752D76FD4F469411D2A106D06DFF"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 1201 of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/34/10281">34 U.S.C. 10281</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="HBF0D785248AD4B1F983F0F9CD6712819"><enum>(1)</enum><text display-inline="yes-display-inline">by redesignating subsections (c) through (q) as subsections (d) through (r), respectively;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H1130798E71104371A9EBD2855A15FFD9"><enum>(2)</enum><text display-inline="yes-display-inline">by inserting after subsection (b) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H87BCCDD5651E4064ABC5C04934BE426E"><subsection id="HFEDCAA3C97A640C0857F9671C0E1FAF2"><enum>(c)</enum><header>Benefits for permanent and partial disability with inability To continue previous work</header><paragraph id="HC340131AA9FA4F72A90FAB7C92E1AE84"><enum>(1)</enum><header>In general</header><text>In accordance with regulations issued pursuant to this part, in any case in which the Bureau determines that a public safety officer has become permanently, but not totally, disabled as the direct and proximate result of a personal injury sustained in the line of duty that has caused a physical or mental impairment of such severity that the public safety officer is prevented from performing any gainful work as a public safety officer, including if the individual is medically retired by the public safety agency, a benefit shall be payable to the public safety officer (if living on the date on which the determination is made) of half of the amount that would be payable, as of the date such injury was sustained (including as adjusted in accordance with subsection (i), and calculated in accordance with subsection (j)), if such determination were a determination under subsection (a).</text></paragraph><paragraph id="H6551992999454ED98134E12A8F05402D" commented="no"><enum>(2)</enum><header>Progression of disability</header><text>If, not later than 3 years after the date of sustaining the injury described in paragraph (1), the severity of the impairment of the public safety officer progresses to that of permanent and total disability, as described in subsection (b), the public safety officer may apply for a benefit under that subsection and, if the Bureau determines that a permanent and total disability exists, the Bureau shall pay the public safety officer a benefit in the amount of the benefit to which the public safety officer would have been entitled under that subsection, less any benefit provided under this subsection.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H58AEC97DDAEB407C893ECBC2047DE37C"><enum>(3)</enum><header>Offset in the event of death</header><text display-inline="yes-display-inline">If a public safety officer who has received a benefit under this subsection subsequently dies as a direct and proximate result of the same line-of-duty injury, any death benefit payable under subsection (a) shall be reduced by the amount of any benefit previously paid under this subsection.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H6C021E78C7524DFFB123DC2F9DF403F1"><enum>(4)</enum><header>Rule of construction</header><subparagraph commented="no" display-inline="no-display-inline" id="H1CD00A8EC11647EE9BED0E2454E32560"><enum>(A)</enum><header>Availability of benefits</header><text display-inline="yes-display-inline">Nothing in this subsection shall be construed to affect the availability of full benefits under subsection (a) or (b), nor shall this subsection apply to temporary disabilities or injuries that do not result in permanent impairment at the time of filing.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HB7C7F95A241940FFBFF42D2DCAFBB614"><enum>(B)</enum><header>Determination</header><text display-inline="yes-display-inline">A determination under this subsection shall not constitute a final determination with respect to eligibility for benefits under subsection (b).</text></subparagraph></paragraph></subsection><after-quoted-block>;</after-quoted-block></quoted-block></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H8AC6B94AF76E444AB74D474CD96854F5"><enum>(3)</enum><text>by striking subsection (d), and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="HDECEE697E0A84CBD96AEF2BBB25DA2FD"><subsection commented="no" display-inline="no-display-inline" id="H5042C764F3CC4AFD8D820A03BEB6E55F"><enum>(d)</enum><header>Interim payment</header><text display-inline="yes-display-inline">Whenever the Bureau determines upon showing of need and prior to final action that the disability or death of a public safety officer is one with respect to which a benefit will probably be paid, the Bureau may make an interim benefit payment not exceeding $6,000, adjusted in accordance with subsection (i), to the individual entitled to receive a benefit under subsection (a), (b), or (c) of this section.