which was referred to the <committee-name committee-id="HBA00">Committee on Financial Services</committee-name></action-desc></action><action display="yes"><action-date date="20260319">March 19, 2026</action-date><action-desc>Additional sponsors: <cosponsor name-id="C001061">Mr. Cleaver</cosponsor>, <cosponsor name-id="V000081">Ms. Velázquez</cosponsor>, and <cosponsor name-id="P000617">Ms. Pressley</cosponsor></action-desc></action><action display="yes"><action-date date="20260319">March 19, 2026</action-date><action-desc>Reported with an amendment, committed to the Committee of the Whole House on the State of the Union, and ordered to be printed</action-desc><action-instruction>Strike out all after the enacting clause and insert the part printed in italic</action-instruction><action-instruction>For text of introduced bill, see copy of bill as introduced on January 16, 2026</action-instruction><action-desc><pagebreak></pagebreak></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To extend the Terrorism Risk Insurance Program, and for other purposes.<pagebreak></pagebreak></official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause" changed="added" style="OLC" committee-id="HBA00" reported-display-style="italic" id="H239785B511C44EF2AA6DA328D8735D08"><section id="H0310848028ED42C3A1C354BC6EB09F16" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>TRIA Program Reauthorization Act of 2026</short-title></quote>.</text></section><section id="H7CB0B59F63C142C1AFEDB724F9C14DBD"><enum>2.</enum><header>Extension</header><text display-inline="no-display-inline">Section 108(a) of the Terrorism Risk Insurance Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/15/6701">15 U.S.C. 6701</external-xref> note) is amended by striking <quote>2027</quote> and inserting <quote>2034</quote>.</text></section><section id="H990878CF8C834FA782F83C11FA473547"><enum>3.</enum><header>Improvements to certification process</header><text display-inline="no-display-inline">Section 102(1) of the Terrorism Risk Insurance Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/15/6701">15 U.S.C. 6701</external-xref> note) is amended—</text><paragraph id="HA93CDF3BADC64F63ADE8297F7D0BDFA1"><enum>(1)</enum><text display-inline="yes-display-inline">in subparagraph (B)—</text><subparagraph id="HFA2EDB91952C4B21A0722663AEEBA041"><enum>(A)</enum><text>in clause (i), by striking <quote>or</quote> at the end; </text></subparagraph><subparagraph id="HFB2FC88AEFBD45F6B6E709A85607E21D"><enum>(B)</enum><text display-inline="yes-display-inline">in clause (ii), by striking <quote>exceed $5,000,000.</quote> and inserting: </text><quoted-block style="OLC" id="H2A6B7F86CC5E40CB8AD0DA57EB6A9AED" display-inline="yes-display-inline" changed="added" reported-display-style="italic" committee-id="HBA00"><text>exceed—</text><subclause id="H5EF7BEA47F58441AA41F18FD296943C1"><enum>(I)</enum><text display-inline="yes-display-inline">with respect to an act that occurred in a year before 2029, $5,000,000; and</text></subclause><subclause id="H7297B1A224AD4D538CF349E24C2D0C20"><enum>(II)</enum><text display-inline="yes-display-inline">with respect to an act that occurred in 2029, or any year thereafter, $10,000,000; or</text></subclause><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph><subparagraph id="H20F3A04E5846498CAE50B66B74643F19"><enum>(C)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" id="H4D28726F66FC4262A30D121160132CAD" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HBA00"><clause id="HDE02DD12F8C44175BDA9DE8EAAEEF6F2"><enum>(iii)</enum><text display-inline="yes-display-inline">the Secretary did not certify such act as an act of terrorism before the expiration of the 90-day period following the publication of a notice in the Federal Register under subparagraph (D)(i).