and</text></paragraph><paragraph id="H21CB7D07C1A4466BBA6F0F6A2CD5FB05"><enum>(2)</enum><text>by adding at the end the following new paragraph:</text><quoted-block style="USC" id="H03FED27950F14AD1A681867787ECE367" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HVR00"><paragraph id="H4F8DA197340A41EBB8DAD8F4B802D92A" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">The Secretary shall—</text><subparagraph id="HB89D9D65684D418B9D190D809D86620D"><enum>(A)</enum><text>make payments under this section in compliance with regulations prescribed under section 3903(a) of title 31; and</text></subparagraph><subparagraph id="HD0F2184616D5474B88B4892873D1F206"><enum>(B)</enum><text>in the case of any payment under this section that is not processed during the period of 30 days following receipt by the Secretary of the final invoice for such payment, the Secretary shall publish in the Federal Register the number of days required to process the payment.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="HE293B26DA11941EFA7F350D368EE1117"><enum>(b)</enum><header>Centralization of process for making payments</header><text>Such section is amended by adding at the end the following new subsection:</text><quoted-block style="USC" id="HEEE95A17CAB2438083BF0C209CDA5916" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HVR00"><subsection id="HC9E43484948A4C3D95318B284FDC6A24"><enum>(f)</enum><paragraph commented="no" display-inline="yes-display-inline" id="HE3F5D6CCAA85492080485A9A87BEEDFA"><enum>(1)</enum><text display-inline="yes-display-inline">The Secretary shall process payments under this section through one office of the Department that the Secretary determines has the capacity and expertise to make such payments in compliance with regulations described in subsection (a)(2).</text></paragraph><paragraph id="H95CA149EF7074BC2B3A24376542CE6AD" indent="up1"><enum>(2)</enum><text>The Secretary shall accurately track and resolve payments due to sellers under this section that are more than 90 days overdue.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H1639D0B5D51647E0B44A920BDEAD3FCB"><enum>(c)</enum><header>Reporting</header><text display-inline="yes-display-inline">The Secretary of Veterans Affairs shall submit to the Committees on Veterans’ Affairs of the Senate and House of Representatives, and publish on a publicly accessible website of the Department of Veterans Affairs, four semiannual reports after the date of the enactment of this Act, regarding the administration of section 3902 of title 38, United States Code, as amended by this section. Each such report shall include, with respect to the period of six months preceding the date of the report, the following elements:</text><paragraph id="H8BC9EE9EFBD64652B0245E0D1E325954"><enum>(1)</enum><text display-inline="yes-display-inline">The average and median number of days between receipt of a invoice for payment under such section by the Claims Intake Center of the Department and the day when the Secretary makes such payment, disaggregated by whether the claim was under review or being processed by—</text><subparagraph id="H8E091F113AA34787BE8E5024708666B7"><enum>(A)</enum><text>the Veterans Health Administration;</text></subparagraph><subparagraph id="H38A95D3608DC422BA5CF57B3DCC90C26"><enum>(B)</enum><text display-inline="yes-display-inline">the Veterans Benefits Administration; or</text></subparagraph><subparagraph id="H23FDDEB82CFA4F78A668CE9BFDD99CAF"><enum>(C)</enum><text>the seller.</text></subparagraph></paragraph><paragraph id="H74D22A2FEBB7468EB17613931A099E05"><enum>(2)</enum><text>Improvements to information technology of the Department that the Secretary determines would reduce the time required for such review or processing.</text></paragraph></subsection><subsection id="H5C9FCAB5984E4A28BC6136DA35EAF1F7"><enum>(d)</enum><header>GAO report; briefing</header><paragraph id="H721E85092D5A432883D95FEA08FB6B3D"><enum>(1)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 180 days after the day the Secretary completes centralization under subsection (f) of section 3902 of title 38, United States Code, as added by this section, the Comptroller General of the United States shall review such centralization and publish a report containing the results of such review. Such report shall include the determinations of the Comptroller General regarding the following:</text><subparagraph id="H2AAED3A82960475B99A0AEFCD3AB3522"><enum>(A)</enum><text>The capacity of the office determined by the Secretary under such subsection, to carry out processing described in such subsection, including—</text><clause id="H260FBE0808944985ACB635BF4C877D7E"><enum>(i)</enum><text>a comprehensive assessment of employees of the Department who carry out chapter 39 of such title;</text></clause><clause id="H0D738C1FAE5D4F8E8B10357EB9704E86"><enum>(ii)</enum><text>a comprehensive skills assessment indicating what resources the Secretary requires to otherwise improve such centralization, including additional funds, employees, or contractors; and</text></clause><clause id="HAD2346335444453C90EB5A643112FA98"><enum>(iii)</enum><text display-inline="yes-display-inline">a review of systems of information technology, including systems in use or to be acquired, to carry out such centralization.</text></clause></subparagraph><subparagraph id="HDCFFFE6CC94D47938E81D294BB944B41"><enum>(B)</enum><text>Recommendations to improve such processing.</text></subparagraph><subparagraph id="H4FD90FFEBE8D445BB01B7800926312CD"><enum>(C)</enum><text>Estimated costs to the United States to implement such recommendations.</text></subparagraph></paragraph><paragraph id="H17E7A573AED04C10A53D207EE5D468C8"><enum>(2)</enum><header>Briefing</header><text>Not later than 30 days after publishing the report under paragraph (1), the Comptroller General shall provide to the Committees on Veterans’ Affairs of the House of Representatives and Senate a briefing on such report. Such briefing shall include any response from the Secretary to the Comptroller General regarding the recommendations in the report.</text></paragraph></subsection></section><section id="HFBEA13147B934A2ABF4A6D0A871E81E5" display-inline="no-display-inline" section-type="subsequent-section"><enum>3.</enum><header>Extension of certain limits on payments of pension</header><text display-inline="no-display-inline">Section 5503(d)(7) of title 38, United States Code, is amended by striking <quote>January 31, 2033</quote> and inserting <quote>October 31, 2033</quote>.</text></section></legis-body><endorsement display="yes"><action-date>September 15, 2026</action-date><action-desc>Reported with an amendment, committed to the Committee of the Whole House on the State of the Union, and ordered to be printed</action-desc></endorsement></bill>
