display-inline="no-display-inline">Section 6206 of the Middle Class Tax Relief and Job Creation Act of 2012 (<external-xref legal-doc="usc" parsable-cite="usc/47/1426">47 U.S.C. 1426</external-xref>) is amended—</text><paragraph id="H1159A0DE3C23473E8E06638F5923EED5"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (f), by striking <quote>the date that is 15 years after the date of enactment of this title</quote> and inserting <quote>September 30, 2037</quote>; and</text></paragraph><paragraph id="H67C1109F926A48659EF8088C2CE79478"><enum>(2)</enum><text>in subsection (g)—</text><subparagraph id="HD461EDC5115E43A88654F3EFD211AD2B"><enum>(A)</enum><text>by striking <quote>Not later than 10 years after the date of the enactment of this Act</quote> and inserting <quote>Not later than 7 years after the date of the enactment of the <short-title>First Responder Network Authority Reauthorization Act of 2026</short-title></quote>;</text></subparagraph><subparagraph id="H5C775C4F73EC4115BF2B57E0BCA30515"><enum>(B)</enum><text>by striking <quote>15-year sunset</quote> and inserting <quote>termination</quote>; and</text></subparagraph><subparagraph id="H6B7C40568DE64CF0951D9D5A6C45F330"><enum>(C)</enum><text>by adding at the end the following: <quote>Such report shall also contain recommendations for Congress and the NTIA regarding preparations for the expiration of any contract between the First Responder Network Authority and the FirstNet contractor with respect to building, operating, or maintaining the nationwide public safety broadband network.</quote>. </text></subparagraph></paragraph></section><section id="H8BCCC97FF1284B6FABE437F1B6D41EF4"><enum>3.</enum><header>Authority of NTIA over First Responder Network Authority</header><subsection id="H1CBD7A6B16484BD9B52AF59E55FE96A9"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Subtitle B of title VI of the Middle Class Tax Relief and Job Creation Act of 2012 (<external-xref legal-doc="usc" parsable-cite="usc/47/1421">47 U.S.C. 1421 et seq.</external-xref>) is amended—</text><paragraph id="H5834E07B1E6B4DCEA99137F3393D8F76"><enum>(1)</enum><text>in section 6204(a), by striking <quote>as an independent authority</quote>;</text></paragraph><paragraph id="H09DF1D277CCB41AF96F2B64317891D1F"><enum>(2)</enum><text>in section 6206—</text><subparagraph id="HDBAE5CC0A4A14087AF6C3B65B7685476"><enum>(A)</enum><text>by redesignating subsections (d), (e), (f), and (g) as subsections (e), (f), (g), and (h), respectively;</text></subparagraph><subparagraph id="H7EA476BCCF924A7ABD88174F25534359"><enum>(B)</enum><text>by inserting after subsection (c) the following:</text><quoted-block style="OLC" id="HAADE2CD4B6BE49D4AA1200EFCD5AEE0F" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HIF00"><subsection id="H6E211E1A73B849B1A23A7B3292631123" commented="no"><enum>(d)</enum><header>Actions subject to approval of NTIA</header><paragraph id="H574D205DE96441C587CCB6284869DB48" commented="no"><enum>(1)</enum><header>In general</header><text>Any action taken by the First Responder Network Authority shall be subject to the approval of the NTIA.</text></paragraph><paragraph id="H0BB10D17DDA14F30A46E9C6EE8A5D8A1" commented="no"><enum>(2)</enum><header>Manner of approval</header><subparagraph id="HFEF96224227C4614BC6DD8D22443D4D3" commented="no"><enum>(A)</enum><header>Prior approval</header><text>Except as provided in subparagraph (B), the First Responder Network Authority may not take an action unless the NTIA has provided prior approval for such action.</text></subparagraph><subparagraph id="HCA8849CBB1684880AA9A08819D04548D"><enum>(B)</enum><header>Actions for which prior approval not required</header><text>The First Responder Network Authority may take any of the following actions without prior approval by the NTIA:</text><clause id="HA31B5FAB80594FAE8A7B67182AE90964"><enum>(i)</enum><text display-inline="yes-display-inline">Deploying emergency response capabilities and resources to emergencies and disasters.</text></clause><clause id="H79591A721D5A4A14A0625238967EB954"><enum>(ii)</enum><text>Setting strategic priorities and conducting planning activities with respect to the nationwide public safety broadband network.</text></clause><clause id="H4AC82FAC03B942F58FAEC2464ACB8927"><enum>(iii)</enum><text>Maintaining and updating the First Responder Network Authority Strategic Plan and Roadmap or a similar document with respect to the growth, evolution, and advancement of the nationwide public safety broadband network.