R. 7053</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20260114">January 14, 2026</action-date><action-desc><sponsor name-id="G000553">Mr. Green of Texas</sponsor> (for himself, <cosponsor name-id="C001080">Ms. Chu</cosponsor>, and <cosponsor name-id="M001188">Ms. Meng</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To preempt State prohibitions on real estate purchases by foreign citizens, and for other purposes.</official-title></form><legis-body id="H6D31DEDEB131461C82D5953A8EFCCD1B" style="OLC"><section id="HC005002D69E84495B20B0B5BE6368C0D" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Preemption of Real Property Discrimination Act</short-title></quote>.</text></section><section id="H997FE5A66D164555AF3CC0B395A18B3D"><enum>2.</enum><header>Preemption of State prohibitions on real estate purchases by foreign citizens</header><subsection id="HE1B6449BB78444B8873A4538C4B2F10F"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Any law of a State, the District of Columbia, or any territory of the United States that prohibits or otherwise restricts the purchase by an individual of real property within such State, District, or territory based on the citizenship of the purchaser is hereby preempted.</text></subsection><subsection id="H275CF639937F4858A09620FEF3179BCA"><enum>(b)</enum><header>Enforcement</header><text>The Attorney General is authorized to enforce this section.</text></subsection><subsection id="H28625C8C7733438986A4B40270736CF1"><enum>(c)</enum><header>Private right of action</header><paragraph id="HEFA80E41151B4CC4A031CF07CF24C23F"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">In the case of any State, District, or territory that attempts to enforce a law preempted by subsection (a), an individual harmed by such action may bring a civil action against such State, District, or territory in any Federal court of competent jurisdiction.</text></paragraph><paragraph id="HF56F75B51D4A468DA36C2BC987D72618"><enum>(2)</enum><header>Injunctive relief</header><text display-inline="yes-display-inline">In a civil action brought under paragraph (1) in which a plaintiff prevails, the court may award the plaintiff injunctive relief.</text></paragraph></subsection></section></legis-body></bill>
