<section id="H5D1C7C19AAB24DEB994AAE3D8E024AC0" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>TRIA Program Reauthorization Act of 2026</short-title></quote>.</text></section> <section id="H80F5234B4FDC4CFFA71FF83E4223304F"><enum>2.</enum><header>Extension</header><text display-inline="no-display-inline">Section 108(a) of the Terrorism Risk Insurance Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/15/6701">15 U.S.C. 6701</external-xref> note) is amended by striking <quote>2027</quote> and inserting <quote>2034</quote>.</text></section> 
<section id="H9A6EA53C76424A4B89BC3FE801D5170A"><enum>3.</enum><header>Improvements to certification process</header><text display-inline="no-display-inline">Section 102(1) of the Terrorism Risk Insurance Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/15/6701">15 U.S.C. 6701</external-xref> note) is amended—</text> <paragraph id="HEFF73E602853465BAE7E3CF2F362549D"><enum>(1)</enum><text display-inline="yes-display-inline">in subparagraph (B)—</text> 
<subparagraph id="HC7D2259FD6024E20A898AB63E1752D58"><enum>(A)</enum><text>in clause (i), by striking <quote>or</quote> at the end; </text></subparagraph> <subparagraph id="HBBF78A27C61249E0AEC3F5723CC5FAD5"><enum>(B)</enum><text display-inline="yes-display-inline">in clause (ii), by striking <quote>exceed $5,000,000.</quote> and inserting: </text> 
<quoted-block style="OLC" display-inline="yes-display-inline" id="H6D2FDE396A564347A26F2AD1AC748AF2"><text display-inline="yes-display-inline">exceed—</text> <subclause id="H023E76A08EDD461898878B730C55BFBD"><enum>(I)</enum><text display-inline="yes-display-inline">with respect to an act that occurred in a year before 2029, $5,000,000; and</text></subclause> 
<subclause id="HCE7133BD916840D78D25FD2C6EF442D3"><enum>(II)</enum><text display-inline="yes-display-inline">with respect to an act that occurred in 2029, or any year thereafter, $10,000,000; or</text></subclause><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph> <subparagraph id="H3FB43A0B592641A79BC223A7393380BF"><enum>(C)</enum><text>by adding at the end the following:</text> 
<quoted-block style="OLC" display-inline="no-display-inline" id="H9144706174204E6FB401C3623A0ED94E"> 
<clause id="H8D8D913FA62A442797DF79EB353783F4"><enum>(iii)</enum><text display-inline="yes-display-inline">the Secretary did not issue to the public a final determination to certify such act as an act of terrorism before the expiration of the applicable period described in subparagraph (D)(ii).</text></clause><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph> <paragraph id="HDC1ED1A66A9345EEA2AC83EF940B4D11"><enum>(2)</enum><text display-inline="yes-display-inline">by striking subparagraph (D) and inserting the following:</text>

<subparagraph id="H5CFF399FD7AE460FB8DB5B5814902646"><enum>(D)</enum><header>Review and determinations</header> 
<clause id="H5F87F6E5BBF147839EBFEE83BCF79936"><enum>(i)</enum><header>Notice of review</header> 
<subclause id="H5E2B1B8FE32F46D99D81852A0F271B11"><enum>(I)</enum><header>In general</header><text>The Secretary shall, not later than 30 days after beginning the process of determining whether to certify an act as an act of terrorism, publish a notice in the Federal Register that informs the public that the Secretary is in the process of determining whether to certify the act as an act of terrorism.</text></subclause> <subclause id="HBA62782450B4447694C22B0880873ECA"><enum>(II)</enum><header>Additional notice permitted</header><text display-inline="yes-display-inline">The Secretary may, as the Secretary determines appropriate, notify the public, through publication in the Federal Register, or otherwise, that an act is not being evaluated by the Secretary to determine whether it should be certified as an act of terrorism.</text></subclause></clause> 
<clause id="H32E668C5A0194810950E770F19A28FC1"><enum>(ii)</enum><header>Period of review</header> 
<subclause id="H1B763466A2EE464D86D2057609C87820"><enum>(I)</enum><header>In general</header><text display-inline="yes-display-inline">Except as described in subclause (II), the Secretary shall conclude any process of determining whether to certify an act as an act of terrorism not later than 90 days after publishing a notice in the Federal Register under clause (i)(I).</text></subclause> <subclause id="H84EC07FC5E0F47C8A2474FFC997BF046"><enum>(II)</enum><header>Exception</header><text display-inline="yes-display-inline">If, during the 90-day period following the publication of a notice in the Federal Register under clause (i)(I), the Secretary determines there is insufficient information available at that time to determine if an act is eligible for certification as an act of terrorism, the Secretary may, before the end of such 90-day period, extend the process of determining whether to certify an act as an act of terrorism for a period not to exceed 365 days following the date on which the damage attributable to such act occurred, as determined by the Secretary, and shall notify the public of any such extension.</text></subclause></clause> 
