R. 7011</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20260112">January 12, 2026</action-date><action-desc><sponsor name-id="D000530">Mr. Deluzio</sponsor> (for himself and <cosponsor name-id="R000619">Mr. Rulli</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HPW00">Committee on Transportation and Infrastructure</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require the Administrator of the Federal Railroad Administration to submit to Congress a report on the rate and causes of rail tank car pressure relief device failures, and for other purposes.</official-title></form><legis-body id="H9B5C3FD3299743DD9C7F79FD25B24A4A" style="OLC"><section id="H8A918A28069D4852B89BE477B315863F" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Under Pressure Act</short-title></quote>.</text></section><section id="H6F1859C6A192462A9331DFC7C5F4570F"><enum>2.</enum><header>Report on rail tank car pressure relief device failures</header><subsection id="HA76BABBF92014612B03EBF2A55514F98"><enum>(a)</enum><header>Report to Congress</header><text display-inline="yes-display-inline">Not later than 18 months after the date of enactment of this Act, the Administrator of the Federal Railroad Administration shall submit to Congress a report that includes—</text><paragraph id="H90A24A6AC2664942AEB967CD015131FC"><enum>(1)</enum><text>the rate and causes of rail tank car pressure relief device failures in a derailment event including information and variables relating to each event, including—</text><subparagraph id="H1451BDE0A44D40268471708A7ABDBE19"><enum>(A)</enum><text>the number of tank cars involved in such derailment;</text></subparagraph><subparagraph id="HED9B8981723845BB96EF7424EFF70162"><enum>(B)</enum><text>whether or not the event included a fire;</text></subparagraph><subparagraph id="HF36BA078E846449BB8D9152D81553B3F"><enum>(C)</enum><text display-inline="yes-display-inline">in the case of a fire, the temperature and duration of the fire;</text></subparagraph><subparagraph id="HA9C56BAC0039428BAEBFE8DC24F39B2A"><enum>(D)</enum><text>the length of the time before, and circumstances of, the failure of a pressure relief device; and</text></subparagraph><subparagraph id="H9FE9962DD2E044A3A16320B637F9B8CC"><enum>(E)</enum><text>with respect to each pressure relief device that failed—</text><clause id="H32A8CEFE266943728B161CF0C2E7202A"><enum>(i)</enum><text>an assessment of the compatibility of the device with each tank car commodity involved in such derailment;</text></clause><clause id="HA27D51AA2AE14F30BA4C8A833BD8573E"><enum>(ii)</enum><text>an assessment of the survivability of, and thermal protection for high heat conditions used on, the device; and</text></clause><clause id="H5F10E8F4F77C4F8791D4A06904E88328"><enum>(iii)</enum><text display-inline="yes-display-inline">identification of each orientation of the device, including whether the orientation is—</text><subclause id="H46C9D69BF605469F97DAB0B08DDA1887"><enum>(I)</enum><text>above or below the vapor line; or</text></subclause><subclause id="H38E2C115159E42F1AF2B7083062CB54D"><enum>(II)</enum><text>in the liquid space;</text></subclause></clause></subparagraph></paragraph><paragraph id="H0800E815BA704716A45457AB32677DCB"><enum>(2)</enum><text>recommendations to prevent rail tank car pressure relief device failures; and</text></paragraph><paragraph id="HCDEC14E842834B688C374D561E1D09BF"><enum>(3)</enum><text display-inline="yes-display-inline">the status of any recommendations issued by the National Transportation Safety Board, including any recommendations issued during the period beginning on the date of enactment of this Act and ending on the date on which the Administrator initiates the report, on rail tank cars for which the respondent has not provided an acceptable response.</text></paragraph></subsection><subsection id="H8CB38E858A5F4CE69C1E765924406DAD"><enum>(b)</enum><header>Consultation required</header><text>In developing the report under subsection (a), the Administrator shall consult with—</text><paragraph id="H6C25280745604EE7BB5C89BF88CAB3A4"><enum>(1)</enum><text display-inline="yes-display-inline">the Administrator of the Pipeline and Hazardous Materials Safety Administration;</text></paragraph><paragraph id="HF93C164DD0D04782AA4F3C04D343A307"><enum>(2)</enum><text display-inline="yes-display-inline">rail employers;</text></paragraph><paragraph id="HC8865E3008E843F6B4041A3640D34ECB"><enum>(3)</enum><text>organizations representing rail employees; and</text></paragraph><paragraph id="HDE167D13AAD54673BF105F134BD5080D"><enum>(4)</enum><text>rail tank car builders, shippers, and owners.</text></paragraph></subsection></section></legis-body></bill>
