which was referred to the <committee-name committee-id="HWM00">Committee on Ways and Means</committee-name></action-desc></action><action display="yes"><action-date date="20260511">May 11, 2026</action-date><action-desc>Additional sponsors: <cosponsor name-id="M000317">Ms. Malliotakis</cosponsor>, <cosponsor name-id="S001172">Mr. Smith of Nebraska</cosponsor>, <cosponsor name-id="H001082">Mr. Hern of Oklahoma</cosponsor>, <cosponsor name-id="S001183">Mr. Schweikert</cosponsor>, and <cosponsor name-id="D000096">Mr. Davis of Illinois</cosponsor></action-desc></action><action display="yes"><action-date date="20260511">May 11, 2026</action-date><action-desc>Reported with an amendment, committed to the Committee of the Whole House on the State of the Union, and ordered to be printed</action-desc><action-instruction>Strike out all after the enacting clause and insert the part printed in italic</action-instruction><action-instruction>For text of introduced bill, see copy of bill as introduced on February 4, 2026</action-instruction><action-desc><pagebreak></pagebreak></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend section 477 of the Social Security Act to expand education and workforce training opportunities for youth who have experienced foster care.<pagebreak></pagebreak></official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause" changed="added" style="OLC" committee-id="HWM00" reported-display-style="italic" id="HF5457BB878324170AF0763FBD55C311E"><section id="H4BBC22AF44884E1B88E52B65E1B3DE2C" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Foster Youth Workforce Opportunity Act</short-title></quote>.</text></section><section id="H9FCBDF2C93884F60A0A95F1A9E21C3D8"><enum>2.</enum><header>Expansion of education and workforce training opportunities for youth who have experienced foster care</header><text display-inline="no-display-inline">Section 477 of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/677">42 U.S.C. 677</external-xref>) is amended—</text><paragraph id="H704510AA97964719AC457F9E29063D59"><enum>(1)</enum><text>in subsection (a)(5), by striking <quote>aged out of foster care</quote> and inserting <quote>experienced foster care at age 14 or older</quote>;</text></paragraph><paragraph id="H6F3E5228C2E3409285D0B6220CAB645B"><enum>(2)</enum><text>in subsection (h)(2), by striking <quote>age out of foster care</quote> and inserting <quote>experience foster care at age 14 or older</quote>;</text></paragraph><paragraph id="H914B174BDFD549B59B38A3429AE32748"><enum>(3)</enum><text>in each of subsections (a)(6) and (i)(2), by striking <quote>16</quote> and inserting <quote>14</quote>;</text></paragraph><paragraph id="HCB665B17BC2D47979EA7FEE9D3FFFF5A"><enum>(4)</enum><text>in subsection (i)(3), by striking <quote>in no event may a youth participate in the program for more than 5 years (whether or not consecutive)</quote> and inserting <quote>may not allow a youth to participate in the program for more than 5 years (or, in the case of a youth who was involved in a remedial education activity referred to in paragraph (4)(B), for more than 6 years), whether or not consecutive</quote>;</text></paragraph><paragraph id="HC52DFB0F8CC546C98DF571AA126B5D14"><enum>(5)</enum><text>in subsection (i)(4)—</text><subparagraph id="H5E71F1499C6C43C591A7E6D6D5B3DFB3"><enum>(A)</enum><text>by amending subparagraph (A) to read as follows:</text><quoted-block style="OLC" id="H4E202C169C0945659757F308B84B6683" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HWM00"><subparagraph id="H727D3709303545B0B5758EF9DFCE0547"><enum>(A)</enum><text>may be available for the cost of attendance—</text><clause id="H2A95FAC1B3824D83A8CF1637869E249E"><enum>(i)</enum><text>at an institution of higher education, as defined in section 102 of the Higher Education Act of 1965, including a community college or postsecondary vocational institution; or</text></clause><clause id="H4B9B9D49353E4C53B6345BF4F4747AC7"><enum>(ii)</enum><text display-inline="yes-display-inline">at a short-term training program that is eligible for the Workforce Pell program under section 401(k), as described in section 481(b)(3) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1088">20 U.S.C. 1088(b)(3)</external-xref>), as added by section 83002(b) of <external-xref legal-doc="public-law" parsable-cite="pl/119/21">Public Law 119–21</external-xref>;</text></clause></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph><subparagraph id="H4B39C14478AA4F5E87FD133838738A85"><enum>(B)</enum><text>by redesignating subparagraph (B) as subparagraph (C); and</text></subparagraph><subparagraph id="H906E9146AB5A4D73973E49243C5B4448"><enum>(C)</enum><text>by inserting after subparagraph (A), as so amended, the following:</text><quoted-block style="OLC" id="H13ECC9F6116D45329FD97219B96B1F27" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HWM00"><subparagraph id="H597AB6246A514315AD4F89FE27C1D44B"><enum>(B)</enum><text display-inline="yes-display-inline">may be available for costs—</text><clause id="H608C0D5BB9884EBBBBD4F5BB1335181D"><enum>(i)</enum><text display-inline="yes-display-inline">associated with participation in an apprenticeship program;</text></clause><clause id="HE65E4F7E00F54B8791037136036EA92A"><enum>(ii)</enum><text>to obtain a general equivalency degree; or</text></clause><clause id="H4CDD41E99EB24D38AC29DB0BA2790F04"><enum>(iii)</enum><text>to receive remedial education; and</text></clause></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="H6F1F2BF12F1B448FB0ACFBF0019969EC"><enum>(6)</enum><text>in subsection (i), by adding at the end the following:</text><quoted-block style="OLC" id="HD5BC11B88AEA437F8D079B75A42193CE" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HWM00"><paragraph id="HE51089281247496784D71946623D03BF"><enum>(7)</enum><text display-inline="yes-display-inline">In this section, the term <term>remedial education</term> means education or skill training needed to support obtaining a high school diploma or qualifying for postsecondary education, training, or an apprenticeship that is—</text><subparagraph id="HD28ACBDD4B774E87BCF8E0C8DA72FCE6"><enum>(A)</enum><text>not already available through the school district of the student or another free local, State, or Federal program; and</text></subparagraph><subparagraph id="H0D9DBC02142B48CBA50637E1DA56DD6D"><enum>(B)</enum><text>is provided by an instructor with credentials relevant to the subject area of instruction, as determined by the State.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="HCE02B69D7406466E8B94E21E94B8E030"><enum>3.</enum><header>Effective date</header><text display-inline="no-display-inline">The amendments made by this Act shall take effect on the date that is 1 year after the date of the enactment of this Act.</text></section></legis-body><endorsement display="yes"><action-date>May 11, 2026</action-date><action-desc>Reported with an amendment, committed to the Committee of the Whole House on the State of the Union, and ordered to be printed</action-desc></endorsement></bill>