</text></clause><clause id="H3F2EA4C969194D4DA5DE31F3EC377B2E"><enum>(iv)</enum><text>Establishing performance expectations and investment priorities with respect to the nationwide public safety broadband network.</text></clause><clause id="HF55C3B66006F4504A90F584C8D374CF1"><enum>(v)</enum><text display-inline="yes-display-inline">Developing and adopting the annual budget of the First Responder Network Authority and outlining all network reinvestment decisions and task orders with respect to the nationwide public safety broadband network.</text></clause><clause id="H12260FE7F9634B138E5DFEAA0803B0F8"><enum>(vi)</enum><text display-inline="yes-display-inline">Making written recommendations to the NTIA for action upon network reinvestment decisions and task orders with respect to the nationwide public safety broadband network.</text></clause><clause id="H4DE26D9C686443AAABEDE4648F187F4D"><enum>(vii)</enum><text>Managing the device and application ecosystem with respect to the nationwide public safety broadband network. </text></clause><clause id="HBF4D70FD5A03439BB2374BC25D379728"><enum>(viii)</enum><text>Receiving reports from the Public Safety Advisory Committee or other advisory committees established by the First Responder Network Authority.</text></clause><clause id="H528804734ABA46CDA5959ADE91859F8C"><enum>(ix)</enum><text>Communicating with and conducting outreach to public safety entities and public safety professionals.</text></clause><clause id="H79D3E37933B64769BDC602782E1C5217" commented="no"><enum>(x)</enum><text>Reporting to and briefing Congress, in accordance with this subtitle. </text></clause><clause id="HF6263464DA7740DBBA36C7BA4C031383" commented="no"><enum>(xi)</enum><text>Such other actions as the NTIA may specify.</text></clause></subparagraph><subparagraph id="H08E991C4E8DF4003ADE8796E128BCE77" commented="no"><enum>(C)</enum><header>Rule of construction</header><text>Nothing in this paragraph may be construed to alter the requirement of subsection (c) of section 6208 that fees may only be assessed under such section if approved by the NTIA.</text></subparagraph></paragraph></subsection><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph><subparagraph id="H83197B53425D4753BDA61B48B10E732E"><enum>(C)</enum><text>in subsection (h) (as so redesignated), by striking <quote>subsection (f)</quote> and inserting <quote>subsection (g)</quote>; and</text></subparagraph></paragraph><paragraph id="HC0D07651B09843B1990FE0ABDF356C5E"><enum>(3)</enum><text>in section 6208(d)—</text><subparagraph id="H79EF9F5450B94953B058ACC91AA9BC07"><enum>(A)</enum><text>by striking <quote>The First Responder Network Authority</quote> and inserting the following:</text><quoted-block style="OLC" id="H076F5FD19A984DA4BC3CFDEB9B23B454" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HIF00"><paragraph id="H403EF7367CCF498FB187C1DB64F07727"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The First Responder Network Authority</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph><subparagraph id="H4AFBAC9B55F44866A0B50E993D532CC2"><enum>(B)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" id="HC3F07F8990CF4061960408126E84D088" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HIF00"><paragraph id="H2D912EBC07E84F349C00182DB604C5D1"><enum>(2)</enum><header>NTIA action on network reinvestment decisions and task orders</header><text display-inline="yes-display-inline">Not later than 60 days after the date on which the NTIA receives a written recommendation from the First Responder Network Authority for action upon a network reinvestment decision or task order with respect to the nationwide public safety broadband network, the NTIA shall take action upon such network reinvestment decision or task order.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></subsection><subsection id="HA9DB91B236E346D6919FD1807A805B72"><enum>(b)</enum><header>Conforming amendment</header><text display-inline="yes-display-inline">Section 6205(b)(2) of the Middle Class Tax Relief and Job Creation Act of 2012 (<external-xref legal-doc="usc" parsable-cite="usc/47/1425">47 U.S.C. 1425(b)(2)</external-xref>) is amended by striking <quote>If</quote> and inserting <quote>Subject to section 6206(d), if</quote>.