A BILL
To amend title 38, United States Code, to make certain improvements in
the process of the Department of Veterans Affairs for making payments
to automobile sellers for automobiles purchased for certain disabled
veterans, and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Centralized Reimbursement for
Upgraded Innovative Service Equipment Act'' or the ``CRUISE Act''.
SEC. 2. IMPROVEMENTS TO PROCESS FOR MAKING PAYMENTS TO AUTOMOBILE
SELLERS FOR AUTOMOBILES PURCHASED FOR CERTAIN DISABLED
VETERANS.
(a) Timeliness of Payments.--Section 3902 of title 38, United
States Code, is amended, in subsection (a)--
(1) by inserting ``(1)'' before ``The Secretary''; and
(2) by adding at the end the following new paragraph:
``(2) The Secretary shall--
``(A) make payments under this section in compliance with
section 3903(a) of title 31; and
``(B) in the case of any payment under this section that is
not processed within 30 days, the Secretary shall publish the
number of days required to process the payment.''.
(b) Centralization of Process for Making Payments.--Such section is
amended by adding at the end the following new subsection:
``(f)(1) The Secretary shall ensure that the process for making
payments to sellers under this section is centralized within the
Central Office of the Department.
``(2) The Secretary shall develop a process to accurately track and
resolve payments due to sellers under this section that have been
outstanding for longer than 90 days.''.
