R. 7397</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20260205">February 5, 2026</action-date><action-desc><sponsor name-id="H001103">Mr. Hernández</sponsor> (for himself, <cosponsor name-id="S001200">Mr. Soto</cosponsor>, and <cosponsor name-id="G000599">Mr. Goldman of New York</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HPW00">Committee on Transportation and Infrastructure</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require the Secretary of the Army to conduct a comprehensive assessment of the water and wastewater infrastructure modernization needs of Puerto Rico, and for other purposes.</official-title></form><legis-body id="H8D3F4FF63AF24A2AA68945B237A9F89E" style="OLC"><section id="H81C376D9A56148529FFB993B9F799600" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Puerto Rico Water Infrastructure Resilience Act</short-title></quote>.</text></section><section id="H3C2CFD5193CA440584B673194FBB7689" section-type="subsequent-section"><enum>2.</enum><header>Corps of Engineers report on water infrastructure needs in Puerto Rico</header><subsection id="HDB155D93811B4966A22E4BCE42DB4C06"><enum>(a)</enum><header>Assessment</header><text display-inline="yes-display-inline">Not later than 180 days after the date of enactment of this Act, the Secretary, in consultation with the Puerto Rico Aqueduct and Sewer Authority and any other relevant local and Federal agencies, shall conduct a comprehensive assessment of the water and wastewater infrastructure modernization needs of Puerto Rico.</text></subsection><subsection id="H3EAC41BA5B0747C38FFE49473AFC2B65"><enum>(b)</enum><header>Report</header><text>Upon completion of the assessment described in subsection (a), the Secretary shall submit to Congress a report that includes—</text><paragraph id="H361570067A894C69A341FAD77EC6D13A"><enum>(1)</enum><text display-inline="yes-display-inline">a description of the current condition and vulnerabilities of water infrastructure in Puerto Rico;</text></paragraph><paragraph id="H8F1B4FD014444FBB87E6EF73ACF793F6"><enum>(2)</enum><text display-inline="yes-display-inline">the status of ongoing and planned projects in Puerto Rico authorized under section 219 of the Water Resources Development Act of 1992 (<external-xref legal-doc="public-law" parsable-cite="pl/102/580">Public Law 102–580</external-xref>), including any delays or gaps in project execution;</text></paragraph><paragraph id="HDC5BB4CF80354E73B03086B60417EEA6"><enum>(3)</enum><text display-inline="yes-display-inline">a description of water infrastructure modernization needs of Puerto Rico to enhance resilience against future natural disasters, droughts, and system failures; and</text></paragraph><paragraph id="HA87D9750483D42D1870A9D94E459368B"><enum>(4)</enum><text>recommendations for improving coordination across Federal and local agencies to accelerate project delivery in Puerto Rico.</text></paragraph></subsection><subsection id="HC30873C8D76543FE988E341F3DD1FEAC"><enum>(c)</enum><header>Secretary defined</header><text>In this section, the term <quote>Secretary</quote> means the Secretary of the Army, acting through the Corps of Engineers.</text></subsection></section></legis-body></bill>