</text></clause><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="H2F3E112E06CB488E94EFF85E5BB9A240"><enum>(2)</enum><text display-inline="yes-display-inline">by striking subparagraph (D) and inserting the following:</text><quoted-block style="OLC" id="H684DD6F0BC9E4295B8CE1F7313E81500" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HBA00"><subparagraph id="HDBB5BBC7ECD6404CBA4BE8D0F379BFF6"><enum>(D)</enum><header>Notice requirements</header><clause id="HA77216E2AE7444468FE8415BCCA34AA0"><enum>(i)</enum><header>In general</header><text>The Secretary shall, not later than 30 days after beginning the process of determining whether to certify an act as an act of terrorism, publish a notice in the Federal Register that informs the public that the Secretary is in the process of determining whether to certify the act as an act of terrorism.</text></clause><clause id="H1E153842481546DABF2B97E21D400DD1"><enum>(ii)</enum><header>Additional notice permitted</header><text>The Secretary may, as the Secretary determines appropriate, notify the public, through publication in the Federal Register, or otherwise, that an act is not being evaluated by the Secretary to determine whether it should be certified as an act of terrorism. </text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="H783691365A1141E0BACAE4BB529986FF"><enum>4.</enum><header>Technical amendments</header><subsection id="HCC2756346E6146B1976B7EFBDFB2BD8B"><enum>(a)</enum><header>In general</header><text>Section 103(e)(7)(E)(i) of the Terrorism Risk Insurance Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/15/6701">15 U.S.C. 6701</external-xref> note) is amended—</text><paragraph id="H3F46012582A44F3598F5242787B24C50"><enum>(1)</enum><text>in subclause (I)—</text><subparagraph id="H544528A3382649FDA51D25E57569C8D8"><enum>(A)</enum><text>by striking <quote>2022</quote> and inserting <quote>2029</quote>; and</text></subparagraph><subparagraph id="HC85B8D73F7D74270B5C80A99B9860DD3"><enum>(B)</enum><text>by striking <quote>2024</quote> and inserting <quote>2031</quote>;</text></subparagraph></paragraph><paragraph id="H2D7D27F38DD4445191818597D410F65E"><enum>(2)</enum><text>in subclause (II)—</text><subparagraph id="H3AE395F9CC374AAD94BE6C9694F626A8"><enum>(A)</enum><text>by striking <quote>2023</quote> and inserting <quote>2030</quote>;</text></subparagraph><subparagraph id="H4846001BCD914B9584E2B87B4A42DCFE"><enum>(B)</enum><text>by striking <quote>2029</quote> and inserting <quote>2036</quote>; and</text></subparagraph><subparagraph id="H3ACF08E576034E2B9B9776FB2369D92B"><enum>(C)</enum><text>by striking <quote>2024</quote> and inserting <quote>2031</quote>; and</text></subparagraph></paragraph><paragraph id="H40709C2A1D8B489883F69DAC623820A6"><enum>(3)</enum><text>in subclause (III)—</text><subparagraph id="HD22A275BFE78457B8EB28EB6D62D68CE"><enum>(A)</enum><text>by striking <quote>2029</quote> and inserting <quote>2036</quote>; and</text></subparagraph><subparagraph id="HC994B53F8AFC460EAF6D006E3C4DD7E4"><enum>(B)</enum><text>by striking <quote>2024</quote> and inserting <quote>2031</quote>.</text></subparagraph></paragraph></subsection><subsection id="H253284B7798A46E5865BBC9512648738"><enum>(b)</enum><header>Technical correction</header><text>The Terrorism Risk Insurance Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/15/6701">15 U.S.C. 6701</external-xref> note) is amended by striking <quote>Terrorism Insurance Program</quote> each place it appears in text or headings and inserting <quote>Terrorism Risk Insurance Program</quote>.</text></subsection></section></legis-body><endorsement display="yes"><action-date>March 19, 2026</action-date><action-desc>Reported with an amendment, committed to the Committee of the Whole House on the State of the Union, and ordered to be printed</action-desc></endorsement></bill>
