<section id="H46BB2D8F3A7D4DFBBE52287218210B4A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Gwenn’s Law</short-title></quote>.</text></section> <section id="HE77CE5A7CC78485491622A107F1A94A5"><enum>2.</enum><header>Public awareness campaign to increase participation of women in NIH clinical trials</header> <subsection id="H94849EC85D5E4BFF88B9B03EBE6A8619"> <enum>(a)</enum> <header>In general</header> <text display-inline="yes-display-inline">The Secretary of Health and Human Services, acting through the Director of the National Institutes of Health (in this section referred to as the <quote>Secretary</quote>) shall carry out a public awareness campaign to increase the participation of women in clinical trials conducted or supported by the National Institutes of Health.</text>
      </subsection> 
<subsection id="H609664A7BEEB43AEA3CE0820879F007F"><enum>(b)</enum><header>Targeted outreach</header><text display-inline="yes-display-inline">In carrying out the campaign under subsection (a), the Secretary shall increase outreach at hospitals, physicians’ offices, health centers, health care clinics, and other locations that the Secretary determines appropriate.</text></subsection> <subsection id="H05129683CDDE46BFBA7748879D049E64"> <enum>(c)</enum> <header>Priority</header> <text>In carrying out the campaign under subsection (a), the Secretary shall prioritize increasing the participation of women in clinical trials involving research on, and development of, products to prevent, diagnose, or treat rare diseases and conditions.</text>
      </subsection> 
<subsection id="H18B4D8CA34164E40AD21FEEB00E97AC4"><enum>(d)</enum><header>Authorization of appropriations</header><text>To carry out this section, there is authorized to be appropriated $10,000,000 for each of fiscal years 2027 through 2031.</text></subsection></section> <section id="H121C5CD12DE7474A958CCDC2E7E48638"><enum>3.</enum><header>Public awareness campaign to increase awareness of bleeding and clotting disorders in women</header> <subsection id="HD6B6E9F937364C20BE753298A481CA88"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Health and Human Services shall carry out a public awareness campaign to increase the number of women participating in programs of the Department of Health and Human Services for research, surveillance, and prevention with respect to bleeding and clotting disorders, including hemophilia.</text></subsection> 
<subsection id="H3520335CA310407FB945F4B1ADDDF4C9"><enum>(b)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">To carry out this section, there is authorized to be appropriated $10,000,000 for each of fiscal years 2027 through 2031.</text></subsection></section> <section id="H747D8802CB024EC8906E769F32A36BB0"><enum>4.</enum><header>Interagency Task Force on Advancing Treatments for Rare Diseases</header><text display-inline="no-display-inline">Part A of title III of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/241">42 U.S.C. 241 et seq.</external-xref>) is amended by adding at the end the following:</text>

<section id="HC6BB9468F094482AB4AA55E23D5BC34A"><enum>310C.</enum><header>Interagency Task Force on Advancing Treatments for Rare Diseases</header> 
<subsection id="HAFCB3F9523EC48CBB65DBF541561E526">
            <enum>(a)</enum>
            <header>In general</header>
 <text display-inline="yes-display-inline">The Secretary shall maintain a permanent task force, to be known as the Interagency Task Force on Advancing Treatments for Rare Diseases (in this section referred to as the <quote>Task Force</quote>). The Secretary shall establish the Task Force not later than 90 days after the date of enactment of the legislation.</text>
          </subsection> 
<subsection id="H1D984D9F0BC141469240A8CA11F473FE"><enum>(b)</enum><header>Composition</header><text>The Task Force shall be composed of the following members:</text> <paragraph id="H90C4437C104C4C2AA0B52B8800B07EBC"><enum>(1)</enum><text>The Secretary.</text></paragraph>

              <enum>(2)</enum>
 <text>The Administrator of the Centers for Medicare &amp; Medicaid Services.</text> </paragraph> <paragraph id="H11A8091A8BEB4FA5A0AA9C18521C1C2C"><enum>(3)</enum><text>The Commissioner of Food and Drugs.</text></paragraph> 
