53 Stat. 1194) is amended—</text><paragraph id="H8A29FE5B577A4886B0923F716808FB62"><enum>(1)</enum><text>by striking the subsection designation and inserting the following:</text><quoted-block style="OLC" id="H73E845F6B59647B5B3CCD6EA26ECD674" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HII00"><subsection id="H2A48BD78BBFD4DF6B1BB1C7EB09F5E75"><enum>(c)</enum><header>Furnishing water to municipalities; sale of electric power; lease of power privileges</header></subsection><after-quoted-block>;</after-quoted-block></quoted-block></paragraph><paragraph id="H9D2BD2F9CB2C437B99CB7113ED791125"><enum>(2)</enum><text>in paragraph (1), by striking <quote>small conduit hydropower using Bureau of Reclamation facilities and pumped storage hydropower exclusively using Bureau of Reclamation reservoirs</quote> and inserting <quote>hydropower using all Bureau of Reclamation facilities</quote>;</text></paragraph><paragraph id="HE4545EC564BE4CE9A337F1A64029C7FF"><enum>(3)</enum><text>in paragraph (2)(A)—</text><subparagraph id="HC25F6AF7CBC14754BB7C52A4273DED24"><enum>(A)</enum><text>by striking <quote>applicable transferred conduit</quote> and inserting <quote>applicable transferred works facility</quote>;</text></subparagraph><subparagraph id="H59B9F50673054F91A02BE666C6176BAB"><enum>(B)</enum><text>by striking <quote>applicable reserved conduit</quote> and inserting <quote>applicable reserved works facility</quote>; and</text></subparagraph><subparagraph id="H6AF88515A3804579A383FC9C04266D63"><enum>(C)</enum><text>by striking <quote>power privilege offer for a small conduit</quote> and inserting <quote>power privilege offer for the</quote>;</text></subparagraph></paragraph><paragraph id="H13020D0E13C241B5B11DA512DFBBDEDB"><enum>(4)</enum><text>in paragraph (3), by striking <quote>small conduit</quote> and inserting <quote>applicable</quote>;</text></paragraph><paragraph id="H8E3622CE1F4546B78965EFA2A7F9E3A2"><enum>(5)</enum><text>in paragraph (4), by striking <quote>small conduit hydropower</quote>;</text></paragraph><paragraph id="HAF6374371D63420081C06BA7FAAB0E35"><enum>(6)</enum><text>in paragraph (6)—</text><subparagraph id="H08B63547BBDB48E18C46F9BB049F1916"><enum>(A)</enum><text display-inline="yes-display-inline">by inserting <quote>, or the management of Bureau of Reclamation facilities specially authorized for hydropower generation</quote> before <quote>, as water used</quote>;</text></subparagraph><subparagraph id="H5A79D64A9F15411784FB394693823CCF"><enum>(B)</enum><text>by striking <quote>conduit</quote> before <quote>hydropower generation</quote>; </text></subparagraph><subparagraph id="HC21D1516264346AB92DFF47E71821D4B"><enum>(C)</enum><text display-inline="yes-display-inline">by striking <quote>shall be deemed incidental to</quote> inserting <quote>shall be deemed secondary to</quote>; and </text></subparagraph><subparagraph id="H731005EAE2BD4828881D880F046C08C1"><enum>(D)</enum><text>by striking <quote>transferred conduit</quote> and inserting <quote>transferred works facility</quote>;</text></subparagraph></paragraph><paragraph id="HB0C654C3E978455B86E98FBAE7FE3740"><enum>(7)</enum><text>in paragraph (7), by striking <quote>conduit</quote>;</text></paragraph><paragraph id="HCD3332FA9B22475FB3FD03CF741EBF97"><enum>(8)</enum><text>in paragraph (8)—</text><subparagraph id="H4AA5A3CF9C8047F597510DB6A4C7A2A2"><enum>(A)</enum><text>by inserting <quote>(referred to in this section as an <quote>authorization</quote>)</quote> before <quote>issued by the Federal Energy Regulatory Commission</quote>;</text></subparagraph><subparagraph id="H677B1803049E4FCF830BAF88171C3DC4"><enum>(B)</enum><text>by striking <quote>August 9, 2013,</quote> and inserting <quote>the date of the enactment of the <short-title>Rural Jobs and Hydropower Expansion Act</short-title></quote>; and</text></subparagraph><subparagraph id="H469894541EE043C8AC6B92FB7E49AB4B"><enum>(C)</enum><text>by adding at the end <quote>Any authorization issued by the Federal Energy Regulatory Commission with respect to a project shall remain in place until such authorization becomes inactive. As allowed by the Federal Energy Regulatory Commission, an authorization may be renewed and remain active. Once the authorization becomes inactive, project site jurisdiction shall shift to the Bureau of Reclamation exclusively.</quote>;</text></subparagraph></paragraph><paragraph id="HC460370334464293BE6E08901D8051CC"><enum>(9)</enum><text>by redesignating paragraph (9) as paragraph (10);</text></paragraph><paragraph id="H6A2A92428F714BD5B89AFA40F7D25D54"><enum>(10)</enum><text>by inserting after paragraph (8) the following:</text><quoted-block style="OLC" id="H49DD4A83F27A454D895BD4A189702631" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HII00"><paragraph id="H70680627828A4CA0AC96DD39302ECD52"><enum>(9)</enum><text display-inline="yes-display-inline">Nothing in this section shall expand or otherwise amend the Bureau of Reclamation lease of power privilege authorities outside the project boundary.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph id="H9FC3116904FB411E9760E3D42D207350"><enum>(11)</enum><text>in paragraph (10), as so redesignated—</text><subparagraph id="H47FD2758CF85459EAF19D837410CB61C"><enum>(A)</enum><text>by striking subparagraphs (A), (C), (D), and (E);</text></subparagraph><subparagraph id="H215D0DD7C3464C3BAB49893957CA89AD"><enum>(B)</enum><text>by redesignating subparagraph (B) as subparagraph (A); and</text></subparagraph><subparagraph id="HFFAAF015571C419D9AB9798E9D69E000"><enum>(C)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text><quoted-block style="OLC" id="HEEFCBBD0444E40F7ABDDB05F7B36C603" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HII00"><subparagraph id="HB1B9A178D6C94BE2B8C58F06D3C7A26F" indent="down1"><enum>(B)</enum><header>Reserved works facility</header><text display-inline="yes-display-inline">The term <term>reserved works facility</term> means those facilities owned by the Bureau of Reclamation where the Bureau of Reclamation has retained responsibility for carrying out operation and maintenance activities.</text></subparagraph><subparagraph id="H6514700AED5740DAAD5A17661C8A4337" indent="down1"><enum>(C)</enum><header>Transferred works facility</header><text>The term <term>transferred works facility</term> means a project facility where the operations and maintenance of that facility is carried out by a non-Federal entity under the provisions of a formal operations and maintenance transfer contract. </text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></section></legis-body><endorsement display="yes"><action-date>August 27, 2026</action-date><action-desc>Reported with an amendment, committed to the Committee of the Whole House on the State of the Union, and ordered to be printed</action-desc></endorsement></bill>