</text></subsection><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H48D6F23FAF5A4454A3AEE99BB7CF14E1"><enum>(4)</enum><text display-inline="yes-display-inline">in subsection (j), as so redesignated, by striking <quote>subsections (a) and (b)</quote> and inserting <quote>subsections (a), (b), and (c)</quote>.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H7A6B86A7F4D84114867E3BF33FD98481"><enum>(b)</enum><header>Technical and conforming amendments</header><paragraph commented="no" display-inline="no-display-inline" id="H1DC23EFADC1B41C6920D23348B6269FA"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Part L of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/34/10281">34 U.S.C. 10281 et seq.</external-xref>) is amended—</text><subparagraph commented="no" display-inline="no-display-inline" id="H2E664446D2BA41098C8623D784A98570"><enum>(A)</enum><text display-inline="yes-display-inline">in section 1201—</text><clause commented="no" display-inline="no-display-inline" id="HB0186C33EFAC411FA6D5EEAF3E98092B"><enum>(i)</enum><text display-inline="yes-display-inline">in subsection (a), by striking <quote>adjusted in accordance with subsection (h), and calculated in accordance with subsection (i)</quote> and inserting <quote>adjusted in accordance with subsection (i), and calculated in accordance with subsection (j)</quote>;</text></clause><clause commented="no" display-inline="no-display-inline" id="H24963341CE684E37A410F842738B79C7"><enum>(ii)</enum><text>in subsection (b), by striking <quote>adjusted in accordance with subsection (h), and calculated in accordance with subsection (i)</quote> and inserting <quote>adjusted in accordance with subsection (i), and calculated in accordance with subsection (j)</quote>;</text></clause><clause id="H47252092640F41F6BEBD61AA83490F96"><enum>(iii)</enum><text>in subsection (d), as so redesignated, by striking <quote>subsection (h)</quote> and inserting <quote>subsection (i)</quote>;</text></clause><clause commented="no" display-inline="no-display-inline" id="H27167F587C7B49358BA3FD911EB970F5"><enum>(iv)</enum><text>in subsection (e), as so redesignated, by striking determinations</header><text display-inline="no-display-inline">Section 1205(b) of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/34/10285">34 U.S.C. 10285(b)</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H91FCFB38019D492BA23E36E9500475EF"><paragraph commented="no" display-inline="no-display-inline" id="H6748407DA51646198B93FB3876462981"><enum>(4)</enum><text>In making determinations under section 1201(a), the Bureau shall, absent clear and convincing evidence to the contrary, as determined by the Bureau, approve any claim if the September 11th Victim Compensation Fund of 2001 (<external-xref legal-doc="usc" parsable-cite="usc/49/40101">49 U.S.C. 40101</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/107/42">Public Law 107–42</external-xref>) (commonly referred to as the <quote>VCF</quote>) or the World Trade Center Health Program under title XXXIII of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300mm">42 U.S.C. 300mm et seq.</external-xref>) provides a certification of facts that—</text><subparagraph commented="no" display-inline="no-display-inline" id="H42366ACFE5604AB5BFC21045676E58F0"><enum>(A)</enum><text display-inline="yes-display-inline">the claim is eligible for death benefits under the Victim Compensation Fund; or</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H730362D226CF49AEB4CCA61B8646B0DA"><enum>(B)</enum><text display-inline="yes-display-inline">the cause of claimant's death is a World Trade Center Health Program-related condition.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></section><section commented="no" display-inline="no-display-inline" id="H94AF72B8F2DC4B9DA2EF442BAFC190AB"><enum>5.</enum><header>Implementation of certain GAO recommendations</header><text display-inline="no-display-inline">Not later than 180 days after the date of enactment of this Act, the Attorney General shall ensure that the Director of the Bureau of Justice Assistance implements the recommendations provided in the report of the Government Accountability Office entitled <quote>Public Safety Officers' Benefits Program: Transparency, Claims Assistance, and Program Management Improvements Needed</quote> (GAO–24–105549), published on September 27, 2024.</text></section><section commented="no" display-inline="no-display-inline" id="H94A5D94ECB66482FB0D7A00B9FA18818"><enum>6.</enum><header>Educational benefits</header><text display-inline="no-display-inline">Nothing in this Act, or the amendments made by this Act shall be construed as expanding or altering any benefits available to dependents under subpart 2 of part L of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/34/10281">34 U.S.C. 10281 et seq.</external-xref>).</text></section></legis-body></bill>
