R. 7020</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20260112">January 12, 2026</action-date><action-desc><sponsor name-id="N000147">Ms. Norton</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HGO00">Committee on Oversight and Government Reform</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To provide for coverage of employees of the District of Columbia courts and the District of Columbia Public Defender Service under the District of Columbia Human Rights Act, and for other purposes.</official-title></form><legis-body id="H956860D0575D4701AD19787757D1E39B" style="OLC"><section id="H652B73F3476A4B72ABE9475D15300A7A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>District of Columbia Courts and Public Defender Service Employment Non-Discrimination Act</short-title></quote>.</text></section><section id="H1E0F1B338017491A8BABAF5D0250D17C" section-type="subsequent-section"><enum>2.</enum><header>Coverage of employees under District of Columbia Human Rights Act</header><subsection id="HFED449883F7E4D84BF88CB8FE24ADE59"><enum>(a)</enum><header>Coverage</header><paragraph id="HA3B389261BBE4E84BC431B6AF114B089"><enum>(1)</enum><header>Employees of District of Columbia courts</header><text display-inline="yes-display-inline">Section 11–1726, District of Columbia Code, is amended by adding at the end the following new subsection:</text><quoted-block style="OLC" id="H9B2365EF10564D7488E18F8BF3902BB0" display-inline="no-display-inline"><subsection id="HE67ADD3666694BEF9691F03D9C52AE4D"> <enum>(e)</enum> <text display-inline="yes-display-inline">For purposes of the Human Rights Act of 1977 (sec. 2–1401.01 et seq., D.C. Official Code), a nonjudicial employee of the District of Columbia courts shall be considered to be an employee under such Act and the District of Columbia courts shall be considered to be an employer under such Act.</text>
            </subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph><paragraph id="H4E7AF65EF2314CC6A62EAD982A50B06E">
          <enum>(2)</enum>
          <header>Employees of District of Columbia Public Defender Service</header>
 <text>Section 305 of the District of Columbia Court Reform and Criminal Procedure Act of 1970 (sec. 2–1605, D.C. Official Code) is amended by adding at the end the following new subsection:</text>

            <subsection id="H6A6954ACB2E146A0B6B43D241AA9BA9D">
              <enum>(e)</enum>
 <text display-inline="yes-display-inline">For purposes of the Human Rights Act of 1977 (sec. 2–1401.01 et seq., D.C. Official Code), an employee of the Service shall be considered to be an employee under such Act and the Service shall be considered to be an employer under such Act.</text>
            </subsection>

        <enum>(b)</enum>
        <header>Exclusion from separate procedures established for complaints against agencies of
          District government</header>
 <text>Section 303 of the Human Rights Act of 1977 (sec. 2–1403.03, D.C. Official Code) is amended by adding at the end the following new subsection:</text>

          <subsection id="HB61D7D22C6C6453E94BC03C687F57DFE">
            <enum>(c)</enum>
 <text display-inline="yes-display-inline">This section does not apply with respect to complaints filed against—</text>
            <paragraph id="H222F3D352D7943C19BF5AFC26B282705">
              <enum>(1)</enum>
 <text>the District of Columbia courts or officials and employees of the District of Columbia courts; or</text>
            </paragraph>
            <paragraph id="H655A624CA6DB479F8712A42AE78B7F28">
              <enum>(2)</enum>
 <text>the District of Columbia Public Defender Service or officials and employees of the District of Columbia Public Defender Service.</text>
            </paragraph>
          </subsection>

        </quoted-block>
 </subsection><subsection id="HD8018885D6F54C2EB693D14A85546861"><enum>(c)</enum><header>Effective date</header><text>The amendments made by this Act shall apply with respect to complaints filed on or after the date of the enactment of this Act.</text></subsection></section></legis-body></bill>
