R. 6903</legis-num><associated-doc role="report" display="yes">[Report No. 119–624, Part I]</associated-doc><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20251218">December 18, 2025</action-date><action-desc><sponsor name-id="V000134">Ms. Van Duyne</sponsor> (for herself and <cosponsor name-id="P000613">Mr. Panetta</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HWM00">Committee on Ways and Means</committee-name>, and in addition to the Committee on <committee-name committee-id="HFA00">Foreign Affairs</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><action display="yes"><action-date date="20260427">April 27, 2026</action-date><action-desc>Reported from the <committee-name added-display-style="italic" committee-id="HWM00" deleted-display-style="strikethrough">Committee on Ways and Means</committee-name> with an amendment</action-desc><action-instruction>Strike out all after the enacting clause and insert the part printed in italic</action-instruction></action><action display="yes"><action-date date="20260427">April 27, 2026</action-date><action-desc>Committee on <committee-name committee-id="HFA00">Foreign Affairs</committee-name> discharged; committed to the Committee of the Whole House on the State of the Union and ordered to be printed</action-desc><action-instruction>For text of introduced bill, see copy of bill as introduced on December 18, 2025</action-instruction><action-desc><pagebreak></pagebreak></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require the Secretary of State to revoke any United States passport issued to an individual, on receipt of a certification by the Secretary of Health and Human Services that the individual has a child support arrearage exceeding $2,500.<pagebreak></pagebreak></official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause" changed="added" style="OLC" committee-id="HWM00" reported-display-style="italic" id="H402A4BE95BD24618850CD85F02A404AA"><section id="H53EEBD4DB5634619BA80C2550A1F81E4" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Ensuring Children Receive Support Act</short-title></quote>.</text></section><section id="HD0D0D003CA2C42229F73351006761DFB" section-type="subsequent-section"><enum>2.</enum><header>Revocation of passports issued to individuals with a child support arrearage exceeding $<enum-in-header>2,500</enum-in-header></header><subsection id="H9E9EA4F9980B4225B28CE0657482159A"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 452(k) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/652">42 U.S.C. 652(k)</external-xref>) is amended—</text><paragraph id="H0A9BA20550BA48DB90B2792E6AA543DF"><enum>(1)</enum><text>in paragraph (1), by striking <quote>, revocation, or limitation</quote> and inserting <quote>or revocation</quote>; and</text></paragraph><paragraph id="HF9511CD6966D4A4DA23DE6F7765F4E70"><enum>(2)</enum><text>in paragraph (2)—</text><subparagraph id="H995287EFB71B4A1699C8A379D3F113D0"><enum>(A)</enum><text>by striking <quote>may revoke, restrict, or limit</quote> and inserting <quote>revoke</quote>; and</text></subparagraph><subparagraph id="H0BC033F7C9ED4ADFAE8A5CDAB41DF6CA"><enum>(B)</enum><text>by inserting <quote>, and notify such individual of the intent to take such action</quote> before the period.</text></subparagraph></paragraph></subsection><subsection id="H2A7F7E9834EA4B3498D8CDB9F7D9A4EC"><enum>(b)</enum><header>Exception</header><text display-inline="yes-display-inline">Notwithstanding the amendments made by subsection (a), if an individual is abroad and needs to return to the United States on an emergency basis, the Department of State is authorized to issue a temporary passport for that purpose.