<paragraph id="H26AF442D638E43A6A30CB3D6E09B1602"><enum>(4)</enum><text>The Director of the National Institutes of Health.</text></paragraph> <paragraph id="HE081106981704142811B0119237AB720"><enum>(5)</enum><text display-inline="yes-display-inline">The Director of the Centers for Disease Control and Prevention.</text></paragraph> 
<paragraph id="H2A99978820C04974B378000C9EF96A47"><enum>(6)</enum><text>Four individuals, to be appointed by the Secretary, who are—</text> <subparagraph id="H197BFDADAD0746ABBF0FD4089DEAB072"><enum>(A)</enum><text>biopharmaceutical innovators with respect to rare diseases and conditions;</text></subparagraph> 
<subparagraph id="HC050FE2A13D149CE927343D28ABC2696"><enum>(B)</enum><text>private health plan administrators; or</text></subparagraph> <subparagraph id="H985E3B8937A349C89AC490D4DBF49160"><enum>(C)</enum><text>representatives of institutions or organizations conducting federally funded research with respect to rare diseases and conditions.</text></subparagraph></paragraph> 
<paragraph id="H25786C79DFFE455AB9A6CA921B19F691"><enum>(7)</enum><text display-inline="yes-display-inline">Four individuals, to be appointed by the Secretary, who are representatives of rare disease advocacy groups.</text></paragraph></subsection> <subsection id="H285AE9E819044FAAAA9E832CC0113742"> <enum>(c)</enum> <header>Duties</header> <text display-inline="yes-display-inline">The Task Force shall—</text>
            <paragraph id="HFC6A22F7111340B580371BBB30E94CA4">
              <enum>(1)</enum>
 <text>assess—</text> <subparagraph id="HA600EDE781E943D79D5E985AE11B1F6A"> <enum>(A)</enum> <text>Federal agency activities concerning rare diseases, including projects involving two or more agencies;</text>
              </subparagraph>
              <subparagraph id="H8E206D4937E34723A88F0B2CD9D9AA95">
                <enum>(B)</enum>
 <text>overall programmatic funding; and</text> </subparagraph> <subparagraph id="HF18377F77207463E8FEA6B3F1FEA1FDE"> <enum>(C)</enum> <text>potential measurable outcomes to include in future reports; and</text>
              </subparagraph>
            </paragraph>
            <paragraph id="H57E643AC130B42E9866B7E848CD89F6E">
              <enum>(2)</enum>
 <text>coordinate the efforts of the Department of Health and Human Services to incentivize research on, and development of, products for prevention, diagnosis, and treatment with respect to rare diseases and conditions, particularly rare diseases and conditions that disproportionately impact women.</text>
            </paragraph>
          </subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section> 
<section id="H3FED05D8B57A4905BA46C394916B6897"><enum>5.</enum><header>Action plan for coordinating HHS efforts with respect to certain rare diseases and conditions</header> 
<subsection id="HC36320C75C104212A6E881FB608348EC"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Health and Human Services shall prepare an action plan for coordinating efforts of the Department of Health and Human Services to incentivize research on, and development of, products for prevention, diagnosis, and treatment with respect to rare diseases and conditions that disproportionately impact women.</text></subsection> <subsection id="H0B7E7A93DFFF47C18E5028BFB34EF757"><enum>(b)</enum><header>Submission and public availability</header><text>Not later than 180 days after the date of enactment of this Act, the Secretary shall—</text> 
<paragraph id="H69B28883577B470086AFE1E13BE1E658"><enum>(1)</enum><text display-inline="yes-display-inline">complete the action plan required by subsection (a);</text></paragraph> <paragraph id="HA31C9701FB464DB6A54EDD599222C0D2"><enum>(2)</enum><text>submit such action plan to the Congress; and</text></paragraph> 
<paragraph id="H149F975C23174AD0A1E57FCC45CF0205"><enum>(3)</enum><text>make such plan publicly available, including by posting on the websites of the Department of Health and Human Services and the National Institutes of Health.</text></paragraph></subsection></section> </legis-body></bill>
