committed to the Committee of the Whole House on the State of the Union and ordered to be printed</action-desc><action-instruction>For text of introduced bill, see copy of bill as introduced on February 4, 2026</action-instruction><action-desc><pagebreak></pagebreak></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Public Works and Economic Development Act of 1965 to provide for certain grant eligibility relating to projects that facilitate the relocation, to the United States, of a source of employment located outside the United States, and for other purposes.<pagebreak></pagebreak></official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause" changed="added" style="OLC" committee-id="HPW00" reported-display-style="italic" id="H76966332270E4B139A1488367198BA05"><section id="HBD826F42B32F491FB488D131A4AFFE46" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Made in America Jobs Act of 2026</short-title></quote>.</text></section><section id="H0CC47E86BA4C4EAF99193EF657298545" display-inline="no-display-inline"><enum>2.</enum><header>Grants for public works and economic development</header><subsection id="H745E20B96DEF429381FD6D32087D66CF"><enum>(a)</enum><header>Grants for public works and economic development</header><text>Section 201(c) of the Public Works and Economic Development Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/42/3141">42 U.S.C. 3141(c)</external-xref>) is amended—</text><paragraph id="H746B0AC86F0144C89281B20878B62D81"><enum>(1)</enum><text>in paragraph (7) by striking <quote>or</quote> at the end;</text></paragraph><paragraph id="HBE1FF8EF243F44E8AA79C69C47DE7A92"><enum>(2)</enum><text>in paragraph (8) by striking the period at the end and inserting a semicolon; and</text></paragraph><paragraph id="H7562ED98AF0C4BA68D2137B8B3A2586D"><enum>(3)</enum><text>by adding at the end the following:</text><quoted-block id="H06FEC735F673429680F2E463ED86A466" style="OLC" changed="added" reported-display-style="italic" committee-id="HPW00"><paragraph id="H018F87B3E10F470B8842A8EFD323E6E3"><enum>(9)</enum><text>facilitate the relocation, to the United States, of a source of employment located outside the United States; and</text></paragraph><paragraph id="H72A809DA1C7549D08A4B8AD20810F225"><enum>(10)</enum><text>facilitate the growth of the manufacturing sector.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="H10AEB3542F934C1AA781F2737F80FED2"><enum>(b)</enum><header>Grants for planning and grants for administrative expenses</header><text display-inline="yes-display-inline">Section 203(a) of the Public Works and Economic Development Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/42/3143">42 U.S.C. 3143(a)</external-xref>) is amended by inserting <quote>, including planning with respect to projects to facilitate the relocation, to the United States, of a source of employment located outside the United States or to facilitate the growth of the manufacturing sector,</quote> after <quote>economic development planning</quote>.</text></subsection><subsection id="H86B31BE18F934CDC9D12AFF8D6FE502A"><enum>(c)</enum><header>Grants for training, research, and technical assistance</header><text>Section 207(a)(2) of the Public Works and Economic Development Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/42/3147">42 U.S.C. 3147(a)(2)</external-xref>) is amended—</text><paragraph id="HC4916772B1EF458ABF53567606308DAB"><enum>(1)</enum><text>in subparagraph (H) by striking <quote>and</quote> at the end; </text></paragraph><paragraph id="H2C1F63BBC6294B228C952AEEE63FCEB9"><enum>(2)</enum><text>by redesignating subparagraph (I) as subparagraph (K); and</text></paragraph><paragraph id="H579A2EF7F672456592F990919782FA14"><enum>(3)</enum><text>by inserting after subparagraph (H) the following:</text><quoted-block id="H4F361FBFA8E64CD79697B3E1268083EF" style="OLC" changed="added" reported-display-style="italic" committee-id="HPW00"><subparagraph id="HF372F491B40F49EEA146099099163D69"><enum>(I)</enum><text>activities to facilitate the relocation, to the United States, of a source of employment located outside the United States;</text></subparagraph><subparagraph id="H7A98C02CDD0C4BA299FDF32F2016E5A0"><enum>(J)</enum><text>activities to facilitate the growth of the manufacturing sector; and</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="HE5D542EC74D043308F1002E2017EC716"><enum>(d)</enum><header>Grants for economic adjustment</header><text>Section 209(a) of the Public Works and Economic Development Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/42/3149">42 U.S.C. 3149(a)</external-xref>) is amended by inserting <quote>projects to facilitate the relocation, to the United States, of a source of employment located outside the United States, projects to facilitate the growth of the manufacturing sector,</quote> after <quote>loan fund),</quote>.</text></subsection></section></legis-body><endorsement display="yes"><action-date>March 20, 2026</action-date><action-desc>Reported from the <committee-name added-display-style="italic" committee-id="HPW00" deleted-display-style="strikethrough">Committee on Transportation and Infrastructure</committee-name> with an amendment</action-desc><action-date>March 20, 2026</action-date><action-desc>Committee on <committee-name committee-id="HBA00">Financial Services</committee-name> discharged;
