R. 7339</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20260203">February 3, 2026</action-date><action-desc><sponsor name-id="H001052">Mr. Harris of Maryland</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">For the relief of Dr. Yue-Cheng Yang.</official-title></form><legis-body id="HDA18E3CDDF2B4941908059CFED16E67C" style="OLC"><section id="H9CA1368AA8FA4BA8935D4ECB599F04AC" section-type="section-one"><enum>1.</enum><header>Permanent resident status for Dr. Yue-Cheng Yang</header><subsection id="H6DC9F9A1F0314C308B6E824C94005BB7"><enum>(a)</enum><header>In general</header><text>Notwithstanding subsections (a) and (b) of section 201 of the Immigration and Nationality Act, Dr. Yue-Cheng Yang shall be eligible for issuance of an immigrant visa or for adjustment of status to that of an alien lawfully admitted for permanent residence upon filing an application for issuance of an immigrant visa under section 204 of such Act or for adjustment of status to lawful permanent resident.</text></subsection><subsection id="H541A7ED9F5A042F19B18E82675BF8A0F"><enum>(b)</enum><header>Adjustment of status</header><text>If Dr. Yue-Cheng Yang enters the United States before the filing deadline specified in subsection (c), he shall be considered to have entered and remained lawfully and shall, if otherwise eligible, be eligible for adjustment of status under section 245 of the Immigration and Nationality Act as of the date of the enactment of this Act.</text></subsection><subsection id="H0DB8C2C42BF34D07B44BC749A15D1450"><enum>(c)</enum><header>Waiver of grounds for removal or denial of admission</header><paragraph id="HABFB6E3B2E82410F978D4F8D89A74684"><enum>(1)</enum><header>In general</header><text>Notwithstanding sections 212(a) and 237(a) of the Immigration and Nationality Act, Dr. Yue-Cheng Yang may not be removed from the United States, denied admission to the United States, or considered ineligible for lawful permanent residence in the United States by reason of any ground for removal or denial of admission that is reflected in the records of the Department of Homeland Security or the Visa Office of the Department of State on the date of the enactment of this Act.</text></paragraph><paragraph id="H3217D0ACD05B4453AF5BD49F54650D9B"><enum>(2)</enum><header>Rescission of outstanding order of removal</header><text>The Secretary of Homeland Security shall rescind any outstanding order of removal or deportation, or any finding of inadmissibility or deportability, that has been entered against Dr. Yue-Cheng Yang by reason of any ground described in paragraph (1).</text></paragraph></subsection><subsection id="H4A677BA8F75E4E1EB7A98B1E405959C2"><enum>(d)</enum><header>Application and payment of fees</header><text>Subsections (a) and (b) shall apply only if the application for issuance of immigrant visas or the application for adjustment of status are filed with appropriate fees within two years after the date of the enactment of this Act.</text></subsection><subsection id="H5508FAC2D84F4DA78A96C14060AF5B67"><enum>(e)</enum><header>Reduction of immigrant visa numbers</header><text>Upon the granting of immigrant visas or permanent residence to Dr. Yue-Cheng Yang, the Secretary of State shall instruct the proper officer to reduce by one, during the current or next following fiscal year—</text><paragraph id="H86641630B3B84006B4FE36B27BAF6138"><enum>(1)</enum><text>the total number of immigrant visas that are made available to natives of the country of birth of Dr. Yue-Cheng Yang under section 203(a) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1153">8 U.S.C. 1153(a)</external-xref>); or</text></paragraph><paragraph id="HE98022D630BB46A7BF94CD325E8CEAF3"><enum>(2)</enum><text display-inline="yes-display-inline">if applicable, the total number of immigrant visas that are made available to natives of the country of birth of Dr. Yue-Cheng Yang under section 202(e) of that Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1152">8 U.S.C. 1152(e)</external-xref>).</text></paragraph></subsection></section></legis-body></bill>
