 Mr. Thompson of Mississippi (for himself, Mr. Swalwell, Mr. Thanedar, 
Mr. Goldman of New York, Mr. Kennedy of New York, Mrs. McIver, Ms. Pou, 
    Mr. Carter of Louisiana, and Mr. Green of Texas) introduced the 
 following bill; which was referred to the Committee on Transportation 
   and Infrastructure, and in addition to the Committee on Homeland 
Security, for a period to be subsequently determined by the Speaker, in 
   each case for consideration of such provisions as fall within the 
                jurisdiction of the committee concerned

To amend the Homeland Security Act of 2002 to improve the transparency 
    of the Nonprofit Security Grant Program, and for other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Nonprofit Security Grant Program 
Transparency Act''.

SEC. 2. REPORTS UNDER THE NONPROFIT SECURITY GRANT PROGRAM.

    Subsection (e) of section 2009 of the Homeland Security Act of 2002 
(6 U.S.C. 609a) is amended to read as follows:
    ``(e) Reports.--
            ``(1) Pre-grant information.--Not later than seven days 
        before the Administrator makes in a fiscal year a set of one or 
        more grants under this section, the Administrator shall submit 
        to the Committee on Homeland Security of the House of 
        Representatives and the Committee on Homeland Security and 
        Governmental Affairs of the Senate a report that includes 
        information relating to the following:
                    ``(A) The number of applications in such year for 
                such a grant, submitted to a State by an eligible 
                nonprofit organization described in subsection (b).
                    ``(B) The number of such applications submitted to 
                the Administrator by any such State.
                    ``(C) The number of grants to be so made in such 
                set, disaggregated by the following categories:
                            ``(i) State.
                            ``(ii) High-risk urban area (as 
                        applicable).
                    ``(D) The aggregate amount of such grants in such 
                set, disaggregated by such categories.
                    ``(E) For each such organization that is to receive 
                a grant in such set, the following:
                            ``(i) The name of such organization.
                            ``(ii) The address of such organization, 
                        including the State in which such organization 
                        is located.
                            ``(iii) Whether such organization is 
                        located in a high-risk urban area and, if so, 
                        the identification of such area.
                            ``(iv) The amount of such grant.
            ``(2) Annual information.--Not later than 90 days after the 
        conclusion of a fiscal year in which a grant is made under this 
        section, the Administrator shall submit to the committees 
        specified in paragraph (1) a report that includes information 
        relating to the following for such year:
                    ``(A) For each State through which an eligible 
                nonprofit organization described in subsection (b) 
                applied to receive such a grant, the following:
                            ``(i) The number of applications for such a 
                        grant, submitted to such State by such an 
                        organization.
                            ``(ii) The number of such applications 
                        submitted to the Administrator by such State.
                            ``(iii) The number of such grants made.
                            ``(iv) The aggregate amount of such grants.
                            ``(v) Of such amounts, each amount retained 
                        under subsection (c)(2).
                    ``(B) For each recipient of such a grant, the 
                expenditure by such recipient of the amount of such 
                grant not so retained.
                    ``(C) For each high-risk urban area in which such a 
                recipient is located, the following:
                            ``(i) The number of such grants made.
                            ``(ii) The aggregate amount of such grants.
                    ``(D) The operations of the program office of the 
                Program, including staffing resources and efforts with 
                respect to subparagraphs (A) through (D) of subsection 
                (c)(1).''.