<clause id="HBB21C842719C4055A67453E0EE70757E"><enum>(iii)</enum><header>Issuance of final determination</header><text display-inline="yes-display-inline">If the Secretary decides to certify an act as an act of terrorism, the Secretary shall, before the expiration of the period applicable under clause (ii), issue to the public a final determination that certifies such act as an act of terrorism and such determination shall be irrevocable. </text></clause> <clause id="HEB3F561707DD40059AEDAE7BFE0827F7"><enum>(iv)</enum><header>Rule of construction</header><text display-inline="yes-display-inline">Nothing in this subparagraph may be construed to require to the Secretary to issue a final determination under clause (iii) about any act that the Secretary does not certify as an act of terrorism. </text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section> 
<section id="H652863202C9B4915914E60652A3CBB49"><enum>4.</enum><header>Reporting</header><text display-inline="no-display-inline">Section 104(h)(2) of the Terrorism Risk Insurance Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/15/6701">15 U.S.C. 6701</external-xref> note) is amended—</text> <paragraph id="HA5C447D68455443D83EDA8E03A2FB054"><enum>(1)</enum><text>by redesignating subparagraphs (B), (C), (D), (E), and (F) as subparagraphs (C), (D), (E), (F), and (G), respectively; and</text></paragraph> 
<paragraph id="H1C9EDE8B88DD43DDB69F86DCE3FC04E9"><enum>(2)</enum><text>by inserting after subparagraph (A) the following:</text> <quoted-block style="OLC" id="HA898020DA972474591ACC734F8C6BCE4" display-inline="no-display-inline"> <subparagraph id="HDA8508C6E36C413AA557FD963BB8D836"><enum>(B)</enum><text display-inline="yes-display-inline">a list of each act with respect to which the Secretary published a notice in the Federal Register under section 102(1)(D)(i) during the preceding calendar year, that includes—</text> 
<clause id="H743221719B314D0D8D8271503EAC9A75"><enum>(i)</enum><text display-inline="yes-display-inline">any final determination issued by the Secretary under section 102(1)(D)(iii) with respect to such act; or</text></clause> <clause id="HF58CD04C13CC4DF997BC69990360AE19"><enum>(ii)</enum><text display-inline="yes-display-inline">a concise explanation of why the Secretary did not issue a final determination under section 102(1)(D)(iii) with respect to such act;</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section> 
<section id="HD4302262AF0B4D9A9F015759CF55D3B1"><enum>5.</enum><header>Technical amendments</header> 
<subsection id="HB108AA52527848CAA1B52D256F7E7004"><enum>(a)</enum><header>In general</header><text>Section 103(e)(7)(E)(i) of the Terrorism Risk Insurance Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/15/6701">15 U.S.C. 6701</external-xref> note) is amended—</text> <paragraph id="H6687E161448642FBAAEA3446FB959997"><enum>(1)</enum><text>in subclause (I)—</text> 
<subparagraph id="H21D76DCAE7494DDAA06645DCF4431171"><enum>(A)</enum><text>by striking <quote>2022</quote> and inserting <quote>2029</quote>; and</text></subparagraph> <subparagraph id="H2E312DF1D221418892E2202B30D59E04"><enum>(B)</enum><text>by striking <quote>2024</quote> and inserting <quote>2031</quote>;</text></subparagraph></paragraph> 
<paragraph id="H151497D460C84AF38C88B30231F5D672"><enum>(2)</enum><text>in subclause (II)—</text> <subparagraph id="H9A7FDA93267E463994BBB2E4335C73CD"><enum>(A)</enum><text>by striking <quote>2023</quote> and inserting <quote>2030</quote>;</text></subparagraph> 
<subparagraph id="HC809347EB49647CF8FF314B5B61243EA"><enum>(B)</enum><text>by striking <quote>2029</quote> and inserting <quote>2036</quote>; and</text></subparagraph> <subparagraph id="H5F590FA40E334F24B3A42D9A651FABC4"><enum>(C)</enum><text>by striking <quote>2024</quote> and inserting <quote>2031</quote>; and</text></subparagraph></paragraph> 
<paragraph id="H9311D0B12D6E4D49A8FDC4D5155E955D"><enum>(3)</enum><text>in subclause (III)—</text> <subparagraph id="HAFB0D322AE434DFFABEA0957F8632811"><enum>(A)</enum><text>by striking <quote>2029</quote> and inserting <quote>2036</quote>; and</text></subparagraph> 
<subparagraph id="H30A2B914FB8B41C9AD7090B29E68898F"><enum>(B)</enum><text>by striking <quote>2024</quote> and inserting <quote>2031</quote>.</text></subparagraph></paragraph></subsection> <subsection id="H0C80A5EF41284291B7F8162E4663E1E4"><enum>(b)</enum><header>Technical corrections</header> <paragraph id="H377A1274B5674F6EB82F9105F2771B8F"><enum>(1)</enum><header>Terrorism Risk Insurance Act </header><text>The Terrorism Risk Insurance Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/15/6701">15 U.S.C. 6701</external-xref> note) is amended by striking <quote>Terrorism Insurance Program</quote> each place it appears in text or headings and inserting <quote>Terrorism Risk Insurance Program</quote>.</text></paragraph> 
<paragraph id="H499061AA4B5544338B01CB5AD39DEDF6"><enum>(2)</enum><header>Federal Insurance Office</header><text display-inline="yes-display-inline">Section 313(c)(1)(D) of title 31, United States Code, is amended by striking <quote>Terrorism Insurance Program</quote> and inserting <quote>Terrorism Risk Insurance Program</quote>.</text></paragraph></subsection></section> </legis-body> <attestation><attestation-group><attestation-date date="20260629" chamber="House">Passed the House of Representatives June 29, 2026.</attestation-date><attestor display="no">Kevin F.