</text></subsection><subsection id="HE461BB86E4814BD6BBC037448C235F17"><enum>(c)</enum><header>Applicability</header><text display-inline="yes-display-inline">The amendments made by this section shall apply with respect to—</text><paragraph id="HFF2F87C410804AB08D8BE12335238CC7"><enum>(1)</enum><text>except as provided in paragraph (2) of this subsection, actions taken by the First Responder Network Authority on or after the date of the enactment of this Act; and</text></paragraph><paragraph id="H5ED6F38E2A504C6596C1C686EBFA555C"><enum>(2)</enum><text>in the case of paragraph (2) of section 6208(d) of the Middle Class Tax Relief and Job Creation Act of 2012 (<external-xref legal-doc="usc" parsable-cite="usc/47/1428">47 U.S.C. 1428(d)</external-xref>), as added by this section, written recommendations received by the National Telecommunications and Information Administration on or after the date of the enactment of this Act.</text></paragraph></subsection></section><section id="H9143FDC399194A6281E9062D1E80F3AF"><enum>4.</enum><header>Board of First Responder Network Authority</header><subsection id="HB1D91E2FCC0745A09494113C95911ED1"><enum>(a)</enum><header>Public safety professionals</header><text display-inline="yes-display-inline">Section 6204(b)(2)(A) of the Middle Class Tax Relief and Job Creation Act of 2012 (<external-xref legal-doc="usc" parsable-cite="usc/47/1424">47 U.S.C. 1424(b)(2)(A)</external-xref>) is amended by amending clause (iv) to read as follows:</text><quoted-block style="OLC" id="H4145EE24F3514150A85BA4091F23C4AB" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HIF00"><clause id="HD040557B4BF94492AAFE33214F8B755B"><enum>(iv)</enum><text display-inline="yes-display-inline">ensure that, on and after the date that is 3 years after the date of the enactment of the <short-title>First Responder Network Authority Reauthorization Act of 2026</short-title>, the Board includes not fewer than 5 individuals serving as State, local, or Tribal public safety professionals in the fields of fire response services, emergency medical services, emergency management services, law enforcement, or 9–1–1 services.</text></clause><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H0CA35073572B4E0288419A5ED51594F3"><enum>(b)</enum><header>Staggered terms</header><paragraph id="H6307B3FE2D1F43618004D0ED12F07B68"><enum>(1)</enum><header>In general</header><text>Section 6204(c)(2) of the Middle Class Tax Relief and Job Creation Act of 2012 (<external-xref legal-doc="usc" parsable-cite="usc/47/1424">47 U.S.C. 1424(c)(2)</external-xref>) is amended—</text><subparagraph id="H20722D04458A440B8F3659E964AD3061"><enum>(A)</enum><text>in subparagraph (A)(ii), by striking <quote>3 years</quote> and inserting <quote>not more than 3 years</quote>; and</text></subparagraph><subparagraph id="H65BAF8ED59E446EA9656BC25876C1953"><enum>(B)</enum><text>by amending subparagraph (D) to read as follows:</text><quoted-block style="OLC" id="H2390F3FD6B0B44E0B40478B0D2C35337" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HIF00"><subparagraph id="H3FE2E0E881A84EF3B51AA378806BAA17"><enum>(D)</enum><header>Staggered terms</header><text display-inline="yes-display-inline">In making appointments under subsection (b)(1)(D), the Secretary of Commerce shall ensure that the terms of office of individuals so appointed are staggered, as the Secretary considers appropriate to reduce the likelihood that the terms of office of more than 4 such individuals will expire at the same time.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="H8022B8F3C47348BA921D8B13E9B0B07E"><enum>(2)</enum><header>Applicability</header><text>The amendments made by this subsection shall apply with respect to appointments made on or after the date of the enactment of this Act.</text></paragraph></subsection></section><section id="H63E23E6D9CCC40FEAD442BFDC90C45CE"><enum>5.</enum><header>Associate Administrator</header><subsection id="H786141B7904E4595969172E64DFB5B7A"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 6204 of the Middle Class Tax Relief and Job Creation Act of 2012 (<external-xref legal-doc="usc" parsable-cite="usc/47/1424">47 U.S.C. 1424</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" id="H6F22FAC8A5C248FCA426E055659D3542" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HIF00"><subsection id="H90984624ECAD411BA47D33895A220626"><enum>(h)</enum><header>Associate Administrator</header><paragraph id="H1E66832B6350455DB17D05C9C572A315"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The First Responder Network Authority shall have an Associate Administrator, who shall be a career appointee (as defined in section 3132(a) of title 5, United States Code) in the Senior Executive Service and who shall be appointed by the Assistant Secretary from among 3 individuals nominated by the Board. The Assistant Secretary shall make such appointment under the merit procedures applicable to appointing such career appointees under subchapter II of chapter 31 of such title 5.