R. 7258</legis-num><associated-doc role="report" display="yes">[Report No. 119–645]</associated-doc><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20260127">January 27, 2026</action-date><action-desc><sponsor name-id="L000597">Ms. Lee of Florida</sponsor> (for herself and <cosponsor name-id="W000798">Mr. Walberg</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><action display="yes"><action-date date="20260511">May 11, 2026</action-date><action-desc>Additional sponsors: <cosponsor name-id="L000601">Mr. Landsman</cosponsor>, <cosponsor name-id="B001306">Mr. Balderson</cosponsor>, and <cosponsor name-id="O000177">Mr. Onder</cosponsor></action-desc></action><action display="yes"><action-date date="20260511">May 11, 2026</action-date><action-desc>Committed to the Committee of the Whole House on the State of the Union and ordered to be printed<pagebreak></pagebreak></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Department of Energy Organization Act with respect to functions assigned to Assistant Secretaries, and for other purposes.<pagebreak></pagebreak></official-title></form><legis-body id="H5C9A02FA99FC46A181BA54D681F51623" style="OLC"><section id="H8ED37450B99446818A23BAD3C6715F4F" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Energy Emergency Leadership Act</short-title></quote>.</text></section><section id="HF39BBF0AD173412391A842FD44782AF4"><enum>2.</enum><header>Functions assigned to Assistant Secretaries</header><subsection id="H0BED113FB96C45FABEBD4A7C64B4B2DD"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Subsection (a) of section 203 of the Department of Energy Organization Act (<external-xref legal-doc="usc" parsable-cite="usc/42/7133">42 U.S.C. 7133(a)</external-xref>) is amended by adding at the end the following new paragraph:</text><quoted-block display-inline="no-display-inline" id="H9F194F74468C43B8AEE5F83C67FAF3AA" style="OLC"><paragraph id="HDA5026D4872A445EABC953F7A341D6A8"><enum>(12)</enum><text display-inline="yes-display-inline">Energy emergency and energy security functions, including—</text><subparagraph id="H6FEDE093DE0B41CD85895384DEB7CB9F"><enum>(A)</enum><text>responsibilities with respect to energy infrastructure, security and resilience, emerging threats, cybersecurity, supply, and emergency planning and preparedness, coordination, response, and restoration, as appropriate; and</text></subparagraph><subparagraph id="H1D40ACC13D4E4A459532BEF641D348BC"><enum>(B)</enum><text display-inline="yes-display-inline">upon request of a State, local, or Tribal government or energy sector entity, and in coordination with other Federal agencies as appropriate, provision of technical assistance and support to protect against, detect, and respond to energy security threats, risks, and incidents.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="HBF8979CC8E8248388EE1DC08005E574B"><enum>(b)</enum><header>Coordination</header><text display-inline="yes-display-inline">The Secretary of Energy shall ensure that the functions of the Secretary described in section 203(a)(12) of the Department of Energy Organization Act (as added by this Act) are performed in coordination with relevant Federal agencies.</text></subsection></section></legis-body><endorsement display="yes"><action-date>May 11, 2026</action-date><action-desc>Committed to the Committee of the Whole House on the State of the Union and ordered to be printed</action-desc></endorsement></bill>
