      <enum>1.</enum>
      <header>Requirement for construction of certain roads on National Forest System lands</header>
      <subsection id="H577F9B664A704DE8A1E6BE1F8A911079">
        <enum>(a)</enum>
        <header>Roadless Rule nullification</header>
        <paragraph id="H3DE1C453AA304CCBB90B9350C709DBAD">
          <enum>(1)</enum>
          <header>Nullification</header>
 <text>The final rule of the Department of Agriculture titled <quote>Special Areas; Roadless Area Conservation</quote> and issued on January 12, 2001 (66 Fed. Reg. 3244) shall have no force or effect.</text>
        </paragraph>
        <paragraph id="HAC17F6DF3A664CEE830DDE1BA02A45D3">
          <enum>(2)</enum>
          <header>Prohibition</header>
 <text>The Secretary of Agriculture may not take any action to propose, finalize, implement, administer, or enforce any rule substantially similar to the rule described in paragraph (1).</text>
        </paragraph>
      </subsection>
      <subsection id="H83897F15D211449D99487675FD667E8B">
        <enum>(b)</enum>
        <header>Required road construction</header>
 <text display-inline="yes-display-inline">The Secretary of Agriculture, acting through the Chief of the Forest Service, shall, subject to all applicable environmental requirements (including applicable requirements of the National Environmental Policy Act of 1969 (<external-xref legal-doc="usc" parsable-cite="usc/42/4321">42 U.S.C. 4321 et seq.</external-xref>)), construct on National Forest System lands such permanent and temporary roads as the Secretary determines necessary—</text>
        <paragraph id="HC5494D94A4A3417CB7136D6D81774FB9">
          <enum>(1)</enum>
 <text display-inline="yes-display-inline">to carry out restoration activities of the Forest Service;</text>
        </paragraph>
        <paragraph id="H6AC423E36A5A4D4FBBC60FB4DD9D33EA">
          <enum>(2)</enum>
 <text>to carry out hazardous fuels reduction activities of the Forest Service in—</text> <subparagraph id="H638287D4183945A1B43D3202C6915A90"> <enum>(A)</enum> <text>an at-risk community;</text>
          </subparagraph>
          <subparagraph id="H32D9903BE74A4B2AA0B29584469C7C24">
            <enum>(B)</enum>
 <text>the wildland-urban interface; or</text> </subparagraph> <subparagraph id="H6B7D36760FCF4D7997732C1B6E0C7FBB"> <enum>(C)</enum> <text>a municipal watershed;</text>
          </subparagraph>
        </paragraph>
        <paragraph id="HDFA9C642B6A047419D4651C456E431BF">
          <enum>(3)</enum>
 <text>to replace or decommission any existing permanent road determined by the Secretary to be adversely affecting the health of a forest, rangeland, or a watershed; or</text>
        </paragraph>
        <paragraph id="H4B0149B3E4C24AC99501798E3F7819A2" commented="no">
          <enum>(4)</enum>
 <text display-inline="yes-display-inline">to carry out the intent of the Act of June 4, 1897 (<external-xref legal-doc="usc" parsable-cite="usc/16/473">16 U.S.C. 473–482</external-xref>, 551).</text>
        </paragraph>
      </subsection>

        <enum>(c)</enum>
        <header>Definitions</header>
 <text display-inline="yes-display-inline">In this section:</text> <paragraph id="H00DE0F735FFB44B48FE43BF7AA0B8B32" commented="no"> <enum>(1)</enum> <header>At-risk community; wildland-urban interface</header> <text>The terms <term>at-risk community</term> and <term>wildland-urban interface</term> have the meanings given such terms, respectively, in section 101 of the Healthy Forests Restoration Act of 2003 (<external-xref legal-doc="usc" parsable-cite="usc/16/6511">16 U.S.C. 6511</external-xref>).</text>

          <enum>(2)</enum>
          <header>National Forest System</header>
 <text display-inline="yes-display-inline">The term <term>National Forest System</term> has the meaning given the term in section 11(a) of the Forest and Rangeland Renewable Resources Planning Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/16/1609">16 U.S.C. 1609</external-xref>).</text>