</text></paragraph><paragraph id="H380C0E268CCA4A02882DF7F060730FDD"><enum>(2)</enum><header>Duties</header><text display-inline="yes-display-inline">The Associate Administrator shall do the following:</text><subparagraph id="HCC3A163494B243118000DCEFDFCC9908"><enum>(A)</enum><text>Subject to the direction of the Board and approval by the Assistant Secretary under section 6206(d), manage the staff and operations of the First Responder Network Authority in order to ensure that the duties and responsibilities of the First Responder Network Authority are carried out.</text></subparagraph><subparagraph id="HF91065C7EAF148168A85DB6D93991CED" commented="no"><enum>(B)</enum><text>Serve as a liaison between the Board and the Assistant Secretary, including with respect to ensuring compliance by the First Responder Network Authority with section 6206(d). </text></subparagraph></paragraph><paragraph id="HD2993EB4F04848ACB0441182EB0E2FDB"><enum>(3)</enum><header>Annual performance reviews</header><text>The NTIA, in consultation with the Chair of the Board and any committee of the Board relating to governance and risk, shall conduct an annual performance review of the Associate Administrator.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H61D68A8421734F5489811C3C86724E23"><enum>(b)</enum><header>Continuation in office</header><text display-inline="yes-display-inline">The individual serving as the Executive Director and Chief Executive Officer of the First Responder Network Authority on the day before the date of the enactment of this Act may serve as the Associate Administrator under subsection (h) of section 6204 of the Middle Class Tax Relief and Job Creation Act of 2012 (<external-xref legal-doc="usc" parsable-cite="usc/47/1424">47 U.S.C. 1424</external-xref>), as added by subsection (a), on and after such date of enactment without the need for appointment under such subsection (h).</text></subsection></section><section id="HE4127C602F744B459FDE9240A20A8875"><enum>6.</enum><header>Components of nationwide public safety broadband network</header><text display-inline="no-display-inline">Section 6202(b) of the Middle Class Tax Relief and Job Creation Act of 2012 (<external-xref legal-doc="usc" parsable-cite="usc/47/1422">47 U.S.C. 1422(b)</external-xref>) is amended, in the matter preceding paragraph (1), by striking <quote>and initially consists of</quote> and inserting <quote>and consists of such technologies and services as necessary to enable secure, interoperable, resilient, and prioritized broadband communications for public safety entities, including</quote>.</text></section><section id="HD0C67811608049C78F4AE36F322D4C26"><enum>7.</enum><header>Flexibility in establishing fee amounts</header><text display-inline="no-display-inline">Section 6208(b) of the Middle Class Tax Relief and Job Creation Act of 2012 (<external-xref legal-doc="usc" parsable-cite="usc/47/1428">47 U.S.C. 1428(b)</external-xref>) is amended—</text><paragraph id="H5B00A7CD9DD9457990F420DF2D803A9A"><enum>(1)</enum><text>by inserting <quote>(or other period specified by the First Responder Network Authority)</quote> after <quote>for each fiscal year</quote>; and</text></paragraph><paragraph id="H0CCF2D395F5C4AB58CD9C2193481C75F"><enum>(2)</enum><text>by striking <quote>the fiscal year involved</quote> and inserting <quote>such fiscal year (or other period)</quote>. </text></paragraph></section><section id="H45C1B47D2B474817A5692D06993DDCE9" section-type="subsequent-section"><enum>8.</enum><header>Reports to Congress on First Responder Network Authority</header><subsection id="HDBEF7711B6174E8B8E8784D7DC9B25E8" commented="no"><enum>(a)</enum><header>Additional matters to be included in First Responder Network Authority audit report</header><text display-inline="yes-display-inline">Section 6209(b)(2) of the Middle Class Tax Relief and Job Creation Act of 2012 (<external-xref legal-doc="usc" parsable-cite="usc/47/1429">47 U.S.C. 1429(b)(2)</external-xref>) is amended—</text><paragraph id="H35A33C0131444D848F086C3AA1E45488" commented="no"><enum>(1)</enum><text display-inline="yes-display-inline">in subparagraph (B), by striking <quote>; and</quote> and inserting a semicolon;</text></paragraph><paragraph id="H5103076781D345F4ADA508E425F6F3CB" commented="no"><enum>(2)</enum><text>in subparagraph (C), by striking the period at the end and inserting <quote>; and</quote>; and</text></paragraph><paragraph id="HE49D7E6624F84AF0B3E0280AC085DFFB" commented="no"><enum>(3)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" id="H7DB60629BB1D4F87893A741672715A3E" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HIF00"><subparagraph id="H1A245BFB1B9E40B689D00852743D5BF0" commented="no"><enum>(D)</enum><text display-inline="yes-display-inline">an evaluation of the performance of the FirstNet contractor under the contract in building, operating, and maintaining the nationwide public safety broadband network. </text></subparagraph><after-quoted-block>. </after-quoted-block></quoted-block></paragraph></subsection><subsection id="HD3CC626297824B90A4F11505E1811BB2"><enum>(b)</enum><header>Annual reports to Congress</header><text display-inline="yes-display-inline">Subtitle B of title VI of the Middle Class Tax Relief and Job Creation Act of 2012 (<external-xref legal-doc="usc" parsable-cite="usc/47/1421">47 U.S.C. 1421 et seq.</external-xref>), as amended by the preceding provisions of this Act, is further amended by adding at the end the following: </text><quoted-block style="OLC" id="HBBB7C99EE1014EA684D7B1A04218D68C" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HIF00"><section id="H5BD4E82C78C545DEA0153136E986BAEA"><enum>6214.</enum><header>Annual reports on First Responder Network Authority</header><subsection id="H3FDF27F51E7E48959299F1E1F85651CF"><enum>(a)</enum><header>Report on network matters</header><text display-inline="yes-display-inline">The NTIA shall submit to Congress an annual report that includes information on cyberattacks, cyber defense efforts, and unscheduled service outages of all causes with respect to the nationwide public safety broadband network. Each such annual report—</text><paragraph id="HA321E05278144205868E7FF83B07866B"><enum>(1)</enum><text>shall be submitted in unclassified form, but may contain a classified annex; and</text></paragraph><paragraph id="H40EE73AED760499D8B4280ED258D40AA" commented="no"><enum>(2)</enum><text>at the request of the Board, shall include a statement from the Board with respect to such information.</text></paragraph></subsection><subsection id="H2CD886508C93441491EC116BF5E33F6A"><enum>(b)</enum><header>Report on adoption rates</header><text display-inline="yes-display-inline">The NTIA shall submit to Congress an annual report on adoption rates, by profession and geographic area, with respect to the nationwide public safety broadband network that, at the request of the Board, shall include a statement from the Board with respect to such adoption rates.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="HEBF17AAE1731403C89395C32326C914C"><enum>(c)</enum><header>Annual briefing</header><text>Subtitle B of title VI of the Middle Class Tax Relief and Job Creation Act of 2012 (<external-xref legal-doc="usc" parsable-cite="usc/47/1421">47 U.S.C. 1421 et seq.</external-xref>), as amended by the preceding provisions of this Act, is further amended by adding at the end the following:</text><quoted-block style="OLC" id="H50D2E5B85CCD4990B0EAA3BD63D7B76B" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HIF00"><section id="H6D3FC6E70D35446093FBB68BD8F37C36"><enum>6215.</enum><header>Annual briefings on First Responder Network Authority</header><text display-inline="no-display-inline">Not later than 1 year after the date of the enactment of this section, and annually thereafter, the NTIA shall provide to the Committee on Energy and Commerce of the House of Representatives and the Committee on Commerce, Science, and Transportation of the Senate a briefing on activities with respect to the First Responder Network Authority that, at the request of the Board, shall include the participation of the Chair of the Board (or a designee thereof).</text></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section><section id="H1C9A6505B9E54956AF786F748D621668" section-type="subsequent-section"><enum>9.</enum><header>Business continuity and disaster recovery plan</header><text display-inline="no-display-inline">Subtitle B of title VI of the Middle Class Tax Relief and Job Creation Act of 2012 (<external-xref legal-doc="usc" parsable-cite="usc/47/1421">47 U.S.C. 1421 et seq.</external-xref>), as amended by the preceding provisions of this Act, is further amended by adding at the end the following:</text><quoted-block style="OLC" id="H57944F4EDF7A46609D39A6F12B2EFD60" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HIF00"><section id="HFE71DC5F3B5842BEADD30DB4D2E60E08"><enum>6216.</enum><header>Business continuity and disaster recovery plan</header><subsection id="HD12B4F9D322A412C8417941D7F54C8EF"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this section, and every 5 years thereafter, the FirstNet contractor shall submit to the NTIA for approval, and to the Board for review, a business continuity and disaster recovery plan to ensure rapid restoration of the nationwide public safety broadband network following an outage resulting from a natural disaster or other emergency.</text></subsection><subsection id="H6C6BB87503564A6A8D92ADBDED6E4DAA"><enum>(b)</enum><header>Timing of approval or request for resubmission</header><text>Not later than 180 days after the date on which the NTIA receives a plan submitted under this section, the NTIA, in consultation with the Board, shall—</text><paragraph id="H8D6A3453FA3849A98656C807B4C5CF81"><enum>(1)</enum><text>approve such plan; or</text></paragraph><paragraph id="HE54EF3BE043A49AA90CC74796E546E5D"><enum>(2)</enum><text>provide to the FirstNet contractor a written notice of—</text><subparagraph id="HA6B2BBDE4E204C459A66EBC34417BCDD"><enum>(A)</enum><text>the reasoning for not approving such plan; and</text></subparagraph><subparagraph id="H2FECF828A0E6481792421E5ED31EBDFE"><enum>(B)</enum><text>the timeframe and process, as determined by the NTIA, for resubmitting such plan for approval.</text></subparagraph></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section><section id="H61299C77B5B94D20BEBD09F173E6F811"><enum>10.</enum><header>Outage notifications</header><text display-inline="no-display-inline">Subtitle B of title VI of the Middle Class Tax Relief and Job Creation Act of 2012 (<external-xref legal-doc="usc" parsable-cite="usc/47/1421">47 U.S.C. 1421 et seq.</external-xref>), as amended by the preceding provisions of this Act, is further amended by adding at the end the following:</text><quoted-block style="OLC" id="HC10089C2B87A464B95CDC46C31CEF29B" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HIF00"><section id="H6A6B4CD9025F40A8B1E5DC68B7AB96EA"><enum>6217.</enum><header>Outage notifications</header><text display-inline="no-display-inline">In the case of any unscheduled service outage with respect to the nationwide public safety broadband network—</text><paragraph id="HCCE528EB6EA74465B747F00486CF2E08"><enum>(1)</enum><text display-inline="yes-display-inline">as soon as practicable, but not later than 30 minutes, after the FirstNet contractor has confirmed such outage, the FirstNet contractor shall notify the First Responder Network Authority of such outage; and</text></paragraph><paragraph id="HD8C13779E8EB4548B51903BEF193DE8B"><enum>(2)</enum><text display-inline="yes-display-inline">the FirstNet contractor shall provide to the departments and agencies that use such network a network status tool that provides timely information on such outage.</text></paragraph></section><after-quoted-block>.</after-quoted-block></quoted-block></section><section id="H26A89BBEC703477287ACFF1D1DF23A4B"><enum>11.</enum><header>Submission to Congress of FirstNet contract</header><text display-inline="no-display-inline">Subtitle B of title VI of the Middle Class Tax Relief and Job Creation Act of 2012 (<external-xref legal-doc="usc" parsable-cite="usc/47/1421">47 U.S.C. 1421 et seq.</external-xref>), as amended by the preceding provisions of this Act, is further amended by adding at the end the following:</text><quoted-block style="OLC" id="HF3245DCCD7284B1CA2639B2232B3B025" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HIF00"><section id="H8C8B506F8BAF44C1A6DA685AA5711484"><enum>6218.</enum><header>Submission to Congress of FirstNet contract</header><text display-inline="no-display-inline">Not later than 7 days after receiving a request, in writing, from the Chair and Ranking Member of the Committee on Energy and Commerce of the House of Representatives, or from the Chair and Ranking Member of the Committee on Commerce, Science, and Transportation of the Senate, the Assistant Secretary shall submit to such Committee any contract between the First Responder Network Authority and the FirstNet contractor with respect to building, operating, or maintaining the nationwide public safety broadband network.</text></section><after-quoted-block>.</after-quoted-block></quoted-block></section><section id="H5BB20B5EA5AD48689BC35FF32BEB4FDA"><enum>12.</enum><header>Definitions</header><text display-inline="no-display-inline">Section 6001 of the Middle Class Tax Relief and Job Creation Act of 2012 (<external-xref legal-doc="usc" parsable-cite="usc/47/1401">47 U.S.C. 1401</external-xref>) is amended—</text><paragraph id="H50833AB1C65444348FA9052F54FE5721"><enum>(1)</enum><text>by redesignating paragraphs (15) through (33) as paragraphs (16) through (34), respectively;
